Monaghan Local Community Safety Plan – Public Consultation

Monaghan Local Community Safety Partnership (LCSP) is holding a public consultation period for it’s inaugural Monaghan Community Safety Plan 2026-2028.

Public Meetings

Public Meetings which include presentations on “Online Fraud” by members of An Garda Síochána will be held in February at:

  • Clones Courthouse – Tuesday 10th February – 4pm to 8pm, with “Online Fraud” presentation by An Garda Síochána at 6.30pm.
  • Carrickmacross Civic Offices – Wednesday 11th February – 4pm to 8pm, with “Online Fraud” presentation by An Garda Síochána at 6.30pm.
  • Monaghan Peace Campus – Monday 16th February – 4pm to 8pm, with “Online Fraud” presentation by An Garda Síochána at 6.30pm.

Staff from the Community Safety Team will be on hand from 4pm to 8pm at each venue, who will assist the public with filling in a paper version of the Community Safety Questionnaires, which will form the direction of the Community Safety Plan.

Public consultation will be key to the success of the Safety Plan, as it will highlight issues of concern which can be addressed in the Action Plan. As part of the consultation, a Community Safety questionnaire will be designed and accessible online on the Monaghan County Council website at www.monaghan.ie/communitydevelopment/lcsp/ from Tuesday 3rd February to Tuesday 31st March. Paper copies of the questionnaire will be made available at libraries and Council Offices throughout the county. Any groups who would like to take part in the consultation process, or would like copies of the questionnaire can contact the Community Safety Office at communitysafety@monaghancoco.ie

Community Safety is about people being safe and feeling safe in their own community. Ireland is regarded as a safe country, but some communities and citizens can experience a different reality.

The Partnerships have been established by the Minister for Justice, Home Affairs and Migration in each Local Authority across Ireland. The objective of the LCSP is to improve community safety and well-being through a collaborative, community-led approach by bringing together residents, local authorities, state services and community representatives to create and implement local community safety plans. The Monaghan LCSP has held two meetings since its inception.

Each LCSP must develop a tailored, three-year Community Safety Plan that sets out priorities identified by local communities following consultation, and coordinates multi agency actions to address the safety concerns raised. The plan must consider the National Strategy for Community Safety which is currently being finalised.

The Plan is intended to:

  • support a co-ordinated approach to addressing community safety.
  • encourage an improved level of community and stakeholder collaboration.
  • advance principles of best practice in prevention and intervention.
  • promote a better understanding of local issues and to explore the relevant safety risks and protective factors.

Speaking at the launch of the public consultation for the plan, Cllr. Alan Johnston, Chair of the Monaghan Local Community Safety Partnership, said “I am delighted to launch and support the public consultation phase of the Monaghan Community Safety Plan. I urge all citizens to take part, either by completing the online questionnaire or by attending the public Community Safety events in their local towns. Hearing from our communities will give us a better understanding of the challenges we face in relation to safety, and we can then compile an Action Plan with our stakeholders which will directly address the issues raised”.

Vice-Chair Cllr. Sinéad Flynn said at the launch that “Community Safety is vital as it allows people to feel safe and feel connected. Consultation with our people will allow us to establish a responsive and relevant Community Safety Plan, that enables our local public bodies and community groups to work together in a coordinated manner to make our communities safer”.
