St. Patrick’s Day is coming upon us once again and we are now taking names of any organisations, businesses, bands etc. that wish to take part in this year’s fun!

After the success of last year’s parade, with over 60 organisations, along with a number of local and non-local bands taking part, we are anxious to recreate this success and make this year’s parade even bigger and better!

A public meeting of the County Monaghan Joint Policing Committee (JPC) will be held on: Wednesday, 30 January 2019, from 7pm to 9pm in the Íontas Centre, Castleblayney, Co Monaghan

The theme of the public meeting will be ‘Personal Safety & the Safety of your Property’ and will focus on the following topics:

  • A presentation from Detective Sgt Brian Roberts from the Drugs and Organised Crime Bureau
  • Monaghan Property Marking Initiative
  • Crime Prevention Information
  • Road Safety

 

Members of the public are welcome to attend this public meeting. The function of a JPC is to serve as a forum for consultations, discussions and recommendations on matters affecting the policing of the local authority’s administrative area. Members of the public have the right to make their views known and ask questions. Senior members of An Garda Síochána will be present on the evening to answer questions.

To facilitate the preparation of a full response to questions raised by members of the public, all questions are to be submitted in advance of the public meetings. Questions can be taken at the meetings but full information may not be available. Questions can be forwarded in writing in advance to Mary McGarvey, Senior Staff Officer, Corporate Services, Monaghan County Council, The Glen Road, Monaghan or by email to mmgarvey@monaghancoco.ie. Alternatively you can call 047-73749. Questions will be accepted from any person affected by the policing of the area. Construction Works start on new Blackwater Bridge in Monaghan Town

Following a tender competition, the contract for the replacement of the Blackwater Bridge in Monaghan Town has been awarded to Fox Building and Engineering Ltd. Monaghan County Council signed a Contract with the contractor on Friday 21st of December 2018.

The Blackwater Bridge Replacement Contract comprises the demolition of the existing Blackwater Bridge which carries the N2 National Road over the Blackwater River just north of Monaghan Town. The works will involve  the construction of a new three span bridge structure at the same location. Associated works include the re-alignment of approximately 300m of the road on either side of the new bridge.

To facilitate traffic movement on the N2 during the construction period a temporary diversion route of the N2, including a temporary bridge crossing of the river Blackwater will be constructed. Other works include new road drainage, street lighting, road markings and signage.

Construction works commenced on Monday 7th January 2019 and the works are expected to take approximately eighteen months to complete. Temporary Traffic Management, with a reduced speed limit, will be operating on the road at this location and will remain in place for the duration of the works. Every effort will be made to minimise any disruption or inconvenience to the local residents, businesses, emergency services and through-traffic.

These works are funded by Transport Infrastructure Ireland (TII) and will aid with the alleviation of flooding at this location. The N2 is the main Dublin to Derry route through County Monaghan and this section of the route is used by over 12,000 vehicles every day.

Cathaoirleach David Maxwell welcomed the start of the works and the Chief Executive Mr. Eamonn O’ Sullivan said that the project represented a major investment in the county’s road infrastructure.

Every year in Monaghan, there are many attacks on sheep by dogs, particularly around lambing time.
These attacks cause great cruelty and result in sheep and lambs dying from their injuries, lambs being aborted, and stock not thriving for fear of further attacks.
These attacks result in serious losses for the farmer, including veterinary fees, disposal of dead animals, the value of the dead sheep and lambs, and loss of thrive.
Any dog, large or small, may become involved in attacking sheep – MAKE SURE YOUR DOG DOESN’T GET THE CHANCE!
If you own a dog or dogs, you are required to:
• Keep your dog under control at all times. This means not allowing your dog off your property unaccompanied.
• Have a microchip certificate of registration which proves that your dog is micro-chipped and registered to you. (Required since April 2016)
• Ensure that every dog under your control wears a collar bearing the name and address of the owner at all times and that the name and address are legible.
• Have a current licence for each dog in your possession or a general dog licence to cover all dogs in your possession.

On the afternoon of 19th December 2018, Monaghan County Council was notified by Gyproc (Ireland) Ltd that a crown hole was discovered 35 metres west of LP4900. The Chief Executive and Senior Engineer (Roads) visited the site on the evening of 19th December and spoke to the Department of Communications, Climate Action and Environment (DCCAE) seeking confirmation that LP4900 road was stable and safe for public use.

