Notice is hereby given pursuant to article 132(1) of the Planning and Development Regulations, 2001 (as amended), that the Minister for Housing, Planning and Local Government has received information in relation to a proposed development in a transboundary state from the Strategic Planning Division of the Department for Infrastructure, Northern Ireland in relation to the following proposed development in Northern Ireland which is subject to an environmental impact assessment procedure and has potential transboundary effects.

O/2009/0792/F – Land to the rear of 152 Trewmount Road in the townland of Turleenan, Moy, Dungannon, Co Tyrone and overhead electrical transmission line from Trewmount Road, Moy to the townlands of Crossreagh and Crossbane, Co Armagh.

O/2013/0214/F – Lands between the proposed new NIE substation at the rear of 152 Trewmount Road, Moy Co Tyrone in the townland of Turleenan to the townlands of Doohat or Crossreagh and Crossbane Co Armagh on the border with the Republic of Ireland.

Nature of development:

O/2009/0792/F – Erection of a single circuit 400kV overhead line comprising 102 towers over 34.1kms from Trewmount Road, Moy in the townland of Turleenan to the border with the Republic of Ireland at the townland of Doohat or Crossreagh and a further section of overhead line extending for 0.2kms across the townland of Crossbane. Amendments to existing 275kV line removing one existing 275kV tower and erection of two new 275Kv towers. Connection via a new 400/275kV substation at land to the rear of 152 Trewmount Road.

O/2013/0214/F – Carry out associated works required for the erection of a single circuit 400kV overhead line comprising 102 towers over 34.1kms from Trewmount Road, Moy, in the townland of Turleenan to the border with the Republic of Ireland at the townland of Doohat or Crossreagh and a further section of overhead line extending for 0.2kms across the townland of Crossbane. Works to include site levelling, site preparation works, amending existing access points, construction of new access points, construction of new access lanes, construction of working areas, stringing areas, guarding, site boundary fencing and related mitigation works. Associated works required to amend the existing 275kV line removing one existing 275kV tower and erection of two new 275kV towers. Associated works required to enable connection via a new 400/275kV substation at Trewmount Road.

In support of the above planning application Further Environmental Information (FEI) relating to the Consolidated Environmental Statement (2013) has been submitted containing updates surrounding the project, a joint SONI/EirGrid Environmental Report, an update on need, an overview of planning and policy issues, a cumulative impact assessment, a haulage route assessment, updated ecological assessment, an air quality and climate assessment, an assessment of technology alternatives, a noise assessment, an erratum chapter.

Following consideration of the application, including the environmental information and any representations made, the Department for Infrastructure, Northern Ireland may:
(a) grant planning permission, either unconditionally or subject to such conditions as it thinks fit; or

(b) refuse planning permission.

Monaghan County Council gives notice of its intention to close the following road in the Municipal District of Ballybay – Clones in County Monaghan:

The road will be closed for a maximum of 6 Days within this closure period

Notice of Passing of Resolution to Vary Basic Rate of Local Property Tax

The Finance (Local Property Tax) Act 2012 (as amended), makes specific provision that the Elected Members of a local authority may pass a formal resolution to vary the basic rate of the Local Property Tax for their administrative area by a percentage known as the Local Adjustment Factor. Article 10 of the Local Property Tax (Local Adjustment Factor) Regulations 2014 requires a local authority that has decided to vary the basic rate of the local property tax within its administrative area to give public notice of that decision.

In pursuance of the provisions of section 20 of the FINANCE (LOCAL PROPERTY TAX) ACT 2012 (as amended), I the undersigned hereby notify the Minister for Housing, Planning, and Local Government of the passing of a resolution at a meeting of Monaghan County Council on 2nd September 2019 to the effect that the basic rate of local property tax should be varied upwards by fifteen percent (15%) for the year 2020 in respect of relevant residential properties situated in the local authority’s administrative area.

Notice is hereby given pursuant to Article 81(1) of the Planning and Development Regulations 2001 (as amended) for development works

In the townlands of Roosky, Mullaghmonaghan and Tirkeenan, Monaghan, Co Monaghan.

The proposed works will consist of:

The installation of a 3m wide x 1.5m high box culvert which will cross under the Glen Road and N54 Macartan Road and up Castle Road.
Upgrade the existing Ulster Canal outfall into the Shambles River.
Lowering the current weir in the Ulster canal by approximately 0.5m and install 2No. 1200mm diameter pipes that run approximately 25m in length to connect to the new 3m wide x 1.5m high box culvert.
Remedial works to the Ulster Canal for a length of approximately 200m from the Glen Road to the proposed 2no. 1200mm diameter pipes inlet location.
Raising the level of the Castle Road and surrounding footpaths by up to 1.1m in height from the junction with the N54 – to 54.1m OD.
The demolition and re-construction of part of the boundary wall in and around St Louis convent grounds. The wall is within the curtilage of protected structures.
The temporary closure and relocation of the existing entrance into the credit union carpark.
All associated site works.

