Notice is hereby given that the audit of the accounts of the above-named local government authority for the financial year ended on the 31st day of December, 2019 will be commenced by Mr. Martin White, Local Government Auditor on the 4th day of September 2020. In accordance with article 17 of the Local Government (Financial and Audit Procedures) Regulations 2014, objections to any matter or matters contained in the said several accounts will be considered by the Local Government Auditor during the audit.

 

Written notice of any proposed objection, setting out the relevant particulars and grounds on which it is to be made, should be sent to the above named Local Government Auditor at Monaghan County Council within ten days of the commencement of the audit. The annual financial statement will be available during office hours to the inspection of all persons interested for seven days before the commencement of the audit.

You may apply for entry on the POSTAL voters list, which will come into force on 15th February, 2021, if you are unable to go in person to vote at your polling station due to a physical illness or disability which is likely to continue for the duration of the Register of Electors now being prepared.

A Blue application form (PV1) may be obtained at Monaghan County Council Office, local Library or Municipal District Offices during usual hours of business, or online at https://monaghan.ie/register-of-electors/ or www.checktheregister.ie

You should complete the application in accordance with the notes on the back of the form and, if this is your first application for entry on the Postal Voters List, have the Medical Certificate completed by your doctor.

If you have had a Postal Vote in the last year there is no need to re-apply.

Third Public Consultation on ‘Emerging Preferred Route Corridor’  N2 Ardee to Castleblayney and N2 Clontibret to Border Road Schemes

Following the publication of Route Corridor Options for the N2 Ardee to Castleblayney and N2 Clontibret to Border Road Schemes in late 2019, the N2 project team has considered the feedback received through the public consultation as part of the Option Selection process, and an Emerging Preferred Route Corridor for each scheme is due to be published at 6pm on Monday, 24th August 2020. A third period of non-statutory public consultation will commence on Tuesday 25th August and will run for 6 weeks.

An Emerging Preferred Route Corridor is the route option that has been assessed to have the best combination of benefits and impacts based on the criteria to be considered for road transport projects. The Emerging Preferred Route Corridor for the schemes will go on public display from 6pm on the 24th August, and Monaghan County Council is seeking the public’s feedback through the public consultation process.

Registered landowners within the affected corridors for each scheme will receive an information pack by post, and a separate flyer will be delivered to properties within all Route Corridor Options on or after the 25th August 2020.

Due to the threat COVID-19 poses to human health, it is not planned to hold large scale public events as part of the Emerging Preferred Route Corridor public consultation process. In response to the COVID-19 restrictions, an online public consultation experience has been developed on the project website www.N2MonaghanLouth.ie – this will go live at 6pm on Monday 24th August 2020. This online public consultation experience will allow stakeholders and the general public to view maps, project information and express their opinion in a safe and accessible environment.

It is understood that online information cannot be accessed by everyone, and notwithstanding the restrictions COVID-19 presents, the project team is keen to engage with people through this public consultation. A range of options will be available to speak directly with and meet members of the project team during the public consultation period, including:

  • During the first 3 weeks of the public consultation period, 25th August – 11th September, members of the public can arrange meetings with a member of the Project Team by phone or using digital technologies.
  • During the second 3 weeks of the planned consultation period, 14th September – 2nd October, in-person meetings will be available by appointment at venues in Monaghan Town and Carrickmacross. These in-person meetings will allow for social distancing and will adhere to all COVID-19 guidelines and restrictions to safeguard the health of the public and staff.
  • Through the project phoneline, where members of the team will be available to give an overview of the project and answer general questions.
  • Email queries will be accepted throughout the public consultation period through the project email addresses;

Once the Emerging Preferred Route Corridors have been published, anyone affected by or with an interest in the schemes is encouraged to make an appointment to speak with or meet the Project Team by contacting the project phoneline on 087 340 3786 or through the project website www.N2MonaghanLouth.ie. Submissions in relation to the Emerging Preferred Route Corridor can be made electronically or by FREEPOST up until 5th October 2020.

 

Following the Emerging Preferred Route Corridor public consultation, feedback and submissions will be considered by the N2 Project Team, any necessary amendments to the corridors will be made and the Preferred Route Corridor will then be finalised and published for each scheme. Stakeholders and the general public will be kept informed as part of Monaghan County Council’s commitment to ongoing and considered stakeholder engagement. Updates, news and details will be posted on the website www.N2MonaghanLouth.ie and through local media.

