A5 WESTERN TRANSPORT CORRIDOR

 ENVIRONMENTAL STATEMENT: NOTICE OF INTENTION TO PROCEED

The Department for Infrastructure (“the Department”) having complied with Part V of the Roads (Northern Ireland) Order 1993 (“the 1993 Order”) hereby gives notice of its intention to proceed with the proposed construction of the A5 Western Transport Corridor project.

The general effect of this part of the project will be to construct approximately 55.07 kilometres of new trunk road from north of Sion Mills to west of Ballygawley, passing close to Sion Mills, Newtownstewart and Omagh, before terminating at the existing A4 just west of Ballygawley. This also includes for 1.36 kilometres of westward extension of the existing A4 dual carriageway. In addition, there are 2.39 kilometres of slip roads. This will improve conditions for road users by improving safety and reducing and improving the reliability of journey times for vehicular travellers.

In addition to earthworks and drainage, landscaping will be carried out to improve the appearance of the road and lessen the visual impact of the proposed project.

(c)      a description of the main measures to avoid, reduce and, if possible, offset the major adverse effects of the project.

(d)     information about the consultation carried out in compliance with Part V of the 1993 Order, the representations received on consultation, and any changes made as a result of those representations, and

(e)      the PAC Reports on inquiries held into the proposals,

may be inspected by any person, free of charge, at all reasonable times during the period from 22 October 2024 to 06 December 2024 at the following locations:

In accordance with Part V of the 1993 Order, anyone who wishes to question the validity of the Department’s decision to proceed with the scheme on the grounds that it is not within the powers of the 1993 Order; or any requirement of Part V of the 1993 Order

has not been complied with in relation to the decision; may, within 6 weeks from the date of publication of this notice, make an application for the purpose to the High Court.

NOTICE OF MAKING OF VESTING ORDERS SION MILLS [NORTH] TO BALLYGAWLEY [WEST]

TAKE NOTICE THAT the Department for Infrastructure made orders on 15 October 2024, vesting certain lands in the Department under the Local Government Act (Northern Ireland) 1972 and The Roads (Northern Ireland) Order 1993, for the construction of a new carriageway along that part of the above project between north of Sion Mills to south of Omagh and south of Omagh to west of Ballygawley which said portion was included with other land in a Notice of Intention to Make Vesting Order published from 16 February 2016 to 26 February 2016.

MITIGATION MEASURES

In addition, the Department for Infrastructure made an order on 15 October 2024, vesting certain additional lands in the Department under the Local Government Act (Northern Ireland) 1972 and The Roads (Northern Ireland) Order 1993, for environmental and flooding mitigation measures in relation to the A5 Western Transport Corridor Scheme which said portion was included in a Notice of Intention to Make Vesting Order published from 16 March 2022 to 1 April 2022.

A copy of the vesting orders and related maps may be inspected at all reasonable hours at the offices listed above.

Any person who wishes to question the validity of these Vesting Orders on the grounds that they are not within the powers of the Department or that the Statutory Procedures have not been followed may, within one month from the date of publication of this notice, make an application to the High Court.

THE TRUNK ROAD T3 [WESTERN TRANSPORT CORRIDOR – SION MILLS (NORTH) TO BALLYGAWLEY (WEST)] ORDER (NORTHERN IRELAND) 2024

The Department has made a Statutory Rule entitled The Trunk Road T3 [Western Transport Corridor – Sion Mills (North) to Ballygawley (West)] Order (Northern Ireland) 2024 which comes into operation on 13 November 2024.

The Order provides that 55.75 kilometres of new road shall become trunk road and be part of the Belfast-Ballygawley-Londonderry-Land Frontier Trunk Road T3; 0.35 kilometres of new road to provide a new roundabout shall become trunk road and be part of the Cookstown-Omagh-Enniskillen-Aghalane-Land Frontier Trunk Road T10 and 1.36 kilometres of new road shall become trunk road and be part of the Aughnacloy-Ballygawley- Enniskillen-Belcoo-Land Frontier Trunk Road T6. The Order also provides for the stopping- up of certain roads.

STOPPING-UP ORDER

THE PRIVATE ACCESSES ON THE A5 WESTERN TRANSPORT CORRIDOR – SION MILLS (NORTH) TO BALLYGAWLEY (WEST) (STOPPING UP) ORDER (NORTHERN IRELAND) 2024

 

The Department for Infrastructure (DfI) gives notice to make an Order under Article 69 of the Roads (Northern Ireland) Order 1993 (“the 1993 Order”) the effect of which would be to:

stop-up to road traffic the following private accesses for which alternative access will be provided:

(T6) A4 Annaghilla Road (Westbound Carriageway), Drumcorke Townland (farmyard access).

(T6) A4 Annaghilla Road (Westbound Carriageway), Drumcorke Townland (farmyard access).

Tullyrush Road, Route C631, Tullyheeran Townland (field access).

 

Articles 19 and 69(7) of the 1993 Order provide that where access to any land has been stopped-up in pursuance of an order made under Article 69 and any person has suffered damage in consequence thereof by the depreciation of any estate in the land to which he is entitled or by being distributed in his enjoyment of the land, he shall be entitled to recover from the Department compensation in respect of that damage.

Further Environmental Information has been received from the Department for Infrastructure, Northern Ireland in relation to the following proposed development: the A5 Western Transport Corridor (A5WTC), Northern Ireland which is subject to environmental impact assessment and appropriate assessment and has potential Transboundary effects.  The Further Environmental Consultation Information received consists of:

A report containing layout drawings covering the entire length of the scheme together with longitudinal profiles and cross sections. An accompanying Non-Technical Summary has also been prepared and available (NTS Revision D).

For convenience the original ESA 2022 (with associated documentation and most recent Reports to Inform an Appropriate Assessment – RIAAs), the reports published in November 2022, the ESA 2019 (with supplementary information) and ES 2016, with accompanying Non-Technical Summaries, will also be available for viewing and comment. Alternatively, an electronic version of each of these documents is available for viewing at http://www.a5wtc.com.

A5 Western Transport Corridor – Further Environmental Consultation

Information has been received in relation to the A5 Western Transport Corridor, Northern Ireland.

The Western Division of the Department of Infrastructure, Northern Ireland has updated the Environmental Statement (ES 2016) with an Environmental Statement Addendum (ESA 2019) and accompanying Non-Technical Summary (NTS Rev’B) together with the Extraction Impact Report on Quarrying in the Townland of Ulbalreagh.  These environmental reports have been published for consultation during the period 26 March 2019 to 17 May 2019 should be read in conjunction with the ES 2016 as they provide additional information to update the ES 2016. This documentation is available to view at this link:
