Temporary Closing of Roads

 

Monaghan County Council gives notice of the following road closure in the Municipal District of Ballybay/Clones in County Monaghan:

Date & Time:     Monday 7th February 2022 to Saturday 30th April 2022

To Facilitate:      Bridge Replacement and Road Works.

Road Closed: L-4210 in the townlands of Lisduff, Brackly, Greagh, Drumlane and Tullynahinnera Co. Monaghan

Diversion Route: Traffic wishing to travel on the L-4210 in the direction of the R-180 will be diverted onto the L-4200, then turning right on to the R-181, then turning right on to the R-180 at the Lough Egish crossroads.

Traffic wishing to travel on the L-4210 in the direction of the R-181 will be diverted by remaining on the R-180 to the Lough Egish Crossroads, then turning left on to the R-181.

All Detours will be signposted to direct the Traffic. (L-4210 Local Access only, no through road at Bridge Works).

This notice complies with the Roads Act 1993 (Section 75)

Notice is hereby given pursuant to Article 81(1) of the Planning and Development Regulations 2001 (as amended) for development at Tullyvaragh Lower, Castleblayney Co. Monaghan.

The proposed development will consist of:

  • Site clearance involving the removal of circa 80m of existing hedgerow and trees to the south of the L8100
  • Creation of a vertical and horizontal realignment of the L8100 with an approximate width of 6m and length of 89m back from the stop-line with the N2 to comply with TII standards.
  • Excavation and disposal of circa 500m3 of unsuitable material. Importation of circa 400m3 of suitable material to form embankments and 400m3 of suitable material to form capping layer to road base.
  • Realignment of 100m of existing water mains for Donaghmoyne GWS
  • Provision of circa 100m of Vehicle Restraint Barrier in total to the north side of the L8100 and west side of the N2
  • Provision of circa 150m of drainage pipes and filter drains and relocation of existing surface water gullies. Drainage network to incorporate the necessary inspection manholes. Provision of new headwall at existing outfall location.
  • Provision of circa 650m2 of new HRA surface along the L8100
  • Ancillary works including drainage, line marking, signage and landscaping

 

In accordance with Article 81(2)(ca) and 120(1B)(b)(i) of the above-mentioned regulations, Monaghan County Council, as the competent authority, has concluded from a Screening Determination, which is based on an examination of the nature, size and location of the proposed development that there is no real likelihood of significant effects on the environment arising from the proposed development and as such has determined that an EIA is not required. This Screening Determination is available for inspection, and at any time before the expiration of 4 weeks from the date of publication of this notice, any person may apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.

Plans and particulars of the proposed development may be inspected or purchased, at a fee not exceeding the reasonable cost of making a copy, from 20th January to 17th February 2022 inclusive at the offices of Monaghan County Council, Planning Section, No1 Dublin Street, Monaghan during public opening hours. Community Activities Fund 2022

Funding of €265,142 has been awarded for County Monaghan for the Community Activities Fund under the Community Enhancement Programme.  The fund will be administered by Monaghan Local Community Development Committee (LCDC).  The Community Activities Fund (CAF) is funded by the Department of Rural and Community Development.  the scheme was launched at national level by the Minister for Rural and Community Development, Heather Humphreys TD, and the Minister of State with responsibility for Community Development and Charities, Joe O’Brien TD.

The Community Activities Fund will support groups, particularly in disadvantaged areas, with their non-pay running/operating costs, as well as funding to carry out necessary repairs and improvements to their facilities and purchase equipment. The scheme does not provide funding for the pay or employment of staff.

  • Any not-for-profit community or voluntary group can apply to this Fund
  • Commercial organisations, individuals and for-profit organisations are not eligible for assistance

Notes:

Requests for assistance usually exceed the funds available. The Programme is likely to be oversubscribed.  Therefore, all applications fulfilling the conditions may not be successful or may be granted a lesser amount than applied for.

Lambing time will soon begin again.

Every year in Monaghan, there are many attacks on sheep by dogs, particularly around lambing time.

These attacks cause great cruelty and result in sheep and lambs dying from their injuries, lambs being aborted, and stock not thriving for fear of further attacks.

