Temporary Closing Of Roads -R162 Monaghan to Ballybay Road at Cornasoo and Glenish townlands

Monaghan County Council gives notice of its intention to close the following road in the Municipal District of Ballybay/Clones in County Monaghan:

Date of Closure:               Monday 5th February 2024 to Friday 16th February 2024 

Times:                 08:00am – 17:00pm

To Facilitate:      Culvert Replacement

Road Closed:     R162 Monaghan to Ballybay Road at Cornasoo and Glenish townlands

 

Diversion Routes:

Northbound Traffic  (Monaghan Town bound):

Diverted at Corfad by turning right onto the R184 in the direction of Clontibret.

At Corvoy, continue straight onto the LP-3311 in the direction of Ardaghy. Continue straight on the LP-3310 – LP-3320 – LP-1501.

Continue straight through Ardaghy in the direction of Monaghan Town onto the LP-1500.

Diversion Ends in Tamlet (near T Martin Fuels) at the end of road with the junction of the R162 (Ballybay – Monaghan Road).

 

Southbound Traffic  (Ballybay bound):

Diverted at Tamlet (near T Martin Fuels) by turning left onto the LP-1500 in the direction of Ardaghy.

Continue straight through Ardaghy in the direction of Tullycorbet on the LP-1501. Continue straight on the LP-3320 to LP-3310 to LP-3311 to R184 in the direction of Ballybay.

Diversion Ends in Corfad at the end of the R184 with the junction of the R162 (Ballybay – Monaghan Road). 

Any interested person may lodge an objection in writing to the closing of the above-mentioned roads with the A/Senior Engineer, Monaghan County Council, MTEK II Building, Knockaconny, Monaghan not later than Tuesday 23rd January 2024.  Any objections must be clearly marked on envelope “Objection To Road Closure”.

Monaghan County Council hereby gives notice that it proposes to carry out development at

Ballycoghill Bridge, Clossagh Beg, Co. Monaghan.

Ballynascarva Bridge, Lisnalong, Co. Monaghan.

Lough White, South Shore, Anny [DED: Anny], Co. Monaghan.

Balladian Bridge, Balladian, Co. Monaghan.

Bairds Shore, Drumskelt [DED: Anny], Co. Monaghan.

The proposed development will consist of

The development will consist of the following:

Development of infrastructural Improvements to the Dromore Blueway from Ballybay to Lisnalong, Co. Monaghan.

  1. Renewing and widening slipways, reinstating carpark/hardstand, removal of height restriction Gate, Internal Laneways works at Ballycoghill Bridge,
  2. New Entrance from public road, provision of car park, pathways, play area, new information board and picnic tables at Ballynascarva Bridge,
  3. New drainage work to laneway and resurfacing, turning heads at Lough white, South Shore,
  4. Renew and widen the slipway at Balladian Bridge,
  5. Renew and widen slipways, new turning head at Bairds Shore,
  6. Improvement to existing slipway and gravelled area at Ballybay Wetlands,
  7. Proposed floating pontoon, new information board at Lough Major,
  8. Construction of ancillary works at all sites, including signages, asphalt surface, fencing, landscaping, and other ancillary works required to deliver the project.

This application relates to protected structures Ref: 41402310 (Ballycoghill Bridge)

In accordance with Article 81(2)(ca) and 120(1B)(b)(i) of the above-mentioned regulations, Monaghan County Council, as the competent authority, has concluded from a Screening Determination, which is based on an examination of the nature, size and location of the proposed development, that there is no real likelihood of significant effects on the environment arising from the proposed development, and as such has determined that an Environmental Impact Assessment is not required. This Screening Determination is available for inspection, and at any time before the expiration of 4 weeks from the date of publication of this notice, any person may apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.

In accordance with Article 250(1)(ca) of the above-mentioned regulations, Monaghan County Council, as the competent authority, has concluded from a Screening Determination, which is based on an assessment of best scientific knowledge, that the proposed development, either individually or in combination with other plans or projects, is not likely to have a significant effect on a European site, and as such has determined that an Appropriate Assessment is not required. This Screening Determination is available for inspection, and any person may apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effect on a European site.

Plans and particulars of the proposed development may be inspected or purchased, at a fee not exceeding the reasonable cost of making a copy during office hours at the offices of Monaghan County Council, Planning Section, No.1 Dublin Street, Monaghan H18 X982 until 5pm on 8th Feb 2024.

Important Notice to all road users in relation to the commencement of construction works on the Glen Road R162 Monaghan Town

Monaghan County Council would like to inform all road users that construction works involving the installation of a new culvert structure across the Glen Road (R162) in the vicinity of the old McNally’s yard carpark will commence on the 15th of January. The proposed works will last approximately four months and will involve temporary diversions of traffic and pedestrian routes.

Due to the nature of the proposed work, traffic disruptions and delays are expected. Monaghan County Council apologies in advance for any traffic delays and disruption caused during this period and will endeavour to limit the disruption to the minimum required.

Monaghan County Council gives notice to extend the following road closure in the Municipal District of Ballybay/Clones in County Monaghan:

Roads Closed:    LT-62013 for its full length from its junction with the LS6210 & LT62013

 

Diversion Route:

Traffic wishing to travel from the R-189 to the L-6201 shall be diverted from the junction of the L-6210/L-62013 in the Townland of Cornawall by remaining on the L-6210, then turning left on to the L-6201.

Traffic wishing to travel from the Townland of Drumgramph to the R-189 in the Townland of Doohat shall be diverted onto the L-6201, then turning left onto the L-2232, then turning left onto the L-2290 and continuing to the R-189.

Times: N54 North Road: lane closure 00:00 – 24:00

N54 Glaslough Street: lane closure 19:00 – 6:00

To Facilitate: Replacement of Kerbing and Paving to Footway on North Road and Glaslough St adjacent to Peace Campus Site.

Scotch Corner traffic calming works at Derryarrilly, Co Monaghan

Legislative Procedure for Traffic Calming Procedures under the Road Traffic Act 1994

Under the Road Traffic Act 1994 (As Amended) A road authority may, in the interest of the safety and convenience of road users, provide such traffic calming measures as they consider desirable in respect of public roads in their charge.

 Notice is hereby given pursuant to Section 38 of the Road Traffic Act 1994 (As Amended) of the following scheme:
