Further to Government statement on Thursday 12th March 2020 on Covid 19, Monaghan County Council wish to advise that all Public Libraries, the County Museum and The Market House, Monaghan will close to members of the public with effect from close of business on Thursday 12th March until 29th March.

St Patrick’s Day Parades

Due to the unique nature and scale of the St Patrick’s Day festivities, in terms of size, the mass gathering of local and international travellers, and the continued progression of community transmission in some European countries, along with the emergence of a small number of cases of local transmission in Ireland, the Government has decided that all St Patrick’s Day parades will not proceed. This is based on the advice of the National Public Health Emergency Team.

Political Donations Local Elections (Disclosure of Donations and Expenditure) Act 1999, as amended Third Parties

 

  1. Third Parties

Individuals, parties/groups etc., other than a registered political party or a candidate at a local election, involved in political activity or other campaigning relating to the policy or functions of a local authority or other statutory body in which are vested functions in relation to local government must comply with certain requirements under the Local Elections (Disclosure of Donations and Expenditure) Act 1999, as amended. Such persons are described in the legislation as “third parties”.

 

  1. Responsibilities of Third Parties

2.1       If, in any particular year, such an individual or group receive a donation exceeding €100.00 for a political purpose (defined in the Act), they are required to register with the local authority in whose functional area the local political matter arises.

 

2.2       Any such third party must:

  • open an account in a financial institution in the State if they receive a monetary donation for political purposes in a year which exceeds €100.00 and lodge that donation and any further donation received during the year.
  • furnish to the appropriate local authority, not later than the 31 March in every year, a statement specifying the transactions that have taken place on that account;
  • not accept a donation for political purposes which exceeds €2,500.00; and must
  • not accept a donation of any value given by a non Irish citizen who resides outside the State or body corporate or unincorporated body of persons which does not keep an office in the island of Ireland from which the carrying out of one or more of its principal activities is directed.

 

 

  1. Offence

It is an offence for a person who is required to comply with any of the above requirements to fail to do so.

Monaghan Co. Council is proposing to introduce measures to restrict the movement of HGV’s (Heavy Goods Vehicles) through Main Street, Carrickmacross between the hours of 8am to 5am Monday to Sunday.  These restrictions will apply only to vehicles of 3-axle or greater.  Under these measures Monaghan Co. Council can issue permits for exemption to the restrictions under section 35 of the Road Traffic Act, 1994 as amended by Section 26 of the Roads Traffic Act, 2004 (44 of 2004).

 

A map outlining the restricted area will be on public display at the Civic Offices, Carrickmacross, Co. Monaghan for one month from the 12th of March, 2020 or can be obtained in digital format by request from carrickmacross@monaghancoco.ie

South Dublin Street & Backlands Regeneration Project

South Dublin Street & Backlands Regeneration Project

Monaghan County Council has appointed design consultants RPS Consulting Engineers Ltd to prepare and progress detailed design of the South Dublin Street and Backlands Regeneration Project in Monaghan Town Centre.  The RPS consultant team are currently undertaking environmental and building surveys to record existing conditions, throughout the project area:

1-9 The Diamond, 1-26 Dublin Street, and backlands to the rear, Monaghan Town Centre.

As part of the detailed design process, Monaghan County Council are inviting all land and property owners to get in touch with the consultant team to establish contact / land ownership details and discuss the project in general.  Please contact: Aideen at RPS on Tel: 00442890 667914 or email pacc@rpsgroup.com.

Further details on how to engage in the development process will be publicised in the local newspapers and the Council website (Monaghan.ie) over the coming months.

Temporary Closing Of Roads

 

Monaghan County Council gives notice of its intention to close the following road in the Municipal District of Ballybay Clones in County Monaghan:

Date of Closure 17/03/2020

 

Times: 4.30pm-6.00pm

 

To Facilitate: St Patricks Day Parade

 

Road Closed:

Main St Newbliss (approx. 100m) from the junction of Main Street R189 and the L2220 up to Lorry Stage located at Martins shop.

