For example, a vacant home could be a:<\/p>\n<ul>\n<li>Rental property that is not being rented<\/li>\n<li>Property that is for sale and is vacant<\/li>\n<li>Property where the owner has died and the home is in probate<\/li>\n<li>Property that is being refurbished<\/li>\n<\/ul>\n<p>As well as contributing to homelessness, vacant properties can have a negative impact on communities and their surrounding areas. They can lead to:<\/p>\n<ul>\n<li>Neighbourhood decline<\/li>\n<li>Deterioration and dereliction<\/li>\n<li>Vandalism<\/li>\n<li>Social and environmental problems<\/li>\n<\/ul>\n<p>As part of the Government\u2019s\u00a0<strong><a href=\"https:\/\/www.gov.ie\/en\/publication\/ef5ec-housing-for-all-a-new-housing-plan-for-ireland\/\" target=\"_blank\" rel=\"noopener\">Housing for All plan<\/a><\/strong>, it is the aim to reduce the number of vacant homes to increase housing supply in Ireland and help reduce homelessness.<\/p>\n<h4>What do I do if I see a vacant home?<\/h4>\n<p>If you notice a vacant home in Monaghan, please report it to using the online form on\u00a0<strong><a href=\"https:\/\/vacanthomes.ie\/\" target=\"_blank\" rel=\"noopener\">vacanthomes.ie<\/a>.<\/strong><\/p>\n<p>The local authority will investigate and, if appropriate, work to bring the vacant home back into use.<\/p>\n<h4>What can happen if a home is left vacant?<\/h4>\n<p>To try to reduce the number of vacant properties the following option will be considered by the :<\/p>\n<ul>\n<li>Taxing vacant properties<\/li>\n<li>Buying derelict sites by compulsory purchase<\/li>\n<li>Providing grants to help people renovate and refurbish vacant homes<\/li>\n<\/ul>\n<h4>Tax on vacant properties<\/h4>\n<p>A\u00a0\u00a0Vacant Homes Tax (VHT) was introduced in 2023. It applies to properties which can be lived in but have been stayed in for less than 30 days in the previous 12 months.<\/p>\n<p>The rate of VHT on a property is three times the\u00a0<strong><a href=\"https:\/\/www.citizensinformation.ie\/en\/money-and-tax\/tax\/housing-taxes-and-reliefs\/vacant-homes-tax\/local_property_tax.en.html#l20ad0\" target=\"_blank\" rel=\"noopener\">basic rate of Local Property Tax<\/a><\/strong>\u00a0for the property.<\/p>\n<p>The basic rate of Local Property Tax depends on the value of the property.<\/p>\n<p><strong>Compulsory purchase of vacant and derelict sites<\/strong><\/p>\n<p>Under legislation the Compulsory Purchase Authority allows acquiring authorities like local authorities, to take land &amp; property without the\u00a0consent of the owner and provide compensation for this.<\/p>\n<p>Compulsory purchase usually happens to allow a public infrastructure project to go ahead for the common good. However, as part of the Government\u2019s Housing for All plan, they aim to use CPOs to purchase up to 2,500 vacant properties by 2026. These properties can then be resold to the public. This process will be carried out by local authorities.<\/p>\n<p><strong>Schemes to help people renovate and refurbish their homes<\/strong><\/p>\n<p>If you own a property that is vacant, you may be able to get a grant to help with the cost of doing it up.<\/p>\n<p>These schemes can help you if you want to renovate or refurbish a home to live in or to rent.<\/p>\n<h4><strong>What Schemes are available for fixing a vacant home?<\/strong><\/h4>\n<p>There are a number of different grants and schemes available for repairing and refurbishing vacant properties.<\/p>\n<p><strong>Vacant Property Refurbishment Grant<\/strong><\/p>\n<p>The\u00a0<strong><a href=\"https:\/\/www.citizensinformation.ie\/en\/housing\/housing-grants-and-schemes\/local-authority-housing-grants-and-supports\/vacant-property-refurbishment-grant\/\" target=\"_blank\" rel=\"noopener\">Vacant Property Refurbishment Grant<\/a>\u00a0<\/strong>Vacant Property Refurbishment Grant provides funding so you can refurbish vacant and derelict homes. It can also be used to renovate properties that have not been used as residential properties before. (add link to separate section)<\/p>\n<p>You can get the grant if you are refurbishing the vacant or derelict property so you can live there, or so you can rent the property out.<\/p>\n<p><strong>Repair and Leasing Scheme<\/strong><\/p>\n<p>The purpose of the Repair and Leasing Scheme is to bring vacant properties in need of repair, back into use for social housing. The scheme is aimed at people who own vacant properties.\u00a0 <strong><a href=\"https:\/\/monaghan.ie\/housing\/repair-and-leasing-scheme\/\">For more information click here &gt;&gt;<\/a><\/strong><\/p>\n<p>If your vacant property is suitable for social housing, your local authority or\u00a0approved housing body may pay to have it repaired. Then, you lease, or make the property available, to the local authority or AHB, who will use it for social housing.<\/p>\n<p><strong>Buy and Renew Scheme<\/strong><\/p>\n<p>The Buy and Renew Scheme helps local authorities buy and repair properties that need to be refurbished, so they can be used for social housing.<\/p>\n<p>Local authorities are responsible for deciding what properties are suitable and may approach you if you own a vacant property.<\/p>\n<p>If you agree, the local authority will buy your property from you and repair it, so it can be used for social housing.<\/p>\n<p><strong><a href=\"https:\/\/monaghan.ie\/housing\/2023\/11\/16\/monaghan-county-council-expression-of-interest-sale-of-houses-land-and-turnkey-development-for-social-housing-to-monaghan-county-council-2023-2025\/\">For more information click here &gt;&gt;<\/a><\/strong><\/p>\n<p><strong>Long Term Leasing Initiative<\/strong><\/p>\n<p>The<strong>\u00a0<\/strong><a href=\"https:\/\/www.gov.ie\/en\/service\/5976a-vacant-homes-schemes\/#long-term-leasing-initiative\" target=\"_blank\" rel=\"noopener\"><strong>Long Term Leasing Initiative<\/strong><\/a>\u00a0lets you lease your vacant property to the local authority for up to 25 years. The local authority will use the property for social housing and they will be the landlord for any tenants.<\/p>\n<p>You will get rent of up to 85% of the market rent per month, depending on the type of property.
