CLÁR FUNDING SCHEME 2020

Clar FundingCLÁR (Ceantair Laga Árd-Riachtanais) is a targeted investment programme for rural areas that aims to provide funding for small infrastructural projects in areas that experience disadvantage. The aim of CLÁR is to support the sustainable development of identified CLÁR areas with the aim of attracting people to live and work there. The funding works in conjunction with local/Agency and other Departmental funding programmes and on the basis of locally identified priorities. This year, there are some changes to the Measures to support rural communities with a particular emphasis on responding to the challenges posed by COVID-19.

The measures being funded under 2020 CLÁR Funding Scheme are:

Measure 1: Support for Schools/Community Safety measures: Closing date for receipt of applications by Monaghan County Council was 5.00 p.m. on Monday 20th July 2020. Applications received after this deadline will not be considered.

Measure 2: Community Recreation Areas: Closing date for receipt of applications by Monaghan County Council was 5.00 p.m. on Monday 20th July 2020. Applications received after this deadline will not be considered.

Measure 3: Community Wellbeing Supports, comprising:
3a – Meals on Wheels and Linked Services (New for 2020)
3b – Mobility and Cancer Care Transport

New Community Text Alert Scheme announced at Joint Policing Committee meeting

The first Community Text Alert scheme to cover an entire local authority area was announced yesterday by Head of IS Carmel O’Hare at the Joint Policing Committee meeting. The scheme brings together the 26 local community alert and text alert groups which are active in parts of the county, and offers coverage for the first time to residents in parts of the county where no active community alert group exists.

Komeer AppThe initiative is a result of a collaboration between the community alert groups, an Garda Síochána and Monaghan County Council, who have been working together for almost a year to find a better way to get messages out to the public quickly and cheaply. The new scheme simplifies the task for the Gardai, who were experiencing problems with messages not getting through their ‘Pulse’ IT system. It also removes much of the administrative burden on the local group, which can focus its energy instead on delivering crime prevention projects in the area. Monaghan County Council is covering the cost of the messages sent out to subscribers.

Members of the public can join the new service for FREE. You can opt to receive messages to a device such as a smartphone via App or email, or you can opt to receive the more conventional Text Alert to your mobile phone.

The new service replaces the existing Text Alert services around the county. If you currently subscribe to a local Text Alert service, you will be contacted shortly by your local group to be assisted to set up to receive alerts from the new service. The new service is also open to new subscribers, who can join by downloading the App or by returning the sign-up form.

Applications are invited under 2018 CLÁR Measure 4 – Mobility and Cancer Care Transport. Please read in conjunction with the attached CLÁR 2018, M4 Scheme.

Please note that completed applications on the attached application form should be submitted directly to the Department of Rural and Community Development at clar@drcd.gov.ie by the 28th of August, 2018. COMMUNITY ENHANCEMENT PROGRAMME 2018 – MEN’S SHED FUND

Monaghan Local Community Development Committee (LCDC) is pleased to launch the new Men’s Shed Fund under the Community Enhancement Programme 2018.  Funding of €8,696 had been made available for the county by the Department of Rural and Community Development which will be administered through the LCDC.

Men’s sheds eligible for funding include:

  • Only Men’s Sheds that are affiliated with the Irish Men’s Sheds Association.
  • Unsuccessful applications made by Men’s Sheds under the previous Community Enhancement Programme 2018 will be considered for this ring-fenced fund.

 

Applications will be evaluated by the LCDC to ensure eligibility and consistence with the Local Community and Economic Plan 2016-2021 (LECP) which can be viewed at the following link monaghan.ie/communitydevelopment/local-economic-and-community-plan-lecp

Deadline for receipt of applications is Friday, 31st August, 2018 at 5pm

Organisations eligible for funding include:

• Locally based community and voluntary groups in disadvantaged urban and rural areas,

• Not-for-profit organisations, and

• Government Departments and State Agencies (in cases of leveraging funding).

Those not eligible for funding include:

• Commercial organisations, individuals and for-profit organisations.

Projects or elements of project of a capital nature may be funded.  These include, for example, office equipment, project resources, research facilities, energy efficiency equipment, development/enhancement of community centres, once off maintenance of premises, community amenities, youth clubs or facilities, sports/recreation facilities, improvements to town parks/common areas/spaces, CCTV Equipment, public realm improvements, streetscaping, play/recreation spaces, energy efficiency type projects.

Requests for assistance usually exceed the funds available. Offers of funding may be for a lesser amount than that sought by the applicant.  Applicants should be aware that the Programme may be oversubscribed.  Therefore all applications fulfilling the conditions may not be successful or may be for a lesser amount.

Biodiversity Week 2018 – Butterfly Workshop

10.30am in Market House, Monaghan, followed by a field trip to Sliabh Beagh to put these skills into practise

Monaghan County Council Heritage Office and the INTERREG CANN Project in conjunction with the National Bio-Diversity Date Centre will host a butterfly monitoring scheme. We will cover all aspects of the monitoring scheme including species identification, use of the online data capture system and also a practical workshop.

Town and Village Renewal Scheme 2018
Expressions of Interest are being sought for Town and Village Renewal Scheme 2018.
The Town and Village Renewal Scheme 2018 provides for up to €15 million Nationally in project funding for rural towns and villages for delivery in 2018 and 2019.
Successful proposals will demonstrate close collaboration between communities and business interests in the design and delivery of proposed projects and must have the support of the Local Authority.