Draft Irish Language Scheme, Monaghan County Council

Monaghan County Council is preparing an Irish language Scheme in accordance with Section 11 of the Official Languages Act 2003.  It is proposed that this Scheme will run for three years until 2023.

The primary objective of the Official Languages Act is to ensure better availability and a higher standard of public services through Irish. It is anticipated that the new Scheme will build on the progress made by Monaghan County Council from the first language scheme delivering services through Irish.

How to get involved

Monaghan County Council now wishes to invite representations in relation to the preparation of the new Scheme from all interested parties. Written submissions, preferably in electronic format, should be sent by date TBC

Up to €25,000 available to help businesses re-open, get people back to work

 

Monday, 10th August The Tánaiste and Minister for Enterprise, Trade and Employment Leo Varadkar T.D. today opened applications to the Restart Grant Plus Scheme, which gives grants to businesses to help them reopen.

The Restart Grant Plus is a key part of the government’s July Stimulus package, a €7.4bn package of measures designed to stimulate a jobs-led recovery and build economic confidence while continuing to manage the impact of Covid-19.

Speaking today, Tánaiste Leo Varadkar said:

“We must do everything we can to help businesses reopen and get people back to work. We are increasing the Restart Grant Plus, which means that small and medium sized businesses can now get between €4,000 and €25,000 to help them get back on their feet after what has been an exceptionally difficult time.

“Hairdressers, sports clubs, cafes, restaurants and several other businesses can use this money to help with the costs associated with re-opening and adapting to what is a very different environment. This is just one of several actions the Government is taking as part of the July Stimulus to help businesses.”

Improvements to voter registration process launched today as new Check the Register campaign begins

Public encouraged to confirm and update their details online

The Minister for Housing, Local Government and Heritage Darragh O’Brien T.D. and Minister of State for Heritage and Electoral Reform, Malcolm Noonan, T.D. together encouraged the public to confirm and update their details on the electoral register or to register for the first time using a newly upgraded www.checktheregister.ie. Their comments come as a campaign launched today (7 November) to raise public awareness of changes to the electoral registration process.

Several improvements have been made to the process of registering to vote and updating registration details, arising from provisions in Part 3 of the Electoral Reform Act 2022, which were commenced on 13 October.

In addition to making the process more accessible, the changes to how the register is managed and maintained will ensure a robust electoral register into the future.  All electors are now being asked to visit www.checktheregister.ie to confirm or update their entry by adding their PPSN, Date of Birth and Eircode.  This will help local authorities to ensure that entries are accurate and up to date as well as enabling the identification of entries on the register that require follow up.

The core changes to the electoral registration process include:

  • A move from fixed periods for updating details to rolling updates: previously people could only update their details in November or via the supplement which required a visit to a Garda station. Under the changes announced today, continuous or rolling registration will allow updates or additions at any time of year;
  • Streamlining of the application process through use of PPSNs: The use of PPSNs will enable a simple identity data cross-check to protect and improve the integrity of the register, while streamlining the process for electors. This will mean that most people won’t have to visit a Garda station to have their forms witnessed;
  • Registering to vote for the first time will now be possible online: PPSNs also enable online applications – for the first time people can register to vote or update their details online at any time;
  • 16 and 17 year olds will be able to pre-register to vote: The introduction of a pending electors list to enable those 16 and 17 to pre-register and be automatically added to the register from when they turn 18.
  • New provisions to make the register more accessible to all: The new process includes measures to facilitate electors whose safety might be at risk if their details were to be published on the register and those who have no address.

Minister Noonan said:

“I am particularly pleased that we have introduced pre-registration for 16 and 17 year olds.  Taken together, these changes give us a more accessible, flexible and modern system that’s simple and straightforward to use. It has never been easier for people to register to vote or update their details, so that’s what we’re encouraging everyone to do today.”

The Electoral Reform Act 2022 delivers the legislative underpinning for a range of significant electoral reforms set out in the Programme for Government – Our Shared Future.   The Act provides for, among other things, the establishment of an independent Electoral Commission – An Coimisiún Toghcháin, the modernisation of the electoral registration process, and the regulation of online political advertising.

