Tender : Competitive Dialogue : Development and Sale of Housing 2025 – 2026 (No2)
Monaghan County Council is seeking applications / tenders from Developers / Landowners who are interested in developing housing and associated infrastructure in the following areas in the County:
- Monaghan Town
- Carrickmacross
- Castleblayney
- Clones
- Ballybay, Emyvale, Newbliss, Glaslough, Ballinode, Inniskeen, Doohamlet, Tydavnet
- All other towns / villages in County Monaghan where there is a Housing Need
The housing / building types needed are as follows:
- 1 and 2-bedroom apartments (20% for age-friendly / people with disabilities)
- 2-bedroom 73% (20% for age-friendly / people with disabilities)
- 3-bedroom 21% (20% for age-friendly / people with disabilities)
- 4-bedroom 5% (20% for age-friendly / people with disabilities)
- Larger and other accessible houses for addressing specific needs
- 4-bedroom Group Homes for older people / people with disabilities
- Creche buildings where required / appropriate
The proposed houses/land should ideally suit the size of the town or village as follows:
- Towns and villages with populations up to 1,000:- scheme size up to 20 houses
- Towns and villages with populations > 1,000 up to 5,000:- scheme size up to 30 houses
- Towns and villages with populations greater than 5,000:- scheme size up to 60 houses
Monaghan County Council is interested in proposals on greenfield and brownfield sites and is particularly interested in seeing proposals from Developers for developments that propose to bring vacant or derelict properties into use and/or that propose to demolish poor quality derelict properties with no heritage value and build new dwellings in their place. Innovative designs that include 3D Volumetric and or use of Modern Methods of Construction are of interest to Monaghan County Council.
Proposals should be well located within or contiguous to the respective town / village and be close to primary services such as school, shop, community facility etc. with access to public services.
Housing Design Standards must meet the requirements and criteria set out in the Department of Housing publications “Quality Housing for Sustainable Communities” and “Employer’s Requirements for Detail Design of Quality Housing” and have regard to the “Design Manual for Quality Housing” and all other relevant statutory planning and construction standards including Building Regulations and apartment design standards etc.
Land to be considered must be zoned as “Existing Residential” or “Proposed Residential” and/or form part of an Unfinished Housing Development and/or be located in a town or village.

For FAST TRACK submissions must include the Competitive Dialogue Matrix, PR07 Stage 4 Pricing Documents and all necessary documents to allow a full assessment.
The SAQ should be signed and dated by the Authorised Representative nominated by each Candidate and submitted by 16:00pm .

Interested parties may make a submission at any time before any of the closing dates and Monaghan County Council may assess submissions when they are received and may decide, before the closing date, to proceed with development agreement as soon as an acceptable proposal is received subject to Department of Housing approval. In other words submissions may be considered on a “first-come-first-served basis”.
Monaghan County Council is not obliged to enter into contract for any proposal submitted as part of this process. Funding is subject to the approval of the Department of Housing, Local Government and Heritage.
Monaghan County Council may also source houses and / or lands and / or turnkey developments by directly approaching property owners, estate agents, online property websites and by all other appropriate means at its disposal.
