{"id":3667,"date":"2026-03-13T18:12:29","date_gmt":"2026-03-13T18:12:29","guid":{"rendered":"https:\/\/monaghan.ie\/communitydevelopment\/?p=3667"},"modified":"2026-03-16T10:51:36","modified_gmt":"2026-03-16T10:51:36","slug":"clar-funding-scheme-2026","status":"publish","type":"post","link":"https:\/\/monaghan.ie\/communitydevelopment\/2026\/03\/13\/clar-funding-scheme-2026\/","title":{"rendered":"CL\u00c1R FUNDING SCHEME 2026"},"content":{"rendered":"<p><img decoding=\"async\" class=\"aligncenter wp-image-3188 size-thumbnail\" src=\"https:\/\/monaghan.ie\/communitydevelopment\/wp-content\/uploads\/sites\/8\/2025\/03\/MCC_Crest_withText-150x150.jpg\" alt=\"MCC Crest WithText\" width=\"150\" height=\"150\" \/><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-3677 size-full\" src=\"https:\/\/monaghan.ie\/communitydevelopment\/wp-content\/uploads\/sites\/8\/2026\/03\/CLAR-2026-.jpg\" alt=\"CLAR 2026 logo\" width=\"934\" height=\"191\" srcset=\"https:\/\/monaghan.ie\/communitydevelopment\/wp-content\/uploads\/sites\/8\/2026\/03\/CLAR-2026-.jpg 934w, https:\/\/monaghan.ie\/communitydevelopment\/wp-content\/uploads\/sites\/8\/2026\/03\/CLAR-2026--300x61.jpg 300w, https:\/\/monaghan.ie\/communitydevelopment\/wp-content\/uploads\/sites\/8\/2026\/03\/CLAR-2026--768x157.jpg 768w, https:\/\/monaghan.ie\/communitydevelopment\/wp-content\/uploads\/sites\/8\/2026\/03\/CLAR-2026--18x4.jpg 18w\" sizes=\"(max-width: 934px) 100vw, 934px\" \/><\/p>\n<p>The Minister for Rural and Community Development and the Gaeltacht, Dara Calleary TD has launched the 2026 CL\u00c1R Scheme.\u00a0 CL\u00c1R (Ceantair Laga \u00c1rd-Riachtanais) is a targeted investment programme for rural areas that aims to provide funding for small infrastructural projects in designated rural areas that have experienced significant levels of de-population and\/or socio-economic disadvantage and geographic remoteness.\u00a0 This funding assists in building the resilience of these rural communities.\u00a0 The scheme allocation for 2026 has increased to \u20ac12 million.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>CL\u00c1R Programme for 2026<\/strong><\/p>\n<p>Monaghan\u2019s eligible CL\u00c1R area has been extended to include the DED of Drumsnat.<\/p>\n<p>&nbsp;<\/p>\n<p>The 2026 CL\u00c1R programme will be delivered through three separate Measures as follows:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Measure 1:<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Developing Community Facilities &amp; Amenities<\/p>\n<p><strong>Measure 2:<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Mobility, Cancer Care, Community First Responders and Meals on Wheels Transport<\/p>\n<p><strong>Measure 3:<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u2018Our Islands\u2019<\/p>\n<p>&nbsp;<\/p>\n<p>Measure 1 is administered by Monaghan County Council, and we are inviting Community Groups, Schools, Sports Clubs, and Local Development Companies to apply for funding under Measure 1 of the CL\u00c1R 2026 Scheme. This measure will support a wide range of capital projects that enhance existing, or develop new, accessible Community Recreation Facilities.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Who is Eligible<\/p>\n<ul>\n<li>Community &amp; voluntary groups<\/li>\n<li>Schools<\/li>\n<li>Local sporting organisations<\/li>\n<li>Local Development Companies<\/li>\n<\/ul>\n<p>Community groups can include local sporting organisations where the infrastructure being supported through the application is for the benefit of the community generally (not just the sporting organisation) and is made <strong>freely available to all members of the community.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Funding available<\/p>\n<ul>\n<li>Grants up to \u20ac65,000 per project<\/li>\n<li>Up to \u20ac100,000 available for two large-scale projects<\/li>\n<\/ul>\n<p><strong><u>\u00a0<\/u><\/strong><\/p>\n<p>What kind of projects are eligible (this is not an exhaustive list):<\/p>\n<ul>\n<li>Small scale renovation works to community facilities open to the wider community such as community centres\/sports centres\/clubhouses of sporting groups\/youth centres\/men\u2019s sheds etc. This includes external works such as parking and accessibility enhancements<\/li>\n<li>Multi-use gaming areas (MUGAs)\/Astro-turf facilities including upgrades (see information box in respect of astro turf surfaces below)<\/li>\n<li>Playgrounds\/skateboard parks\/pump tracks\/cycling tracks\/teenage spaces<\/li>\n<li>Walking\/running \/athletics tracks<\/li>\n<li>Handball alleys\/tennis courts\/basketball courts\/cricket grounds\/ outdoor bowling areas<\/li>\n<li>Community gyms\/community cinemas<\/li>\n<li>Sensory gardens\/Community gardens\/ allotments\/ biodiversity planting<\/li>\n<li>Access to unique local heritage sites \/ areas of natural beauty<\/li>\n<li>Enhanced outdoor toilet and changing facilities<\/li>\n<li>Car parking<\/li>\n<li>Community focussed traffic safety measures<\/li>\n<li>Improving access at sports grounds e.g. development\/upgrade of spectator stands at local sports grounds with a particular focus on improving access for people of all abilities and ages<\/li>\n<li>Toilets\/showers in community facilities but not sports team changing rooms or showers.<\/li>\n<li>Emergency Generators. These must be mobile to allow for shared community use. There must be confirmation that the facilities that will use the generator have changeover switches in place and the cost of installing these switches in these facilities can be included as part of the generator project application<\/li>\n<li>Actions to remediate light pollution (terrestrial and marine) through restorative lighting strategies to protect and\/or retore Ireland\u2019s dark
