Notice is hereby given pursuant to Article 81(1) of the Planning and Development Regulations 2001 (as amended) for development works
In the townlands of Roosky, Mullaghmonaghan and Tirkeenan, Monaghan, Co Monaghan.
The proposed works will consist of:
- The installation of a 3m wide x 1.5m high box culvert which will cross under the Glen Road and N54 Macartan Road and up Castle Road.
- Upgrade the existing Ulster Canal outfall into the Shambles River.
- Lowering the current weir in the Ulster canal by approximately 0.5m and install 2No. 1200mm diameter pipes that run approximately 25m in length to connect to the new 3m wide x 1.5m high box culvert.
- Remedial works to the Ulster Canal for a length of approximately 200m from the Glen Road to the proposed 2no. 1200mm diameter pipes inlet location.
- Raising the level of the Castle Road and surrounding footpaths by up to 1.1m in height from the junction with the N54 – to 54.1m OD.
- The demolition and re-construction of part of the boundary wall in and around St Louis convent grounds. The wall is within the curtilage of protected structures.
- The temporary closure and relocation of the existing entrance into the credit union carpark.
- All associated site works.
Plans and particulars of the proposed development are available for inspection or purchase, at a fee not exceeding the reasonable cost of making copies, at the offices of the Planning Section, Monaghan County Council, The Glen, Glen Road, Monaghan, H18YT50 and also at Roads Section, MTEK II Building, Knockaconny, Armagh Road, Monaghan during office hours up to and including Thursday 10th October 2019.
Submissions and observations in relation to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated may be made in writing to the Planning Section, Monaghan County Council, The Glen, Glen Road, Monaghan, H18YT50, up to 5pm on Thursday 24th October 2019.

LS5515 – Lower Mill Street between North Road and Church Square
R867 – From Market Street to the Diamond (including Church Square), Monaghan Town
Diversion Routes:
- Traffic coming from the North via Glaslough Street, wishing to access the Clones Road (N 54), or the Cootehill Road (R188), or the Ballybay Road (R162), may do so via Dublin Street, Macartan Road
- Traffic coming from the South, via Dawson Street, wishing to access Dublin Street, may do so via North Rd (NS 54)
Taxi Rank outside of Courthouse to be temporarily relocated to the North Road alongside the DV8 premises
Local and emergency services access will be catered for at all times.

NOTICE PUBLISHING COMMENCEMENT OF AUDIT
MONAGHAN COUNTY COUNCIL
Notice is hereby given that the audit of the accounts of the above-named local government authority for the financial year ended on the 31st day of December, 2018 will be commenced by Mr. Brendan Leane, Local Government Auditor on the 24th day of September 2019. In accordance with article 17 of the Local Government (Financial and Audit Procedures) Regulations 2014, objections to any matter or matters contained in the said several accounts will be considered by the Local Government Auditor during the audit.
Written notice of any proposed objection, setting out the relevant particulars and grounds on which it is to be made, should be sent to the above named Local Government Auditor at Monaghan County Council within ten days of the commencement of the audit. The annual financial statement will be available during office hours to the inspection of all persons interested for seven days before the commencement of the audit.