These attacks result in serious losses for the farmer, including veterinary fees, disposal of dead animals, the value of the dead sheep and lambs, and loss of thrive.

Any dog, large or small, may become involved in attacking sheep – MAKE SURE YOUR DOG DOESN’T GET THE CHANCE!

If you own a dog or dogs, you are required to:

  • Keep your dog under control at all times. This means not allowing your dog off your property unaccompanied.
  • Have a microchip certificate of registration which proves that your dog is microchipped and registered to you. (Required since 2016)
  • Ensure that every dog under your control wears a collar bearing the name and address of the owner at all times and that the name and address are legible.
  • Have a current licence for each dog in your possession or a general dog licence to cover all dogs in your possession. YOU CAN NOW BUY YOUR DOG LICENCE ONLINE AT monaghan.ie

Emyvale Village – Removal of Overhead Cables/New Public Lights

Monaghan County Council secured funding under the Town and Village Renewal Scheme from the Department of Rural and Community Development to carry out public realm improvement in Emyvale main street. This is to remove the overhead cables and upgrade the public lighting system for the main street. This was a priority highlighted by the community during consultation to develop a community plan.
Many of the existing public lights are placed on network, timber poles that require replacement. It is planned to install modern low energy, LED lighting throughout the village as per the Climate Change adaptation plan. It is also planned to remove the congested over head cables which are to be placed under ground. This will enable new public light columns to be place at correct spacing to create a well lit environment for the public. The works willl involve major excavation of the footpaths and a number of road crossings to lay the new ducts for placing the cables underground. Footpaths to be replaced as existing, in concrete finish. It will also require new connections to many individual premises.

Irish Water appeal to homes and businesses in Monaghan to take steps to prepare for freezing weather and to conserve water

January 17 2022: Irish Water and Local Authorities are asking homes and businesses to take some simple steps to avoid damage to their pipes and help conserve water during the cold weather.

Freezing conditions can lead to a higher than normal volume of burst pipes. A burst pipe can cause severe damage in the home, while also leading to valuable water being lost. Sometimes a small leak can go undetected for weeks, resulting in expensive repair bills and a disrupted water supply.

To avoid this, we are asking home- and business-owners to take some simple steps to winter-proof their premises over the coming months.

Speaking about preparing for colder weather, Tom Cuddy, Head of Operations, Irish Water, said, “With temperatures often dipping below zero at this time of year, we are appealing to homes, businesses and those responsible for unoccupied buildings to check for leaks whilst adhering to current public health regulations and advice, and to turn off water where it’s not needed. We are also appealing to customers to check outside pipes in particular that can become frozen and burst during periods of cold weather and report leaks they see on the public network to us. 

“Small efforts by everyone to conserve water wherever possible make a big difference and we would ask the public to only use what they need whilst continuing to adhere to public health advice on hand washing and hygiene regarding COVID-19. Simple advice on conservation includes for example taking showers over baths and fixing dripping taps where it is possible to do so.

“In preparing for freezing weather, there are some simple steps to follow to avoid your pipes freezing or bursting. These can be viewed online at https://www.water.ie/help/supply/winterproofing/ or below

 

What to do if you have a frozen pipe: If you have a basic knowledge of plumbing, these tips will help you locate and thaw a frozen pipe. If you are unsure of what to do, call a registered plumber.

Turn off the water supply, this will limit the amount of leakage or damage if a pipe bursts:

• Find and turn off your inside stop valve, usually located under the kitchen sink

• Turn off the stopcock in your cold water tank, usually located in the attic

 

Locate the pipe

• Check the water pressure in appliances such as taps and toilets to see if it is lower than usual

• Locate the general area where you think there may be a frozen pipe

• Check for visible pipes that are not insulated, pipes that feel much colder than others, have nearby draughts or damage

• Turn on nearby cold taps to relieve pressure on the frozen pipe. NEVER turn on the hot taps

 

Thaw the pipe

• If the pipe and fittings are not cracked or broken, you can try gently thawing the pipe

• Protect or move anything which might be damaged if the pipe bursts when thawed

• Use a hairdryer on the lowest setting to gently warm the pipe, starting at the end nearest the tap

NEVER attempt to thaw out frozen pipes by switching on your immersion, central heating, blow torch etc.

