Reuse Month demonstrates the hidden value in our discarded items

During Reuse Month communities and individuals around Ireland will come together to learn how one person’s unwanted item could be another person’s treasure. In October there are nationwide initiatives that will highlight how to reuse everyday items and materials that would otherwise go to waste. It aims to inspire and empower individuals to see the value in items they might usually choose to discard. Throughout the month there will be free workshops on an array of subjects such as teaching people how to remake their favourite piece of clothing, how to transform an old piece of furniture and even how to make a lamp from an empty glass bottle.

NOTICE of Intention to Declare a road to be a Public Road under Section 11 of the Roads Act 1993 – 2007 & Local Government Reform Act 2014.

Monaghan County Council in the Municipal District of Ballybay Clones hereby gives Notice of its intention to consider at the Ballybay Clones Municipal District Meeting to be held in the Market House The Diamond, Clones H23 X378  on 15th November, 2021 at 10am, the making of a declaration that a section of road off the Roslea Road, Clones  in the Townland of Largy should be declared a public road.

A location map identifying the lane which is intended to be declared a ‘public road’ is available for inspection by visiting or by telephoning the office of Ballybay Clones Municipal District for a period of one month commencing on the 1st October 2021. The Council will consider any objections/ representations regarding the proposal which are submitted in writing to the Municipal District Co-ordinator, Municipal District of Ballybay Clones, The Diamond, Clones H23 X378. ‘Outdoor Seating & Accessories for Tourism & Hospitality Business’ Scheme

 

IMPORTANT NOTICE- DEADLINE EXTENDED TO 8th OCTOBER 2021

 

Monaghan County Council has been directed by Failte Ireland to make an addendum to the guidelines for The Outdoor Seating and Accessories for Tourism and Hospitality Business.

 

Due to the global demand for outdoor seating and accessories, in some instances suppliers are unable to complete orders until January 2022. In these ‘exceptional circumstances’ applicants can still apply under the scheme and will receive their grants once goods are delivered and they can provide proof of delivery and images of the furniture in-situ.

Applicants need to apply for the scheme prior to the closing date which has now been extended to 8th October 2021 enclosing the quotes for goods, delivery dates from the suppliers and will still need to be compliant with all regulatory and planning requirements.

The ‘Outdoor Seating & Accessories for Tourism & Hospitality Business’ scheme is being delivered in partnership between Fáilte Ireland and Local Authorities across the country. The Scheme provides funding for individual tourism and hospitality businesses and pubs to develop and increase their own outdoor seating capacity for the summer of 2021. Funding under the scheme is only available to existing businesses.

The scheme is open to attractions, hotels, restaurants, cafes, public houses or other tourism and hospitality business establishments where food is sold for consumption on the premises. Eligibility is dependent on commercial rates due in respect of premises having been paid for the period up to 31st December 2019 or a payment plan being in place with the Local Authority.

The scheme will provide for up to 75% of the ex-VAT cost of equipment purchased/installed with a maximum allowable contribution of up to €4,000 per applicant.

Expenditure incurred on upgrades to outdoor dining spaces including but not limited to; tables, chairs, umbrellas, electric heaters, screens/windbreaks, plant stands, wooden platforms, etc. are considered eligible for the scheme. Construction related expenditure is not eligible. All applicants will be required to comply with planning codes, legislative requirements and other compliance requirements.

Expenditure must be incurred between 1st April 2020 and 8th October 2021 and payment will be made by Local Authorities to approved applicants on submission of receipts and photography of furniture in situ.

Applicants experiencing delivery delay issues MUST apply before the 8th October 2021 deadline in order to seek late payment due to exceptional circumstances.

Social Enterprise Capital Grants Scheme 2021

Monaghan Local Community Development Committee invites applications for funding under the Social Enterprise Capital Grants Scheme 2021.

Funding of €19,919.32 has been approved for Monaghan under the Social Enterprise Capital Grant scheme. The funding has been provided by the Department of Rural and Community Development under the National Social Enterprise Policy for Ireland under the Dormant Accounts Fund.

Funding will be aimed at supporting social enterprises with small scale capital projects such as the purchase of equipment or the carrying out of repairs or refurbishment of existing facilities. The Scheme does not provide funding for operating or administrative costs.

