{"id":14,"date":"2016-11-17T17:11:13","date_gmt":"2016-11-17T17:11:13","guid":{"rendered":"http:\/\/monaghan.ie\/corporateservices\/?page_id=14"},"modified":"2025-07-24T11:52:50","modified_gmt":"2025-07-24T10:52:50","slug":"regulation-of-lobbying-act-2015","status":"publish","type":"page","link":"https:\/\/monaghan.ie\/corporateservices\/regulation-of-lobbying-act-2015\/","title":{"rendered":"Regulation of Lobbying Act 2015"},"content":{"rendered":"<p>The Regulation of Lobbying Act 2015 provides that the Standards in Public Office Commission will establish and maintain an online Register of Lobbying and oversee compliance with the legislative provisions.<\/p>\n<h3>Designated Public Officials under the Regulation of Lobbying Act 2015<\/h3>\n<p>The Regulation of Lobbying Act 2015 provides that the Standards in Public Office Commission will establish and maintain an online Register of Lobbying and oversee compliance with the legislative provisions.<\/p>\n<p>The purpose of the Register is to make information available to the public on the identity of those communicating with &#8216;Designated Public Officials&#8217; on specific policy, legislative matters, or prospective decisions. Such persons will have to register with the Standards Commission and will be required to submit returns of their lobbying activities three times a year.<\/p>\n<p>The Designated Public Officials under the Regulation of Lobbying Act 2015 in Monaghan County Council are:<\/p>\n<p><strong>Chief Executive:\u00a0<\/strong>Mr Robert Burns<\/p>\n<p><strong>Director of Service<\/strong>: Ms Patricia Monahan, Director of Services, Directorate of Tourism, Rural &amp; Community Development.<\/p>\n<p><strong>Director of Service<\/strong>: Ms Olga Mc Cannon, Director of Services, Directorate of Finance, Housing,\u00a0 Cultural Services.<\/p>\n<p><strong>Director of Service:\u00a0<\/strong>Mr Cathal Flynn, Director of Services, Directorate of Planning, Economic Development, Capital Projects and Regeneration.<\/p>\n<p><strong>Director of Service:<\/strong> Ms Carmel O\u2019Hare \u00a0Director of Services, Directorate of Corporate Services, Innovation and Emergency Management.<\/p>\n<p><strong>Director of Service:<\/strong>\u00a0Mr Nial O\u2019Connor, A\/ Director of Services, Directorate of Transportation, Environment and Climate Action.<\/p>\n<p>&nbsp;<\/p>\n<p>All Elected Members of Monaghan County Council are Designated Public Officials under the Regulation of Lobbying Act 2015:<br \/>\n<strong><a href=\"https:\/\/monaghan.ie\/county-councillors-2\/\">View the Elected Members of Monaghan County Council<\/a><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>There are five S.P.C.\u2019s established within the county, as follows \u2013<\/p>\n<p><strong>(i)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 SPC for Housing<\/strong><\/p>\n<p><strong>(ii)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 SPC for Transport<\/strong><\/p>\n<p><strong>(iii)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 SPC for Economic Development and Enterprise<\/strong><\/p>\n<p><strong>(iv)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 SPC for Environment and Climate Change<\/strong><\/p>\n<p><strong>(v)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 SPC for Tourism, Rural &amp; Community Development; An Ghaeilge &amp; Cultural Services<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong><a href=\"https:\/\/monaghan.ie\/corporateservices\/wp-content\/uploads\/sites\/9\/2025\/05\/Strategic-Policy-Committees-Membership-2024-2029.pdf\" target=\"_blank\" rel=\"noopener\">Click here to view the Strategic Policy Committees Membership 2024 &#8211; 2029 (PDF)<\/a><\/strong><\/p>\n<p><strong><a href=\"https:\/\/monaghan.ie\/strategic-policy-committee-minutes\/\" target=\"_blank\" rel=\"noopener\">Click here to view the Strategic Policy Minutes\u00a0<\/a><\/strong><\/p>\n<p><a href=\"https:\/\/monaghan.ie\/publication-library\/\"><strong>Click here to view the list of publications regulated by the\u00a0Regulation of Lobbying Act 2015<\/strong><\/a><\/p>\n<p>Further information in relation to the Regulation of Lobbying Act 2015 is available at\u00a0<strong><u><a href=\"https:\/\/www.lobbying.ie\/\" target=\"_blank\" rel=\"noopener\">www.lobbying.ie<\/a><\/u><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Regulation of Lobbying Act 2015 provides that the Standards in Public Office Commission will establish and maintain an online Register of Lobbying and oversee compliance with the legislative provisions.
