Community Recognition Fund 2024

The funding is specifically targeted at projects that are located in communities, towns and villages that are hosting the Beneficiaries of Temporary Protection and/or International Protection Applicants (‘new arrivals’) including towns identified for the rapid build homes programme. The Fund aims to support the development of facilities that will be used in the future by all members of the community. It is separate in its objectives and scope to any other public funding streams which aim to support the development of public service needs arising from the significant number of arrivals from Ukraine and other countries.

The Community Recognition Fund was first introduced in 2023 to recognise the huge efforts made by communities in welcoming and supporting people coming to Ireland. Based on the continued impacts on communities throughout the country and the need to support these communities in welcoming new arrivals, a further €50 million is being provided under the Community Recognition Fund 2024.

 

Monaghan County Council has received an allocation of €914,972.

 We now seek to identify suitable projects and invite suggestions from the community regarding same.  

The proposal must demonstrate that the funding is targeted at, and specifically invested in, those communities, villages and towns where the highest level of new arrivals are located and where there is a clear need for investment identified.  In Monaghan the areas with the highest number of new arrivals from Ukraine and other countries are: Monaghan, Carrickmacross, Clones and Ballybay.

 

Projects situated in areas that do not have high levels of new arrivals will not be eligible for funding under the Community Recognition Fund 2024.

Projects to be funded will be capital in nature, deliver medium-long term benefits for the communities in which they are located, and be capable of being delivered over the course of 2025 and 2026. A minimum spend of 50% of the allocation must be incurred in 2025. Eligible projects will receive funding for capital costs, but not for any ongoing operational or running costs.

 

The minimum level of funding for an individual project is €50,000 with a maximum of €500,000 applying. Smaller projects cannot be artificially combined to meet the minimum threshold of €50,000 – while the 2023 scheme provided funding for small scale investment in clubs and communities (e.g. for small scale equipment), the focus of the 2024 scheme is on projects of greater scale and impact.

Local authorities have scope to invest the funding based on their own distinct local needs as identified through a “bottom-up” approach and based on the community engagement.

 

Type of projects eligible for funding are:

  • development, enhancement or refurbishment of community or cultural facilities including play areas, walkways, parks, community/sensory gardens, allotments, and recreational areas;
  • development, enhancement or refurbishment of local club and sports facilities including facilities such as community swimming pools, changing rooms, toilets, digital aids such as score / information boards etc.;
  • enhancement to school/parish facilities which are open to use by all of the community after school hours;
  • purchase of equipment for local clubs, festivals, community events and organisations e.g. music, arts or sports equipment;
  • transport infrastructure such as the purchase of community vehicles, bus shelters and attendant information boards; (any vehicle funded must be in good condition and not more than 5 years old)
  • projects that help address dereliction and/or wider local economic and community development objectives;
  • purchase and refurbishment of vacant or derelict buildings for community use where a clear need is identified.
  • Purchase of land and associated works for the development of community facilities such as play areas/ MUGAs or town parks/ community gardens, recreational areas etc. (purchases must only be administered by the local authority).

 

Application Process

  • The funding allocation will be a competitive process, groups should endeavour to provide as much information as possible and to answer all parts of the application form fully.
  • Only towns & villages that are hosting high levels of the Beneficiaries of Temporary Protection or International Protection Applicants are eligible for this funding.
  • Ensure accurate costings at application stage.
  • Projects must be able to be completed within the required timeframe.

  • Projects should be shovel ready with all permissions in place or at an advanced stage at the time of funding approval. 50% of project costs must be incurred in 2025 with the project completed in full by October 2026. 
  • All submissions are subject to the Data Protection Act (as amended) and the General Data Protection Regulation (GDPR) (as amended) and the Freedom of Information Act 2014 (as amended).
  • Completed applications need to be emailed in WORD format to crf@monaghancoco.ie by 4.00 p.m. on Wednesday 1st May 2024.

 

Information Sessions

As part of the process, the Council’s Rural and Community Development & Municipal District Staff will be liaising with and available to meet with community groups in host communities to assist them in identifying projects that might be eligible for funding under the Scheme.

Information Sessions will be held on the following dates:

  • Clones – Monday 15th April 2024 from 4.30 p.m. until 6.30 p.m. in the offices of the Municipal District of Ballybay/Clones, The Diamond, Clones
  • Carrickmacross – Tuesday 16th April 2024 from 6.00 p.m. until 8.00 p.m. in the offices of the Municipal District of Carrickmacross/Castleblayney, Riverside Road, Carrickmacross
  • Monaghan – Wednesday 17h April 2024 from 5.00 p.m. until 7.00 p.m. in the Market House, Market Street, Monaghan
  • Ballybay – Thursday 18th April 2024 from 6.30 p.m. until 8.30 p.m. in the Board Room, Ballybay Youth Centre, Birch Court, Ballybay

Monaghan County Council now seeks Expressions of Interest from Community & Voluntary Groups, Business Representative Groups for funding under the Project Development Measure.

The Project Development Measure (PDM) aims to assist local authorities to contribute to a pipeline of significant, well-developed town regeneration projects which might subsequently progress to construction stage, subject to the availability of funding.

Funding of €50,000 per application at a grant rate of 95% will be provided for up to three proposals that will bring the projects up to shovel ready stage.

Funding may be awarded for costs such as detailed design, planning, procurement, professional fees, assessments/surveys and other development costs.

The development of these proposals must be undertaken in consultation with the appointed TRO and the local town/village community and business interests. Full involvement by community interests and/or business interests will be an essential feature of successful projects. Ideally, projects will have been identified as part of a town plan, health check or similar study, produced for the town or village. Projects that cannot demonstrate that a consultative process has been undertaken to ascertain the views of local community and businesses will not be permitted.

