Designated Public Officials

The Regulation of Lobbying legislation is designed to provide information to the public about who is lobbying whom about what.

Section 6(4) of the Regulation of Lobbying Act 2015 requires that on commencement of the Act on 1 September 2015, Monaghan County Council is required to publish a list showing the name, grade and brief details of the role and responsibilities of each “Designated Public Official” of the body.

Section (6)(1)(d) of the Act provides that the Members of Monaghan Council are regarded as Designated Public Officials for the purposes of the Act. The following are the current members of Monaghan County Council.

Strategic Policy Committees 

Strategic Policy Committees are relevant bodies under Section 5 of the Regulation of Lobbying Act 2015 and must comply with the Transparency Code.

Monaghan County Council has five Strategic Policy Committees (SPCs):

  • Housing
  • Transport
  • Economic Development and Enterprise
  • Environment and Climate Change
  • Tourism, Rural & Community Development and Cultural Services

Each SPC is chaired by a Councillor and the membership includes councillors and sectoral/community group representatives.

The sectoral/community representatives are drawn from the National Pillars and from the membership of the Monaghan PPN (Public Participation Network).

Membership details will be available following finalisation of the SPC Scheme.

Transparency Code

The Minister for Public Expenditure and Reform has prepared and published a code, known as the “Transparency Code“, which sets out how certain relevant public bodies, such as ministerial advisory groups, may conduct their activities in a transparent way. By adhering to the Transparency Code, communications within these bodies would meet the exemption from the requirement to register and report on lobbying activities.