Following a meeting on the morning of 20th December between Gyproc Ireland Ltd and SRK Consulting Ltd, the DCCAE was advised of the ground conditions pertaining to the crownhole. Then, in consultation with the DCCAE and Gyproc (Ireland) Ltd., Monaghan County Council took the decision to close the LP4900 road a precautionary measure and to facilitate site investigation work by the mining company.

Monaghan County Council issued a Notice of Emergency Closure, in accordance with Section 75 of the Roads Act 1993 & Article 12 of the Roads Regulations 1994, and closed the LP4900 road at 3:30pm on 20th December 2018.

A drilling rig mobilised by Gyproc (Ireland) Ltd to carry out core drilling in the area remains onsite.

A meeting was held in Carrickmacross on 3rd January 2019 between DCCAE officials and representatives from Gyproc (Ireland) Ltd.. Wardell Armstrong and Monaghan County Council were also in attendance.

During the meeting, nine additional core drilling locations were identified as part of the investigation to determine the stability of the LP4900. SRK Consulting Ltd was instructed to evaluate the site investigation works and complete a report on the crownhole and ground conditions along the LP4900 to DCCAE by 10th January 2019. All parties agreed to meet again on 15th January 2019, following completion of the core drills to analyse the results.

Monaghan County Council has continued its Emergency Closure Order on the LP4900 pending the outcome of the geotechnical investigations.

Public Consultation on Proposals to Modernise the Electoral Registration Process

The Government has launched a public consultation on proposals to reform the electoral registration process. Minister of State for Local Government and Electoral Reform, John Paul Phelan, T.D., launched the consultation on 17 December and said the proposals are aimed at enabling people to register in simpler and more user-friendly ways. The way people register to vote or amend their details (for example, address) on the Register of Electors has not changed significantly since the foundation of the State.

There are seven main proposals:

1. Simplification of forms and the process
2. A rolling electoral register (continuous registration)
3. Optional online registration (with the option of registering with paper forms continuing) and secure self-service
4. A move to individual registration only
5. Enabling a single national electoral register database with unique identifiers
6. A move to verified identity using one’s Personal Public Service Number (PPSN)
7. Data sharing between public bodies and electoral registration authorities (local authorities) to maintain accuracy and comprehensiveness

In addition, the Government is considering:

1. Allowing provisional registration for 16-17 year olds, with registration automatically becoming active on someone’s 18th birthday
2. Specific registration provision for people with no fixed address (for example, people experiencing homelessness), to ensure a standard procedure across the country
3. Provision for anonymous registration for people whose safety may be at risk if their details are public on the register (for example, where court-ordered protections exist)
4. Removal of provision for the edited register. Edited registers are used infrequently but may no longer be an appropriate use of data connected with the electoral register.

The Government believes that these proposals, if implemented, would result in:

• Registration in a way that works for everyone – online or on paper
• A clear and simple process – one form, one process, one register – all year round
• A single, secure database to enable cross-local authority checks while protecting data
• Balancing security and ease of access to protect the integrity of our registration process
• Building an electoral register that is secure, comprehensive and accurate
• Data sharing in the future – subject to clear standards, limits and safeguards

Minister Phelan said: “Reducing the number of different registration forms; allowing people to register online; and introducing a process of continuous or rolling registration would make the registration process much more user-friendly and similar to the way people interact with other State services. These changes reflect changes in how we live today.”

On the public consultation process the Minister said: “Public confidence in any reform of the electoral registration process is paramount as the system affects all of us. The outcome of this consultation process will inform the development of detailed proposals for implementation. That is why I encourage everyone to consider these proposals and have their say.”

The Offices of Monaghan County Council, including the offices of the Municipal District of Carrickmacross-Castleblayney, Municipal District of Ballybay-Clones, Municipal District of Monaghan will be closed from Friday, 21 December 2018 at 4:00 pm and will re-open on Monday, 31 December 2018 at 9:15am.

The Motor Taxation Office at Market Street, Monaghan will close to the public on Friday, 21 December 2018 at 3:00 pm and will re-open to the public on Monday, 31 December 2018 from 9:30 am – 1:00 pm.

The Offices will close again on Tuesday, 1st January, 2019 and re-open on Wednesday 2nd January, 2019 at 9:15 a.m.
