Minutes – 27th November 2025\u00a0<\/strong><\/a><\/h3>\n

Monaghan Local Community Safety Partnership held its inaugural meeting in November 2025. The Partnerships have been established by the Minister for Justice, Home Affairs and Migration in each Local Authority across Ireland.<\/p>\n

The objective of the LCSP is to improve community safety and well-being through a collaborative, community-led approach by bringing together residents, local authorities, public bodies and community representatives to create and implement local community safety plans.<\/p>\n

The new LCSP will replace and build on the excellent work which the Monaghan Joint Policing Committee (JPC) achieved over a number of years. The LCSP includes a broader range of members than its predecessor. Mandatory members include Local Councillors, Local Authority Officials, An Garda S\u00edoch\u00e1na, representatives from the HSE and the Child and Family Agency Tusla.<\/p>\n

Community representation includes local residents, members representing youth groups, the older population, new and minority groups, and the business and education sector.<\/p>\n

Cllr. Alan Johnston has been elected as the Chair of the new LCSP and Cllr. Sin\u00e9ad Flynn has been elected as Vice-Chair of the LCSP in Monaghan.<\/p>\n

The LCSP will hold at least six meetings annually. Members of the public can attend one of those meetings while Oireachtas members and all locally elected public representatives will have opportunities to engage with members by attending at least one LCSP meeting annually. A date for the public meeting will be advertised towards the end of 2026, when the members will communicate the progress made to date.<\/p>\n

The LCSP will also be required to develop and implement its own tailored 3 Year Community Safety Plan, which is expected to be published in the second half of 2026. A new National Strategy for Improving Community Safety is also currently at consultation stage and is also due to be published in 2026.<\/p>\n

Cllr. Alan Johnston, newly elected Chair of the Monaghan Local Community Safety Partnership, said \u201cI am delighted that the Local Community Safety Partnership has been established in Monaghan, and have moved quickly to start progressing our Community Safety Plan. We have a great opportunity to work with our members to ensure that our communities in Monaghan are safer to live and visit, and that our residents feel safer. We are committed to consulting with our communities on our plan, as it is important that everyone\u2019s view is taken into consideration. Bringing together committee members, community groups and local stakeholders will allow us to develop a plan which will aim to make our communities even safer and also make people living in Monaghan feel safer.\u201d<\/p>\n

Public Consultation<\/h3>\n

 <\/p>\n

Monaghan Local Community Safety Partnership (LCSP) is currently holding a public consultation period for its inaugural Monaghan Community Safety Plan 2026-2028. Local residents are encouraged to take part in the consultation process. We want to hear your views on Community Safety in Monaghan!<\/p>\n

As part of the consultation, we are encouraging all residents to complete the Community Safety questionnaire which is available below:<\/p>\n

Completing the questionnaire should take no more than five minutes!<\/p>\n

The public consultation, including the questionnaire, will remain open until Tuesday 31st<\/sup> March. Paper copies of the questionnaire will be made available at libraries and Council Offices throughout the county. Any groups who would like to take part in the consultation process, or would like copies of the questionnaire can contact the Community Safety Office at communitysafety@monaghancoco.ie<\/a><\/p>\n

Public consultation will be key to the success of the Safety Plan, as it will highlight issues of concern which can be addressed in the Action Plan. The consultation will ensure that the plan is reflective of local needs and highlight the core safety issues within our communities throughout County Monaghan.<\/p>\n

The Partnerships have been established by the Minister for Justice, Home Affairs and Migration in each Local Authority across Ireland.
