Monaghan County Council gives notice of its intention to close the following road in the Municipal District of Monaghan in County Monaghan.

Date of Closure: Between Monday 8th August 2022 and Friday 7th October 2022

(The Road may be closed for a maximum of 2 weeks within the closure period)

Roads closed:

Northbound and Southbound traffic at the Townland of Aghaclogha to be diverted via R-186.

Northbound and Southbound traffic at the Townland of Tonycoogan to be diverted via LP-1153 & LP-1154.

All Detours will be signposted in order to direct the Traffic. (Local Access and Emergency Vehicles will be catered for at all times). The Road may be closed for a maximum of 2 weeks within the Closure Period

 

Any interested person may lodge an objection to the closing of the above-mentioned road with the A/Senior Engineer, Monaghan County Council, MTEK II Building, Knockaconny, Monaghan not later than Tuesday 26th July 2022.  Any objections must be clearly marked on envelope “Objection to Road Closure”.

  • R189 Newbliss to Threemilehouse Road : For a distance of 2560m between its junction with the LS6400 at Greenans Cross and LT64112 to Aghabog
  • R212 Clones to Scotshouse Road: For a distance of 5,274m from its junction with the R183 in Clones Town to its junction with the LP2220 at Bells Cross

We need YOUR help!

Monaghan Active Travel Unit together with the Road Safety Officer and Monaghan County Libraries would like you to help us make travel County Monaghan safer, greener and healthier for everyone. Do you have a talent for art, illustration or spoken word? We want you to create a poster, poem or comic strip to raise awareness of active travel AND to encourage people to make a positive change.

Active Travel – What is it?

Walking and cycling are two of the most popular physical activities across Ireland and have a part to play in helping Ireland to reduce its carbon footprint and address climate change. The largest single cause of journeys in Ireland is commuting to either work or school; in Co. Monaghan, almost 40,000 people commute daily but less than 10% of these walk or cycle, even though 15,000 of them have a journey of less than 15 minutes to make.

This is where we need your help! We need you to help us to persuade people to shift from private motor cars to Active Travel modes of transport where possible. Active Travel means travelling with a purpose using your own energy, so walking, cycling or scooting! There are so many health benefits of travelling more actively – did you know walking or cycling can reduce stress, anger and tiredness?

Do you need some ideas to get started?

• Create a piece to raise awareness of the health, social and environmental benefits of walking and/or cycling.
• Create a piece that reflects attitudes towards active travel at your school and how we can improve them.
• Why not look at sustainable transport and environmentally friendly ways of getting around?

How to take part?

➢ Read up some information on the topic of Active Travel as inspiration for your work!
➢ Take a look at www.mobilityweek.eu to find out some more information
➢ Create your poster, poem or comic strip.
➢ Applications can be posted or dropped into any of the branch libraries in Ballybay, Castleblayney, Carrickmacross, Clones and Monaghan. Please address it “Active Travel Unit Art Competition 2021”. Deadline for receipt of applications is Friday 22nd October at 4pm. Winners will be notified before the Halloween holidays.

National Slow Down Day: From 7am Friday 26th March to 7am Saturday 27th March 2021

Gardai in County Monaghan will conduct a national speed enforcement operation “Slow Down”, supported by the Road Safety Authority (RSA) and other stakeholders, for a 24-hour period from 7am on Friday 26th March.

 

During the period January 2020 to December 2020 there were 137 fatal collisions resulting in 148 fatalities on Irish roads, three of which occurred in Co Monaghan.

 

The aim of “Slow Down day” is to remind drivers of the dangers of speeding, to increase compliance with speed limits and act as a deterrent to driving at excessive or inappropriate speed. The overall objective is to reduce the number of speed-related collisions, save lives and reduce injuries on our roads.

 

During the 24-hour period of the previous operation ‘Slow Down’ which took place in December 2020, a total of 892 vehicles were detected travelling over the speed limit. Latest figures show that the number of people caught speeding on Irish roads in 2020 increased by 26% compared to the previous year with 181,187 motorists recorded speeding over the 12-month period.

 

Adrian O’Sullivan, Road Safety Officer with Monaghan County Council said: “Although the number of deaths on are roads is down on the same period in 2020, so far this year 20 people have been killed on Irish roads, consisting of 14 drivers, 2 motorcyclists, 2 pedestrians and one passenger.” The Road Safety Officer added “Excessive and inappropriate speed is a major contributory factor in road traffic collisions, the higher the speed, the greater the likelihood is of a collision happening and the more severe the outcome of that collision. Despite reduced volumes of traffic on our roads the levels of speed have increased.”

 

As a general rule a 1% reduction in average speed will bring about a 4% reduction in fatal collisions.  Nationally the operation will consist of high visibility speed enforcement in 1322 speed enforcement zones from 7am on Friday morning to 7am on Saturday morning.

N54/R867 Roundabout Pedestrian Safety Scheme, Monaghan Town, Co. Monaghan

Monaghan County Council hereby gives notice of its intention to carry out construction of a Pedestrian Safety Scheme at N54/R867 Roundabout (also known as the Margaret Skinnider Roundabout), at Mullaghmonaghan, Monaghan, Co. Monaghan.

The proposed works shall comprise, generally, the following:

  • Improved Pedestrian facilities on all arms of the Margaret Skinnider Roundabout, including a Zebra Crossing on Market Road (N54) and Park Street (R867) and a signalised pedestrian crossing on the Clones Road (N54).
  • Removal of existing uncontrolled crossings on all arms including the uncontrolled crossing on Clones Road adjacent the entrance to the St. Marys Boys School.
  • Improved roundabout geometry which will include relocation of the central island, reduction of the roundabout circulating carriageway to 4.5m and a 1.5m wide hatched area and provision of a 6m wide overrun apron.
  • Amendments to the existing kerb line at the entries and exits to the roundabout to provide reduced entry radii, promoting slower speeds, and amendments to the existing splitter islands on all arms of the roundabout.
  • Pavement overlay/inlay on the immediate approaches to the roundabout and within the roundabout circulating carriageway.
  • Raising of existing chambers and gullies and provision of new gullies where necessary at realigned kerb lines to tie-into the existing drainage provision.
  • Undergrounding of some overhead electricity supply cables and subsequent removal of a utility pole within the footpath in the north-eastern quadrant of the roundabout.
  • Provision of all regulatory and warning signs and road markings associated with an urban roundabout.
  • Upgrading existing pedestrian facilities at the entrance to St. Mary’s Boys School through the provision of tactile paving at existing uncontrolled crossing and all associated site works.

 

In accordance with Article 81(ca) and 120(1B)(b)(i) of the above-mentioned regulations, Monaghan County Council, as the competent authority, has concluded from a Screening Determination, based on an examination of the nature, size and location of the proposed development that there is no real likelihood of significant effects on the environment arising from the proposed development and as such has determined that an EIA is not required. The details of this Screening Determination are available to the general public. At any time before the expiration of 4 weeks from the date of publication of this notice, any person may apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.