Commenced on 13 October in S.I. No. 512 of 2022 were the provisions necessary for:

  • the recruitment of the Chief Executive and ordinary membership of An Coimisiún Toghcháin;
  • the introduction of the new process in relation to electoral registration;
  • providing for island voting to take place on the same day as the rest of the country; and
  • the introduction of new processes to facilitate polling in pandemic situations.

Furthermore, existing flexible voting arrangements are being extended to those with mental health difficulties that prevent them from attending on polling day and those who live in nursing homes or similar places that may be inaccessible on polling day.

Welcoming the first phase of commencements of the Act, Minister O’Brien said:

“This first phase of commencement of the Electoral Reform Act and the launch of this awareness campaign represents another step in delivering on significant electoral reforms, and will help to ensure that our democracy is supported by robust electoral structures including a more accurate electoral register”.

Once An Coimisiún Toghcháin is established it will also have a new oversight role with respect to the register of electors. “An annual reporting cycle, with An Coimisiún empowered to make recommendations and set standards, will deliver a balance between local authority experience and local knowledge and national level oversight” said Minister Noonan.

A further phase of the project will see the development and roll out of a national system for use by all local authorities.  This will further enhance the integrity of the register and ensure that a single high standard of security and data protection is applied to the electoral register and its underlying data.

Minister O’Brien emphasised that: “This is one further step in the work to safeguard our electoral processes. Every vote is important, and I encourage everyone to confirm or update their details on www.checktheregister.ie to make sure that they can have their say”.

Monaghan County Council – Customer Service Desks have Reopened

Further to the Governments Roadmap for Reopening Society and Business, Monaghan County Council is pleased to advise that all Public Counters and Customer Service Points throughout the county re-opened on the 29th June. While all public counters will be open, Monaghan County Council request customers to observe the 2m social distancing guidance and use the hand sanitising facilities in place at each of the customer service points.

Monaghan County Council’s Motor Tax office also reopened on 29th June, with reduced public opening hours. The Motor Tax Office hours are from 9:30am to 12:30pm, Monday to Friday. Monaghan County Council’s Motor Tax Office wish to thank our customers for moving in such numbers to online renewals and encourage more customers to use the online facilities.

Monaghan Library, Carrickmacross Library and Clones Library also opened their doors for browsing, borrowing and limited internet access/printing on 29th June. The libraries will reopen from 2pm to 5pm, Monday to Friday and Monday evenings from 6pm to 8pm.

While Monaghan County Council is delighted to be have re-opened our customer service facilities, in line with Government phased reopening, we all have to continue to do everything possible to avoid the virus spreading. Continuing to adhere to public health advice will determine whether we continue to move forward, as one community, to the remaining phase.

The response to this situation from our community and voluntary sector has been overwhelming and Monaghan County Council would like to take this opportunity to thank you for your continued support in these challenging times.

New Chairperson and Vice Chairperson for Monaghan Local Community Development Committee

At the July meeting of Monaghan (LCDC) Local Community Development Committee, Alan Johnston was elected as the new Chairperson for a 3 year term.  Alan represents the Business/Employer interests on the LCDC, he succeeds Cllr. David Maxwell in this role.

Also at the meeting Alan McCabe, active member in his own community and Member of Monaghan PPN, an existing LCDC member, was elected Vice Chairperson, succeeding Packie Kelly in the role.  Alan represents the Environment Pillar on the LCDC and hopes to build on the work the LCDC have already delivered over the past 6 years.

The New Chairperson Alan Johnston had previously chaired the Monaghan Town Team since it was established in January 2016, he supported the development of the town team over the last four years.  Under his leadership and direction as chairperson the Monaghan Town team has achieved many awards including Enterprising Towns and the Top Ten Foodie Destination. The Team also set up the Monaghan Town Business Awards and the very successful Monaghan Town Voucher Scheme.   A special word of thanks to the local businesses of County Monaghan for supporting the voucher scheme, which is now one of the top voucher schemes in Ireland.

The Local Community Development Committee is a very important Committee in County Monaghan and was established in 2014 and have primary responsibility for co-ordinating, planning and overseeing local community development funding, such as the LEADER Rural Development Programme, the SICAP programme which aims to tackle poverty and social inclusion, the HEALTHY Ireland programme  and the Community  Enhancement Programme etc. The LCDC  drives meaningful citizen and community engagement in the scoping, planning, delivery and evaluation of local and community development programmes; They also in collaboration with Monaghan County Council have overseen the establishment and implementation of the Local Economic and Community Plan 2016-2021,  a  6 year strategy,  roadmap for Economic and Community Development for County Monaghan.

