Monaghan Town Centre CCTV Scheme Consultation 2020

Monaghan Town Centre CCTV Scheme Consultation 2020

Further Details Monaghan Town Centre CCTV Scheme Consultation 2020 (PDF)

Monaghan County Council has been working towards putting a CCTV scheme in place in Monaghan town centre for a number of years. The scheme was held up due to a national issue concerning clarity on who would control the data recorded by the cameras. This has now been resolved, with Monaghan County Council agreeing to act as the Data Controller.

As some time has passed since we last consulted with the public on the proposed scheme (Jan 2018), we wish to provide the community with another opportunity to review the proposed camera locations and have your say on how the scheme is to be run.

What is being proposed?
There are some changes to the original proposal, as we have expanded the scheme and changed the spec of the cameras. The original scheme was for eight cameras at eight locations throughout the town. The 2018 consultation identified a number of additional areas that the public wished to have added, and there are now 17 proposed locations in the new scheme.

The initial proposal of one PTZ (Pan Tilt Zoom) camera at each location has been changed to providing a camera pointed in each direction at each location. This removes the need for staff monitoring the cameras in the Garda station in order to focus the cameras on any issues on the streets. The cameras will now be continuously recording in every direction.

Two automated number plate recognition cameras will be erected, one on Glaslough St, and one at the Margaret Skinnider Roundabout. The purpose of these cameras is to track the movements of criminals and aid the Gardai in intercepting them.

Data Protection
The cameras will be blanked where they cross private property/windows etc. to preserve the privacy of individuals. The recording equipment will be located in the Council Offices. To access footage, Gardai will make a written request for data from a specific camera and for a specific date and time. The Data Controller will be a named person of senior ranking within Monaghan County Council.

Next Steps
Following the close of the public consultation, we will seek Garda Commissioner approval to proceed to set up the scheme.

It is hoped, subject to all approval, to go to tender in spring 2020 and to have the system fully operational before the summer.

A grant has been secured from the Department of Justice’s Community CCTV Scheme and Monaghan Municipal District Council has set aside additional funding, so the funds are in place to go ahead immediately with this scheme if approved.

How to Have Your Say
You can let us know how you feel about the idea of a CCTV scheme in the town, or your views on the placement of any individual camera, by :
• Contacting the team before Friday 21st February (contact details below)
Coming along to talk to the team on: Thursday 13th February between 7pm and 9pm in the Market House

Queries on the scheme, and comments on the consultation, can be made to:

Lambing time will soon begin again.

Every year in Monaghan, there are many attacks on sheep by dogs, particularly around lambing time.

These attacks cause great cruelty and result in sheep and lambs dying from their injuries, lambs being aborted, and stock not thriving for fear of further attacks.

These attacks result in serious losses for the farmer, including veterinary fees, disposal of dead animals, the value of the dead sheep and lambs, and loss of thrive.

Any dog, large or small, may become involved in attacking sheep – MAKE SURE YOUR DOG DOESN’T GET THE CHANCE!

If you own a dog or dogs, you are required to:

  • Keep your dog under control at all times. This means not allowing your dog off your property unaccompanied.
  • Have a microchip certificate of registration which proves that your dog is microchipped and registered to you. (Required since April 2016)
  • Ensure that every dog under your control wears a collar bearing the name and address of the owner at all times and that the name and address are legible.
  • Have a current licence for each dog in your possession or a general dog licence to cover all dogs in your possession. YOU CAN NOW BUY YOUR DOG LICENCE ONLINE AT monaghan.ie

GAA And Local Authorities To Partner For Sustainable Communities

GAA And Local Authorities To Partner For Sustainable Communities

On Friday January 24th 2020 the GAA and the local authority sector, represented by the County and City Management Association (CCMA) announced an innovative new initiative pledging to work together to lead their communities in promoting sustainability and climate action.

The partnership will capitalise on the leadership roles both organisations have within their communities, and the potential they have to engage with citizens of all ages to promote sustainable local development, environmental awareness and climate action.

The partnership builds on the GAA’s status as a Sustainable Development Goal Champion and aligns with local government commitments under the National Climate Action Plan and Local Authorities’ Climate Action Charters.

A steering group, composed of representatives from the Local Authority sector, the GAA, LGFA and Camogie Association, have begun work on the development of a Green Club toolkit, which will be piloted in 2020 ahead of the roll-out of a National Green Club Support Plan in 2021.

The Green Club toolkit, which will be piloted across a small number of clubs throughout the country, will be focused on the key action areas of Energy & Water Efficiency, Biodiversity, Waste Management & Plastic Use and Transport

Sustainable Club and Community Partnership projects include:

  • Development of a Sustainable Club
  • Sustainable Club Workshops
  • Promotion and Support of Sustainable Energy Communities
  • A Sustainable Development Goal Action Module in the GAA/PDST TY Future Leaders Programme, with contributions across GAA/LGFA/Camogie Association input at all levels of the Mainstream Education System (with the Department of Education and Skills)
  • Green Procurement Guidelines and Support
  • Further Developing Croke Park as a World Exemplar Stadium in Sustainable Development
  • Alignment to Statutory Funding Streams

Speaking at the launch, Uachtaran CLG John Horan said, “An increasing number of clubs are seeking guidance in the area of sustainability, and our members are very anxious to play their part in the fight against climate change. The collaboration with the Local Authority Sector is an ideal partnership to help us to develop our clubs sustainability within and for communities and to reach people in every corner of Ireland with information that will help them to make changes in their own lives to support the effort against climate change and adapting to evolving challenges.”

Michael Walsh, CCMA Chairman said, “The GAA and local authorities both represent local leadership, community, legacy and vision. We each have relevant networks, knowledge, existing partners and facilities. Working together we can have huge impact and enable the necessary behavioural change in our communities.”