A Social Enterprise is an enterprise whose objective is to achieve a social, societal, or environmental impact, rather than maximising profit for its owners or shareholders. It pursues its objectives by trading on an ongoing basis through the provision of goods and/or services, and by reinvesting surpluses into achieving social objectives. It is governed in a fully accountable and transparent manner and is independent of the public sector. If dissolved, it should transfer its assets to another organisation with a similar mission.

Only social enterprises, as defined in the national social enterprise policy, may apply under this scheme.  All applicants will be checked and verified to ensure they meet the definition.

Expenditure incurred before the date of grant approval will not be eligible.

Note:  Applicants should be aware that the Programme is likely to be oversubscribed.  Therefore, all applications fulfilling the conditions may not be successful or may receive a lesser amount of funding than requested.

Temporary Closing of Roads – Emergency Closure

 

Monaghan County Council hereby gives notice of Emergency Closure in accordance with Section 75 of the Roads Act 1993 & Article 12 of the Roads Regulations 1994 that it will close the following road in the Municipal District of Ballybay Clones in County Monaghan:

Date & Time: –  From Thursday 23rd September 2021 to Friday 31st December 2021 24hrs per day

 To Facilitate: Replacement of collapsed road culvert and the legislative requirements associated with carrying out said works.  

 Roads Closed: – LP3002 Derrygooney to Money road in the townland of Derrygooney

 Alternative Routes: – Diversions will be via the LS7040 and the LS7030. All Detours will be signposted in order to direct the Traffic.

Extension of Night Time Temporary Closing of Roads

Monaghan County Council give notice to extend the closure of the following road in County Monaghan as advertised in Irish Independent on Monday 13th September 2021.

Dates of Closure:            Sunday 19th September 2021 – Saturday 25th September 2021

Road Closed:                     N2 Castleblayney Bypass – from the townland of Moy Otra (Clontibret Village) to the townland of Tullyvin (Tullyvin Roundabout). Closure will be implemented on one direction only at any point in time.

Times:                                  10pm – 5am 

To Facilitate:                      Verge Maintenance, Drainage Maintenance, Litter Picking and Response Repairs

Diversion Routes:            Main Diversion via Old N2 (LP3444) at Clontibret Village through

Annayalla Village and Castleblayney Town, then accessing the N2 via the

N53 and vice versa. Diversions will be in place for the duration of the closure.

Every effort will be made to minimise delays.

The Roads Act 1993 (Section 70) places a statutory obligation on all landowners/occupiers of land or structures to ensure that roadside structures, trees, shrubs or other vegetation do not present a danger to those using and working on public roads.

Hedge cutting should only take place between the 1st September and 28th February. Landowners should ensure that all debris is removed from the road.

Failure to comply with their obligations could result in Landowners / Occupiers of Land along a public road being prosecuted.

Summary Social Housing Assessment 2021

Monaghan County Council is currently preparing a Social Housing Assessment Summary in accordance with Section 21 of the Housing (Miscellaneous Provisions) Act 2009.

All Local Authorities are required by the Department of Housing, Planning and Local Government to complete this assessment for all persons who have applied for social housing support.

The purpose of the Assessment is to capture the total number of households qualified for social housing support across the county whose social housing need is not being met, in order to understand the level of need for such support.

This Council is contacting certain applicants who have applied for social housing support prior to 30th July 2020 to confirm that they still require social housing support. Each applicant must confirm their requirement to the Council by completing the assessment form which has been issued. Applicants who have applied after 30th July 2020 will not be written to as your file has recently been assessed so there is no need to contact the Council unless there is a change in circumstances. Transfer applicants, HAP and RAS tenants are not included in this assessment.

Please return your form no later than Friday 12th November 2021 to ensure that your application is included in this assessment.

In recognition of COVID 19, we would ask that your completed assessment form be returned by post if possible, and no later than Friday 12th November 2021 to:

Public Counter Opening Hours: Monday to Friday 10 – 12.

All forms returned to the Council will be assessed to ensure that each applicant has a continuing need for social housing support. If an applicant no longer requires social housing support or is no longer eligible their file will be closed. It will be assumed that applicants who do not return their Social Housing Assessment Forms are no longer interested/in need of social housing support and their file will be closed.
