Option Selection Stage
Monaghan County Council, with the support of Transport Infrastructure Ireland (TII) and Technical
Advisor – AECOM, is progressing the Coolshannagh Roundabout Active Travel Scheme.
A number of Active Travel development schemes are currently under progress, which link the towns
and villages together as part of Monaghan Urban Cycle Network. All these active travel schemes,
identified below, will connect to the Coolshannagh Roundabout when they are in operation:
• N2 Monaghan Town Active Travel scheme
• Ulster Canal Greenway, Phase 2 (Monaghan to The Border)
• N2 Corlat to Coolshannagh Active Travel Scheme
• N54 Tullyherim Lane
The integration between these projects is one of the most important considerations for the successful
delivery of these schemes. It is therefore considered that the Coolshannagh Roundabout is a
significant national road intersection (N2/N54/N12) and a crucial point in the overall active travel
networks at the north-east end of the town. TII and MCC realise the importance of delivering a design
at the roundabout that is safe and convenient for vulnerable / non-motorised road users, while also
minimising the capacity impacts on the strategic national road network.
AECOM have been appointed by Monaghan County Council to deliver the Coolshannagh Roundabout
Active Travel Scheme from Phase 1 Concept stage and Feasibility to Phase 2 Option Selection following
the TII Project Manager’s Manual for Minor National Road Projects PE-PMG-02043 (2023).
The scheme is currently at Phase 2 Option Selection stage, which involves a 3-stage process. The
purpose of Phase 2 is to assess all potential feasible options and identify the preferred options for the
roundabout.
The Coolshannagh Roundabout Active Travel Scheme is a key initiative aimed at encouraging
healthier, more sustainable travel choices. It represents our commitment to create a safer and more
accessible environment for pedestrians and cyclists, and other non-motorized road users.
As part of our commitment to transparency, community engagement, and high-quality decision making,
MCC are holding the first public consultation event, which will provide an opportunity for
residents or visitors to have a better understanding of the project, raise concerns, and provide
valuable feedback that will help the project team form the development of the scheme. The indicative
design layout of all identified options for the roundabout will be presented at this event.
We believe that community input is a vital part to the success of this project, and we strongly
encourage all interested parties to attend.
