The current Part V legislation provides for local authorities to acquire 20% of this land at existing use value and to utilise this land to deliver homes to those households who qualify for social and affordable housing support.<\/p>\n<p>The use of the land for the delivery of social, affordable purchase and cost rental housing satisfies a policy objective of encouraging integrated development and reducing housing segregation.<\/p>\n<p>The Housing Agency and the Department of Housing, Local Government and Heritage, have developed information and resources on Part V of the Planning and Development Acts 2000 \u2013 2021, which are available here:<\/p>\n<p><a href=\"https:\/\/www.housingagency.ie\/news-events\/part-v-information-and-resources\" target=\"_blank\" rel=\"noopener\"><strong>Part V \u2013 Information and Resources | The Housing Agency<\/strong><\/a><\/p>\n<p>&nbsp;<\/p>\n<h3>What to submit with your planning application:<\/h3>\n<p>In order to satisfy the requirements of Part V, your planning application should include either:<\/p>\n<p>An exemption certificate issued by the Planning Authority in accordance with Part V of the Act or if such a certificate has been applied for but not issued, a copy of the application form which must be submitted <b>prior <\/b>to the submission of the planning application. <strong><a href=\"http:\/\/monaghan.ie\/planning\/wp-content\/uploads\/sites\/4\/2024\/11\/CertofExemptionSect96.doc\" target=\"_blank\" rel=\"noopener\">Download Application Form (DOC)<\/a><\/strong><\/p>\n<p>OR<\/p>\n<p>Details as to how the applicant proposes to comply with Part V. There are three broad items that need to be included in a planning application regarding a Part V proposal:<\/p>\n<p>(i)\u00a0 How the applicant intends to discharge his\/her Part V obligation as regards a selection of a \u00a0 preferred option from the options available under Section 96(3) of the Planning and \u00a0 Development Act 2000 as amended.<\/p>\n<p>(ii) \u00a0 Details in relation to the units or land to be provided; and<\/p>\n<p>(iii) \u00a0 Financial aspects &#8211; the applicant is required to provide a realistic estimated overall cost, to the Planning Authority, of the option(s) selected, and methodology used in arriving at such costs.<\/p>\n<p>For Part V queries or consultation, please email <strong>\u00a0<u><a href=\"mailto:Housing@monaghancoco.ie\">Housing@monaghancoco.ie<\/a><\/u><\/strong> or ring 047 73796.\u00a0 Planning applicants or their agents should contact the Housing Section to discuss their Part V proposal <b>before<\/b> preparing a planning application.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Part V refers to Part V of the Planning and Development Acts 2000 to 2021.
