Notice of a proposed material contravention of the Monaghan County Development Plan 2025-2031

Notice is hereby given in accordance with Section 34(6) of the Planning and Development Act 2000 (as amended) that Monaghan County Council intends to consider deciding to grant permission for the following development:

Retention permission and permission for development on lands at O’Duffy Street, Largy, Clones, Co. Monaghan. The development will consist of the following works:

The retention permission consists of:

  • The retention of the change of use for an existing workshop / manufacturing area from an agricultural sales building.

Permission is also sought for:

  • The erection of a new workshop building with associated two storey admin block to include for offices, sanitary rooms, meeting rooms and canteen with associated building signage.
  • The demolition of the existing building.
  • The upgrade to the existing entrance way.
  • Associated site layout works to provide for parking areas along with Ev parking spaces, associated footpaths, new boundary treatments and hard and soft landscaped areas and all other associated site works.
  • Provision of associated lighting.
  • The erection of a bicycle shelter.
  • Erection of site signage

 

The application site address is O’Duffy Street, Largy, Clones, Co. Monaghan, H23 HR98.

The subject site is zoned for Town Centre uses and, as such, the development would contravene materially the Policy LUZO 1 in the Monaghan County Development Plan 2025-2031 (see Section 9.2).

Policy LUZO 1 – To implement the land use zoning categories and objectives in each of the settlement plan areas as set out in Table 9.1, Chapter 9 of the Monaghan County Development Plan 2025-2031.

Table 9.1 – Land Use Zoning Category Number 1; Town Centre.

To provide, protect and enhance town centre facilities and promote town centre strengthening. The principal permitted land use is town centre related uses including retail, residential, commercial, social, cultural, medical/health and other similar type uses.

Particulars of the development may be inspected or purchased at the offices of the Planning Authority – Monaghan County Council, Planning Section, No. 1 Dublin Street, Monaghan Town, H18 X982 – during its public opening hours. Any submission or observation as regards the making of a decision to grant permission received (at the above mentioned address) on or before 5pm on Friday the 12th of December 2025 will be duly considered by the Planning Authority.
