Affordable Housing Scheme

Local authorities may buy suitable vacant properties in need of repair for social housing.

The Buy and Renew Scheme has recently been expanded to include a new contractor-led approach. Under the revised scheme, properties must now be both vacant and derelict. 

This approach is intended to address more challenging properties that may not otherwise be taken on or resolved. In addition to residential properties, the scheme is open to proposals for commercial properties that can be repurposed as new social housing.

Contractor Led Renewal Approach

Eligibility Criteria

To be eligible for consideration under the revised scheme, LA/AHB and Contractor led properties must meet the following criteria

a) Be on the Local Authority Derelict Sites Register or be a site or property which meets the definition of a derelict site per s3 of the Derelict Sites Act 1990. Evidence in the form of a report and photographs must accompany project submissions. 

b) Have been vacant as a residence for a continuous period of two or more years at 31st December 2025. If the property proposed for return to use is an ‘over the shop’ property an ongoing commercial occupancy within the property is permitted. 

c) Be located in an area where there is a need for social housing. 

d) Be in keeping with spatial standards and the level of specification set out in the Design Manual for Quality Housing (https://www.gov.ie/en/department-of-housing-local-government-and-heritage/publications/design-manual-for-quality-housing/) and the Employer’s Requirements for Detail Design of Quality Housing (Employer’s Requirements for Detail Design of Quality Housing) insofar as is possible, taking into consideration limitations presented by existing constraints and exemptions (such as provided for with regard to historic structures and conservation of historic fabric).