 

 

Diversion Routes:

No traffic interruptions for any traffic approaching Newbliss on R183 or R189 travelling towards Clones or on L2220.  A team of volunteers will assist with traffic control.

 

 

Any interested person may lodge an objection to the closing of the above mentioned roads with the Head of Roads, Monaghan County Council, MTEK II Building, Knockaconny, Monaghan not later than Tuesday March 10th.  Any objections must be clearly marked on envelope “Objection To Road Closure”.

Lambing time has now begun.

In the last 6 weeks, the Dog Warden has investigated two sheep attacks, 1 near Clones and 1 near Emyvale.

These attacks cause great cruelty to sheep and lambs.

These attacks result in serious losses for the farmer.

 

Any dog, large or small, may become involved in attacking sheep – MAKE SURE YOUR DOG DOESN’T GET THE CHANCE!

If you own a dog or dogs, you are required to:

  • Keep your dog under control at all times. This means not allowing your dog off your property unaccompanied.
  • Have a microchip certificate of registration which proves that your dog is microchipped and registered to you. (Required since 2016)
  • Ensure that every dog under your control wears a collar bearing the name and address of the owner at all times and that the name and address are legible.
  • Have a current licence for each dog in your possession or a general dog licence to cover all dogs in your possession. YOU CAN NOW BUY YOUR DOG LICENCE ONLINE AT monaghan.ie

Official Launch of Music Generation Cavan/Monaghan “Making Music Happen”

Official Launch of Music Generation Cavan/Monaghan “Making Music Happen”

Thursday 27th February marked a historic day for counties Cavan and Monaghan with the official launch of Music Generation Cavan / Monaghan.

At a special event held in Cavan Town Hall Theatre, local representatives from Cavan and Monaghan Education and Training Board (CMETB), Monaghan County Council, Cavan County Council, Music Generation and the Local Arts Education Partnership gathered to officially launch the programme.

Music Generation is Ireland’s national music education programme which aims to create access to high-quality, subsidised performance music education to all children and young people. Music Generation is initiated by Music Network and co-funded by U2, The Ireland Funds, the Department of Education and Skills and Local Music Education Partnerships

The Lead Partner for Music Generation Cavan / Monaghan is Cavan and Monaghan ETB, in partnership with Cavan and Monaghan County Councils.  The launch event celebrated the collaborative work of the local partner agencies in bringing performance music education to the region of Cavan and Monaghan.

Cllr. Séamus Coyle – Cathaoirleach, Monaghan County Council said: “Bringing these musical experiences to local young people and their teachers is a wonderful example of what can be achieved when we align our resources and ambitions.”

Music Generation Cavan/Monaghan began in January 2019 with the appointment of Music Development Officer, Mairéad Duffy and Administrator, Paul Markey. The programme has since recruited a panel of Musician Educators and in September 2019 commenced delivering programmes in various settings across Monaghan and Cavan. Currently over 1,400 children from across the two counties have weekly access to Music Generation in Primary Schools and Pre Schools. In January of this year, a Traditional Irish music programme began in 9 additional Primary Schools.

There are also two pilot projects underway in partnership with Foróige and Youth Work Ireland Cavan / Monaghan. These projects have introduced teenagers to song writing and vocal ensemble work.

Cllr. Clifford Kelly, Chairperson of Cavan and Monaghan Education and Training Board said: “Not only has Music Generation Cavan/Monaghan brought music to everyday lives of our children and young people, it has also provided employment in the region for local musicians, enabling them to work in their native counties, bringing their skill and musicianship to the future music-makers of Monaghan and Cavan.”

Eoin Doyle, Director of Services, Cavan County Council said: “I look forward to the coming years, as we partner with Monaghan County Council, CMETB and Music Generation Cavan / Monaghan in providing improved access to performance music education for all of our young people.“

In May, a series of showcase performances will be held in venues in Cavan and Monaghan. These performance opportunities are a hugely important part of this initiative, providing a platform for the children and young people involved with Music Generation to perform together and to share their talents with an audience.