What to do if you have a burst pipe: A burst pipe can cause serious damage to your home so it is important to take action as soon as possible.

Limit the damage

• Turn off the water supply as instructed above

• Drain the system by turning on all the cold water taps and flushing the toilets

• Switch off the central heating and immersion. If you use solid fuel, let it die out

• When the water heating is completely off, turn on the hot taps to further drain the system

• If water from a burst pipe is leaking near any sockets, switches or appliances, switch off the mains if it is safe to do so. If the switch is wet, do not touch it, instead call a qualified electrician

• If you have a shared water supply e.g. if you live in an apartment complex, ensure you have access to the stop cock. This is usually located where the water supply enters the building

• Check with your neighbours that turning off the water has not affected their supply

Get it repaired

• You can make a temporary repair to a burst pipe by binding it tightly with a cloth or tape.

• Replace this as soon as possible by a permanent repair, carried out by a qualified and registered plumber.

• Ensure your hot water system is refilled BEFORE you switch back on your immersion or boiler.

New regulations for parking on footpaths

New regulations doubling the fixed charge penalty from €40 to €80 for motorists caught parking on footpaths, cycle tracks and bus lanes comes into effect on Feb 1, 2022.

Illegal parking can put vulnerable road users at risk.

Monaghan County Council Broadband Query Portal

As the rollout of the National Broadband Plan continues across the county, a new portal is going online to assist everyone who have queries in relation to broadband, or who may be struggling with broadband issues.

Monaghan County Council is creating this portal to allow citizens submit their questions in relation to broadband options and broadband provision across the county

Queries can be submitted through an online form on Monaghan Co. Co.’s website. It is expected that this will become a resource for citizens and for those involved in business and enterprise who want to explore all of the options that are available for the provision of broadband to their premises.

All queries will be submitted to the County Broadband Officer, John McArdle, who will endeavour to assist with each of these submissions.

There remain many people within the county who are currently unable to achieve download broadband speeds of at least 30 Mb/sec. In this situation, many of these citizens may be entitled to be included in the National Broadband Plan intervention area. Homeowners and business owners who meet this criteria can submit their contact details to the Department of Communications broadband@decc.gov.ie

Online Public Consultation Event to present the Dublin Street North Regeneration Plan and the Roosky Lands Master Plan, Monaghan Town

Monaghan County Council has engaged consultants, Sheridan Woods Architects and Urban Planners, to prepare the above referenced Plans. A presentation of these plans will be delivered by the consultants.

This presentation forms part of the consultation on the proposed variations of the Monaghan County Development Plan 2019-2025 to incorporate the Dublin Street North Regeneration Plan (Proposed Variation No. 3) and the Roosky Lands Master Plan (Proposed Variation No. 4).

Proposed CCTV installation in Carrickmacross

Monaghan Co. Council proposes to install CCTV cameras on Main Street and its environs, Cloughvalley Play Park and St Macartan Terrace in Carrickmacross. The purpose of this is to deter anti-social behaviour and prevent crime thereby providing a safer environment for the benefit of the whole community.

It is proposed to install 18 No. CCTV cameras at twelve locations throughout the Town, all of which have been agreed with An Garda Siochana.

Plans and particulars of the proposed scheme shall be available for inspection during normal office hours (9.30am- 4.30pm) at Carrickmacross Civic Offices, Riverside Rd, Carrickmacross, Co. Monaghan.

Monaghan County Council hereby gives notice of Emergency Closure in accordance with Section 75 of the Roads Act 1993 & Article 12 of the Roads Regulations 1994 that it will close the following road in the Municipal District of Monaghan in County Monaghan:

Date & Time:              Saturday 15th January 2022 and Sunday 16th January 2022              08:00 to 20:00 on both days

To Facilitate:               Leak Repair to the public drinking water mains

Roads Closed:             LP-2000 Tydavnet Road, Scotstown at Scotstown Bridge

Alternative Routes:    Northbound traffic should divert at main street Scotstown and continue along the LP-2010 towards Ballinode. Continue through Ballinode to the end of the road and turn left onto the R186 in the direction of Tydavnet. Diversion ends at Tydavnet village.