The outgoing Chairperson Cllr. David Maxwell and Vice Chairperson, Packie Kelly, thanked the members of the LCDC and the staff of Monaghan County Council and Monaghan Integrated Development CLG for their help and support over the last three years.

The LCDC Chief Officer Fintan McPhillips and LCDC Members congratulated the new Chairperson Alan Johnston and Vice Chairperson Alan McCabe and thanked out-going Chairperson Cllr. David Maxwell for his 3 very productive years as Chairperson on Monaghan LCDC/LAG.  He also thanked  Packie Kelly for his work as Vice Chairperson and confirmed that he had been a stalwart member of the LCDC/LAG for the past 6 years and the end of his term on the LCDC,  he had brought the coalface of Social Inclusion into the boardroom of the LCDC.

 

 

 

 

 

Monaghan County Council Signs Contract For The Peace Campus Project

Monaghan County Council signed the contract for the Peace Campus project on Friday 10th July 2020.  ‘The Peace Campus’ will bring much needed neutral shared space to Monaghan.

This €17.6 million project is supported by the European Union’s PEACE IV Programme, managed by the Special EU Programmes Body (SEUPB) which awarded €9.5 million to Monaghan County Council to deliver the project.

The Peace Campus will provide community space, a youth facility, a new town library and a cultural heritage area.

Following a detailed tender process Monaghan County Council is pleased to award the contract for construction of the Peace Campus to Felix O’Hare & Co. Ltd.

Present at the signing of the contract, Cathaoirleach of County Monaghan, Councillor Colm Carthy said, “The Peace Campus project was developed to address the needs that still unfortunately exist in our communities today.  This project will be the catalyst to allow all communities to come together to engage in a safe setting.  I am looking forward to seeing good progress being made on this project over the coming months and am especially looking forward to using this facility once completed.”

Chief Executive of Monaghan County Council Eamonn O’Sullivan said, “We are delighted to be in a position today to award this contract to Felix O’Hare & Co. Ltd.  This project will bring much needed community space to the heart of Monaghan.  The last few months have been challenging for us all, but what it has demonstrated is a strong sense of community in Monaghan and a willingness now more than ever for people to come together.  The Peace Campus will provide the venue to allow interaction in a neutral, safe setting.”

Welcoming the signing of the contract Gina McIntyre, CEO of the SEUPB said: This is a significant development in this excellent EU PEACE IV funded project. It is one of a number of shared space initiatives that are being constructed across the border counties of Ireland and Northern Ireland.  Each facility has been specifically designed to help bring divided communities together in a safe and welcoming environment. As we start to emerge slowly and plan for recovery from the current crisis, local infrastructure projects like this can help reconnect people and create a confident, forward looking and cohesive society.”

Chief Executive of Felix O’Hare & Co. Ltd said, “Felix O’Hare & Co. Ltd are delighted to have been awarded this prestigious and innovative project. We’re very excited to be working alongside Monaghan County Council to transform this site and very much look forward to delivering this regeneration project, one in which we all can be proud.”

Monaghan County Council has been working collaboratively on this project since 2016.  Alistair Beckett, Director of Hall Black Douglas, the Architects for the project commented, “Hall Black Douglas Architects are delighted that this ambitious project is now proceeding on site.  The design team have enjoyed working with the Council and look forward to successfully working with the contractor, Felix O’Hare & Co. Ltd, on site.  This exciting construction project will provide contemporary community facilities for the people of Monaghan and beyond.  This is a very significant building both personally and for the practice, we trust that it will make a positive contribution to Monaghan and all who visit the building. We have designed the building to respond to the local streetscape and level changes across the site.”

Construction work will be commencing on site in the coming weeks and it is expected that the project will be completed early 2022.

Monaghan County Council purchase first electric sweeper in the country

The latest innovative project that is being spearheaded by Monaghan County Council is the purchase of an electric sweeper, the first in the country. The new Maxvac machine is a state-of-the-art road sweeper which also has multi-function facility that includes blower and litter picker among other devices. The sweeper has an eight-hour battery running capacity and is a cleaner greener response to cleaning our streets and was launched recently at the Civic Offices in Carrickmacross.
