N2 Clontibret to Border Road Scheme.

Monaghan County Council has advised that the Updated Design for the N2 Clontibret to Border Road Scheme was published on Friday, 21st November 2025 via the project website www.N2MonaghanLouth.ie.

 

This milestone follows extensive technical assessments and community engagement. The updated design reflects significant refinements, including a new link road, underbridge, and northbound junction to the N2 at Clontibret, a bridge over the N2 at Island Road, and changes to attenuation ponds, landtake boundaries, and access arrangements along the route.

Recent flood modelling and flood risk assessments informed adjustments to landtake boundaries, resulting in additional land identified for flood compensation zones. Robert Burns, Chief Executive of Monaghan County Council noted “The publication of the Updated Design marks a step forward for this nationally, regionally and locally important project. The updated design includes changes made as a result of feedback received from individuals, communities and stakeholders, and while it has not been possible to accommodate every request, the Updated Design reflects Monaghan County Council and the project team’s practical commitment to ongoing engagement on this project.”

 

Three Public Information Events were hosted in Clontibret Community Centre on 27th November, Tyholland Community Centre on 3rd December and Emyvale Recreation Centre on 4th December. These events provided landowners and the public an opportunity to meet the project team, review the updated design, and share feedback. Monaghan County Council extends it’s sincere thanks to all stakeholders who attended and engaged, and to the local community centres for hosting these sessions. Cathaoirleach of Monaghan County Council, Cllr P. J. O’Hanlon noted “While the impacts of the scheme are significant, this scheme is essential for Monaghan and the Northwest region’s future. It will deliver improved infrastructure, safer communities, and better opportunities for active travel.”

 

The publication of the Updated Design represents progress toward delivering one of the region’s most important transport infrastructure projects. The project team will now consider feedback received before finalising the alignment design for statutory approvals. Outstanding design work and environmental mitigation measures will follow, which may result in further refinements.

 

The project team will be working toward delivering the project in line with the Government’s recently published Sectoral Plan for Transport, which was published as part of the National Development Plan Review 2025. The document lists the N2 Clontibret to Border Road Scheme to commence construction procurement by 2029, with construction programmed to begin by 2030, subject to funding and approvals.