The Taste of Monaghan Hits the Road in 2019

The Taste of Monaghan Hits the Road in 2019

2019 is the year that the Taste of Monaghan returns to its roots in Church Square and the event will take to the streets on Saturday the 28^th of September with a new Street Food themed Festival from 11AM-7PM. For 2019, the committee have reconfigured the event into a FREE one-day celebration of local food, art, crafts and wonderful demonstrations from a fantastic line up of chefs.

There will be a carnival style atmosphere in town with street art, entertainment for all the family, music and smells that invigorate the taste buds. As a Top 10 Food Destination for the past 4 years the judges recognized that Monaghan has tastes for every palette and the Street Food Festival is a place for locals and visitors alike to try new things and make connections with producers responsible for the bounty offered in the drumlins.

This year’s event will be a celebration of the ever-changing food scene in Monaghan. Visitors can draw inspiration from demonstrations delivered by a host of talented chefs who will showcase the rich local produce in creative ways. We will be joined on stage by Chef Joe Shannon (Radisson Blu), Chef Sham Hanifa (The Cottage Restaurant), Chef Pauric White (The Forge Restaurant), Kevin Redmond (Andys Bar & Restaurant), Chef Sean Redmond, Chef Edvardas Viliušis (Taste of Tuscany) local Dietician Edel Russell from the HSE, Taus and his team from the Eastern Balti and special appearance from Gerald Kean from Operation Transformation.

Streetfood is growing year on year and Monaghan will host a collection of some of the best from the region that will be serving delicious treats from tacos to crepes to smoked ribs. Food trucks are making it big by concentrating on a creating a small amount of dishes and perfecting them. Saturday the 28^th of September will be your chance to sample all types of flavours.

All of our streetfood exhibitors have been encouraged to source and use local products in their unique dishes. Some of the local Street food connoisseurs will know, Blasta Street Kitchen with their Tex-Mex and barbeque and Turtle & Hare Dining with their delectable gluten-free baked treats. They will be joined by the Hungry Hipster, Il Carro Pizza, Baked with Love & Coffee Doc to name a few.

In addition to street food, we will welcome back some of our local and celebrity chefs to our demonstration kitchen which will be hosted in Church Square thanks to our sponsor Flo Gas, to display their favourite ways to prepare local ingredients in the home using simple techniques that can be mastered by any home cook. There will be lots of different types of demonstrations including healthy lunch packs and family meal planning.

The Street Food Festival will celebrate the food and products of Monaghan. It will focus on eating sustainably, and locally while also reducing waste. All the chefs, both on the demonstration stage and in the trucks, will be using and highlighting the outstanding products available locally. Entertainment for the kids including live performances, street art, music, graffiti artist workshops, face painting, and games plus craft vendors will make Monaghan Town the place to be for the whole family on the 28th of September.

DRAFT SCHEME FOR THE

ESTABLISHMENT OF THE STRATEGIC POLICY COMMITTEES

Following the local elections held in May 2019 it is now necessary for Monaghan County Council to re-establish the Strategic Policy Committees (SPCs) which will continue to form an important part of the local government framework for the county.

The representational structure on each SPC is designed to bring together both elected members and people actively working with social, economic, cultural and environmental bodies to develop and review policies related to Council services.

At the September meeting the Council adopted a Draft Scheme for the establishment of four Strategic Policy Committees. The Draft Scheme, which has been developed in accordance with guidelines issued by the Department of the Environment, Community and Local Government provides for the following committees:

(i) SPC for Housing, Social and Cultural.

(ii) SPC for Climate Change and Environment.

(iii) SPC for Economic Development and Enterprise Support.

(iv) SPC for Transport and Community.

Membership of the SPCs will comprise:

local elected members (to be nominated by Monaghan County Council).
Representatives from the Cultural/Community/Voluntary/Social Inclusion sectors to be nominated by Monaghan Public Participation Network.
The nominees from the other sectors – Tourism/Agriculture/Trade Union/Environment/Development/Construction/Business to be made by their respective national representative bodies.

The Draft SPC Scheme and Department Guidelines are now available for inspection at www.monaghan.ie or at the offices of Monaghan County Council, during normal office hours. Submissions on the draft scheme are now being sought and should be received by 5.00 p.m. on 3^rd October 2019.
