Monaghan County Council is currently progressing the delivery of Affordable Housing. Schemes where Affordable Housing is available will be publicly advertised across the Local Authority website, local newspapers and social media.
The Affordable Purchase Scheme sees Monaghan County Council make new, local homes available for purchase to First Time Buyers and Fresh Start applicants at reduced prices, whose combined mortgage and deposit will not cover the market price of the newly built home.
In return, Monaghan County Council takes a percentage equity stake in the Affordable Home, equal to the discount of the purchase price from the full market value of the home.
Monaghan County Council is pleased to announce the approval of 10 new affordable housing units at Sean Ghardíní, Carrickmacross, Co. Monaghan.
This development includes:
- 4 two‑bedroom homes
- 6 three‑bedroom homes
This marks the second Affordable Purchase Scheme to be delivered in County Monaghan and the first such scheme in Carrickmacross, representing a significant step forward in providing accessible homeownership opportunities for the local community.
The key dates and milestones for the Sean Ghardíní Affordable Purchase Scheme are outlined below:
- Applications can be made through a Portal on the Monaghan County Council website (monaghan.ie). The portal will open on Friday 20th March from 8.30am

Monaghan County Council has been actively working to increase housing options across the county, delivering 20 Affordable Purchase homes in Monaghan Town and Carrickmacross, as well as 16 Cost Rental apartments in Monaghan Town. As we plan the next phase of housing delivery, we want to understand the level of demand for future Affordable Purchase and Cost Rental schemes in County Monaghan.

To be eligible for a property under the Local Authority Affordable Purchase Scheme, the following criteria apply:
- The combined gross household income of all of the persons making the application, is below a certain level. This is calculated by multiplying the gross household income by 4. This must be less than 85.5% of the market value of the Affordable Home. (Exceptions to this may apply in certain circumstances)
- The applicant’s gross household income plus deposit plus excess savings must not exceed 95% of the market value of the home.
- The Scheme is for First-Time buyers or qualify under the Fresh Start principle.
- A minimum deposit of 10% of the purchase price is required.
- Each person included in the application must have the right to reside indefinitely in the State.
- The affordable home will be principle place of residence.
- Over 18 years of age.
Monaghan County Council will assess applicants eligibility in accordance with regulations and their Scheme of Priority.
Applications will only be accepted through an online application portal. On the day the application portal opens, a link to apply will be available on Monaghan County Council’s Website. You can proceed to complete the online application form and submit the requested documentation.
The opening date and time for the for the application will be advertised at least two weeks in advance.

In certain circumstances application will be prioritised based on the date and time applications are received.

How can an applicant prepare for an application?

A total of 16 homes will be available , comprising of 8 - No1 Bed Apartments, 7 - No 2 Bed Apartments and 1 - No 1Bed Town House are being made available for rent by Monaghan County Council under the Cost Rental Scheme under the Affordable Housing Act 2021.
All Cost Rentals are set a minimum level of 25% below the market rent.
Monthly rents range between €673 - €1,046 (Deposit - 1 months rent will be required )
All units are unfurnished , whites goods are included.
To be eligible for consideration for Cost Rental Housing, you must meet the following criteria:
- Net household income is below €59,000 per annum. Applicants will have to submit proof of net household income on application.
- Applicants are not in receipt of any social housing supports ( including Rent Supplement or HAP)
- Do not own a property in Ireland or elsewhere
- Household size matches the size of the property advertised ( All members of the household must be living in Ireland at time of applying )
- Applicants can afford to pay the cost rent for home
Priority Criteria
In cases where eligible applications exceed available homes, priority will be given to those where the applicant ( or at least one joint applicant ) can demonstrate :
(a) Residence in the Monaghan Local Electoral Area ( also known as the Monaghan Municipal District ) for at least 12 months prior to application
(b) A place of employment withing 10km of the Park Street cost rental development.
