European Union (Paints, Varnishes, Vehicle Refinishing Products and Activities) Regulations 2012

The purpose of these Regulations are— (a) to control the placing on the market of certain paints, varnishes and vehicle refinishing products, and (b) to regulate and control emissions from vehicle refinishing activities.

Since 1st March 2007 all Vehicle Refinishers need a Certificate of Compliance in order to operate. Vehicle Refinishers must employ an approved Accredited Inspection Contractor (AIC), Enviroguide Consulting to inspect and assess their operation and prepare a report. Following this, such operators are required to apply to Monaghan County Council for a Certificate of Compliance submitting the report from the AIC, the application form and the appropriate fee, which is €50 for renewals and €70 for new applications.

European Union (Installation and Activities Using Organic Solvents) Regulations 2012

The purpose of the regulations is to control the emissions of Volatile Organic Compounds (V.O.C.s) to air.

The regulations apply to dry cleaners and other sectoral activities listed in Schedule 1 where the solvent consumption is within or above the thresholds specified in Schedule 2.

Dry cleaners must employ an approved Accredited Inspection Contractor (AIC) EnviroGuide Consulting to inspect and assess their operation and prepare a report.
