How to Apply For Council Housing
Monaghan County Council housing section deals with the provision of housing to people who have been assessed under the Council’s Allocation Scheme and are deemed eligible for social housing support. Eligible applicants are placed on the Council’s Housing list in accordance with the Council’s Scheme of Letting Priority.
Do I Qualify for Council Housing?
To qualify for social housing support with Monaghan County Council you must satisfy the following:
- You must be in genuine need of housing and be unable to provide accommodation from your own resources
- You must live in County Monaghan or have a local connection to the County
- You must have a legal right to remain in the State on a long term basis
- Your total household income must be below income thresholds
In order to apply for Social Housing Support you must undertake the following:
- Social Housing Application Form– Download and complete the attached application form in full. Review the attached checklist and submit copies of all supporting documentation relevant to your application along with your completed application form.
- Disability and or Medical Information Form –If applying for Social Housing on Disability and / or Medical grounds please arrange to have the attached form completed in full and submitted along with your application form.
- Affidavit For Social Housing Supports Application – Download and complete the attached form and submit with your Social Housing Application Form if relevant to your application.

Do I Qualify for Council Housing?
Applications from Households which are eligible for, and in need of, social housing support are qualified for social housing support. Applications are assessed in accordance with the Social Housing Assessment Regulations 2011. The eligibility criteria for applicants for allocations of dwellings must comply with the eligibility criteria as set out in the Housing Acts 1966 – 2009, the Social Housing Assessment Regulations 2011 and the Social Housing Assessment (Amendment) Regulations 2011.
Eligibility criteria include:
• Need- You must be in genuine need of housing and be unable to provide accommodation from your own resources.
• Right to live in Ireland- You must have a legal right to remain in the State on a long term basis.
• Age- You must be 18 years of age or older.
• Income- Your net income must be below the thresholds below

Housing Areas
You may apply to one Local Authority only. If you are applying to Monaghan County Council you can choose up to three housing areas in the Monaghan County Council area. You are advised that all choices are of equal priority and you may be offered housing in any of these areas.
Changes of areas of choice may be made once in any twelve month period.
How long will it take before I get offered housing?
Unfortunately this cannot be determined. There is a long list of applicants awaiting social housing support and applicants are housed in accordance with the Scheme of Letting Priorities the next applicant on the list will generally receive the next available and appropriate social housing support. While you are on the Social Housing waiting list your application will be subject to ongoing review to ensure you remain eligible for social housing support. You should remember that your position may go up or down depending on your circumstances and those of other people on the housing waiting list. If you qualify for social housing support you may be eligible for other supports, such as HAP, RAS and AHB accommodation.
Under what circumstances do I need to call to the Public Counter at the Glen or phone with regard to my application for Social Housing Support?
There is only a need to make contact if information has changed with regard to your application as follows: You have changed address – you must fill out a Change of address form.
Adding a child – you must provide a birth certificate and PPSN (Personal Public Service Number)
Adding a partner – you must submit income details and PPSN, photograph, HP1 form and proof of address
Change of income – details must be provided
Removing a member of the household – by written correspondence
You wish to add/amend an Area of Choice – up to 3 Areas of Choice – Note that this will stay in place for one year before Areas of Choice can be changed again.
