Monaghan County Development Plan 2013 – 2019

Monaghan County Council and the Town Councils of Monaghan, Carrickmacross, Castleblayney, and Clones, have in accordance with Section 12(10) of the Planning and Development Acts 2000-2010, made the above development plans for their respective functional areas for the period 2013-2019.

Effective Dates

The development plans for the respective functional areas became effective on the following dates:-

Carrickmacross Town Council 11th March 2013
Monaghan County Council 18th March 2013
Monaghan Town Council 18th March 2013
Clones Town Council 25th March 2013
Castleblayney Town Council 26th March 2013

Strategic Environmental Assessment

A strategic environmental assessment was carried out during the preparation of the Monaghan County Development Plan (incorporating the Development Plans for the Towns of Monaghan, Carrickmacross, Castleblayney, Clones and Ballybay) for the period 2013-2019 on the likely significant effects on the environment of implementing the new plans. A Strategic Environmental Assessment (SEA) Statement summarising how, environmental considerations have been integrated into the plans; how the Environmental Report, the submissions/observations made to the planning authority, and the consultations carried out have been taken into account in preparing the plans; the reasons for choosing the plans; and the monitoring of the significant environmental effects of the implementation of the plans is available for inspection at the places set out above. Appropriate Assessment

An Appropriate Assessment was carried out during the preparation of the Monaghan County Development Plan (incorporating the Development Plans for the Towns of Monaghan, Carrickmacross, Castleblayney, Clones and Ballybay) for the period 2013-2019. What is a Development Plan?

The Development Plan is a collection of the planning objectives and policies that will be used in the county over the coming six years. Planning policies describe how the council will:

Provide water, waste and sewage services
Improve and develop local amenities
Facilitate the provision of services for the community (eg Childcare facilities)
Zone land to be used for amenity, civic, community, housing, business, and industry purposes
Ensure proper planning and sustainable development

How does the Monaghan County Development Plan affect me?

The County Development Plan is a framework for the planning and development of your county for the next six years. The County Development Plan will set out where roads, water supplies, sewerage are to be provided, and will facilitate the development of community facilities and amenities. The County Development Plan will also identify land that will be zoned to be used for housing, shopping, schools, factories etc.

How is a Development Plan prepared?

Under legislation called the Planning & Development Acts 2000-2010 each planning authority (Local Authority) is required to prepare a county or town development plan. The development plan is made by the elected members of the council. The final plan is prepared following consultation with the public and other relevant regional and national organisations.

It takes approximately two years to prepare a county development plan. The law requires that planning authorities must commence a review of its development plan within four years and make a new plan every six years. The current development plans were prepared in 2007 and will end in 2013. Monaghan Local Authorities are in the process of preparing new development plans for the county and the towns of Monaghan, Carrickmacross, Castleblayney, Clones and Ballybay. The end result of this process will be the production of a new composite Development Plan document for County Monaghan and the towns of Monaghan, Carrickmacross, Castleblayney, Clones and Ballybay, that will cover the period 2013- 2019.