Southbound traffic should divert to the south-east at Drumdesco/McNally’s/Brennan’s crossroads onto the LP-1012 towards Lemaculla Cross/Cappog/Ballinode. At the end of the road at Lemaculla cross turn right onto the LT-16102 towards Ballinode. At the end of the road, turn right on the LP-1610 through Ballinode and towards Scotstown. Diversion ends in Scotstown village.

Conservation Management Plan – Black Pig’s Dyke at Scotshouse

Have your Say on a Conservation Management Plan for Black Pigs Dyke, Scotshouse, County Monaghan

Public Consultation – Wednesday 12 January to Wednesday 26 January 2022.

Monaghan County Council would like to invite members of the public to respond to a public consultation survey informing a Conservation Management Plan for the Black Pig’s Dyke near Scotshouse.

The Black Pig’s Dyke, also known as the Black Pig’s Race and the Worm Ditch, is an extensive linear earthwork dating back to the Iron Age.  One well preserved section of the Dyke at Aghareagh West near Scotshouse was taken over by Monaghan County Council in 1976.  Under the Council’s care, a number of archaeological investigations have been carried out to learn more about the monument, as well as the recently discovered bronze age settlement nearby.

Monaghan County Council has therefore commissioned a Conservation Management Plan to assess the heritage significance of the dyke in this location and to identify a series of measures by which its heritage can be better conserved, protected and interpreted.  These will culminate in a prioritised action plan of projects for implementation as funding becomes available.  The project will help inform the conversation of the wider lengths of the Dyke elsewhere in the County.

Conservation Management Plan – Rossmore Forest Park

Public Consultation – Wednesday 12 January to Wednesday 26 January 2022.

Monaghan County Council would like to invite members of the public to respond to a public consultation survey informing a Conservation Management Plan for Rossmore Forest Park.

Rossmore Forest Park is a popular green space on the edge of Monaghan Town that is enjoyed by locals and visitors alike.  Originally managed for forestry by its owners Coillte, it is now also being developed in partnership with the Council for increased leisure and recreation activities, as informed by the Rossmore Park Forest Masterplan.

Yet Rossmore is a special landscape with much heritage significance. Its built and cultural heritage dates back to the Castle and Parkland constructed there by the Rossmore Family in the 18th and 19th centuries, and also much further back to Neolithic times as evidenced by archaeological excavations.  The natural heritage of the park relates to its river, collection of manmade lakes and mosaic of various woodland habitats.

Monaghan County Council has therefore commissioned a Conservation Management Plan to assess the heritage significance of the park and to identify a series of measures by which its heritage can be better conserved, protected and interpreted. These will culminate in a prioritised action plan of projects for implementation as funding becomes available.

Online Public Consultation Event to present the Dublin Street North Regeneration Plan and the Roosky Lands Master Plan, Monaghan Town

Monaghan County Council has engaged consultants, Sheridan Woods Architects and Urban Planners, to prepare the above referenced Plans. A presentation of these plans will be delivered by the consultants.

This presentation forms part of the consultation on the proposed variations of the Monaghan County Development Plan 2019-2025 to incorporate the Dublin Street North Regeneration Plan (Proposed Variation No. 3) and the Roosky Lands Master Plan (Proposed Variation No. 4).

Notice is hereby given pursuant to Section 13 of the Planning and Development Act 2000 (as amended) that Monaghan County Council proposes to make a variation (Variation No.3) to the Monaghan County Development Plan 2019-2025.

The proposed variation incorporates the Dublin Street North Regeneration Plan. The purpose of the Plan is to provide guidance on the regeneration options for the future development of Dublin Street North Regeneration Plan area. A variation to the Development Plan is required to give statutory basis to the Regeneration Plan. The proposed variation includes a new objective within the Settlement Plan for Monaghan Town within the Monaghan County Development Plan 2019-2025,

Objective MPO 15 to, ‘Ensure that all development proposals within the Dublin Street North Regeneration Plan area have regard to the regeneration strategy and development objectives of the Dublin Street North Regeneration Plan.’

Reason. To provide a strategic framework to promote development in a coordinated and sustainable manner in this town centre area that has considerable development potential.