Only proposals that are capable of being delivered within a 12–18 month timeframe should be submitted.

As in previous years, applications will be assessed on a competitive basis.

Cavan and Monaghan Youth Arts Bursary 2023: Open for Applications

We’re delighted to announce that the Cavan Monaghan Youth Arts Bursary 2023 is now open for applications!

The bursary scheme is designed to support young people from Cavan and Monaghan to participate in short youth arts projects in collaboration with a professional artist and within youth work and non-formal education settings. Eight bursaries worth €800 each will be awarded, four to County Cavan and four to County Monaghan.

This bursary scheme hopes to ignite young people’s interest in a range of art forms, support them to develop new skills and to encourage them to find their voice through a youth arts process. The scheme also aims to support professional artists to develop their collaborative experiences working with young people and youth workers.

Monaghan Sports Partnership – Sports Club Grant Scheme 2023

Monaghan Sports Partnership’s overall aim is to support and increase participation in Sport and Physical Activity. With this in mind, we are pleased to announce our Grant Programme for 2023 for sports clubs that provide activities of a sporting or physical activity nature and in particular projects that attract new members or which increase participation in an activity.

Incorporated Community Groups and Charities Urged to Apply to Pobal for Energy Costs Relief Before December 2nd Deadline

A Second Funding Scheme, To Be Launched Shortly By LCDC, Will Be Able To Support Other Types Of Community Organisations With Their Running Costs.
Chairman of Monaghan Local Economic & Community Development Committee, Alan Johnston, today moved to encourage local community groups to avail of one of the two
funding packages put in place by Minister Heather Humphreys’ Department of Rural & Community Affairs to help the community and sector cope with the rising cost of energy this winter.

He was speaking to welcome the announcement by Minister Humphreys last week of an allocation of €277,255 to Co. Monaghan under a new Community Support Scheme, which will provide small grants to a wide and diverse range of local community groups to carry
out small upgrade works, purchase equipment to support their activities and assist with their running costs, which can include energy costs. The Community Support Scheme will be rolled out through the LCDC, which is currently preparing the application form and guidelines, and expects to open the scheme to applications within the next fortnight.

In the meantime, Mr Johnston is anxious to point out that a separate scheme has been put in place by the Department to assist larger community groups with their energy costs, and that due to this, these groups will not be able to seek help with energy costs from the
LCDC-run scheme.

It is therefore vital, says Mr Johnston, for all incorporated community groups (eg CLG’s and co-operatives) and registered charities to visit the Pobal website and apply for their energy
costs through the Community and Voluntary Energy Support Scheme (CVESS). This scheme is now open, and will close on the 2nd of December. These larger groups will still be welcome to apply to the LCDC’s Community Support
Scheme for other costs, upgrade works etc, but will not be able to claim energy costs through this Scheme.

While the LCDC is still awaiting guidance from the Dept of Rural & Community Development on eligibility criteria for projects under the new Community Support Scheme, it is known that the Scheme is specifically designed by the Department to support a wider
range of groups than any previous scheme. Funding will be available to support Parish Halls, Community Centres, Local Development Associations, Social Clubs, ICA Groups, Senior Citizen Groups, Men’s Sheds, Women’s Sheds and much more.

The new scheme has been devised to support groups with their energy costs who may not have been deemed eligible under previous Government schemes.

These include groups that operate from parish halls and who need support with running costs such as energy or insurance bills.
Groups can also use the funding to carry out small upgrade works on buildings, and to purchase equipment such as laptops and printers, lawnmowers, training equipment, etc.

When available, full Guidelines and application forms will be posted to the Community Grants section of Monaghan County Council’s website, www.monaghan.ie. Monaghan Public Participation Network will circulate a notice to all their member groups as soon as the details of the Scheme are announced. This commitment is supported by the annual Community Development Fund which invites applications from community and voluntary groups and organisations within County Monaghan.  We are now inviting applications for the 2022 funding scheme.

Monaghan County Council – Disability Participation and Awareness Grant Scheme 2022

This fund is now closed.

Monaghan County Council is committed to promoting positive attitudes to disability in our communities, as they are key to achieving inclusion and ensuring people with disabilities can reach their full potential. We are now inviting applications for the Disability Participation and Awareness Grant Scheme 2022. The purpose of the fund is to provide funding to support the participation of people with disabilities in local activities and to
help remove barriers to community involvement.

Applications are welcome from community/voluntary groups and organisations within County Monaghan who cater for people with disabilities.

Eligible applications will be individually assessed against the guidelines of the grant scheme. Types of projects
which are likely to be considered for funding include:
• works to improve accessibility at existing community facilities.
• the purchase of equipment
• the provision of facilitators, training programmes and/or the provision of activities.

MONAGHAN FESTIVALS AND EVENTS GRANT SCHEME 2022

Festivals and events are a celebration of creativity and diversity and have an immensely positive impact on the lives of the residents and visitors to County Monaghan. These events deliver a range of social, cultural and economic benefits. They also attract visitors, increase social inclusion and create a positive image of County Monaghan both locally and nationally.

Applications are welcome from community/voluntary groups and organisations within County Monaghan who organise festivals and events.

Examples of an event include the annual St. Patrick’s Day parades, agricultural shows and a public exhibition or showcase.

The scheme welcomes applications for funding under two strands for festivals taking place during 2022:

S1    Delivery of small-scale festivals and events in Monaghan. Funding of up to €1,000 per application is available under this strand.

S2    Delivery of medium and large-scale festivals and events in Monaghan. Funding of up to €5,000 per application is available under this strand.
