Artist Support Scheme 2027

Monaghan County Council values and wishes to support the work of the Artist and extend the range of opportunities for artists to develop their practice. We recognise that we have a responsibility to provide financial and other assistance to artists, so that they can be supported in the making and presentation of their work, and in their professional development.

The artist is not just the creator of art; they also encourage discourse and challenge us to think differently about the world we live in. Artists are crucial contributors to a healthy democracy and are central to development of the Arts in Monaghan. (Framework agreement with the Arts Council).

GUIDELINES

  1. This year’s scheme is open to any individual artist who can demonstrate their track record regardless of whether they have received funding from us in the past.
  2. Monaghan County Council would like to invite individual artists to apply under this scheme and to have their application considered for funding by an independent Assessment Panel.
  3. The Artist Support Scheme is open to applicants who consider themselves Emerging Talent* as well those who have been recognised by their peers as Established Artists**.
  4. Due to the competitive nature of this scheme and the total funding available, this may limit our ability to support all submissions that have merit.
  5. If you have received funding from Monaghan County Council under the Value-Added Scheme in the current calendar year, your submission will not be considered.
  6. If your application to the scheme is successful, you cannot seek funding under the Value-Added Scheme in the same calendar year.
  7. The Artist Support Scheme enables Monaghan County Council to assist artists of all disciplines in their creative practice, professional development, performance/exhibition of work and residencies such as:
  1. Artists’ professional development, (e.g., further training, attendance at peer-to-peer workshops, travel grants within Ireland).
  2. Artists’ creation of art, (e.g., production costs, materials assistance, exploration and research assistance, residency assistance),
  3. Artists, their art, and the public realm, (e.g., performance & recording development assistance, publication & exhibition assistance, projects carried out in collaboration with county organisations)

CRITERIA AND LIMITS

Funding Criteria and Limits are set under two categories.

  • Emerging Talent
  • Established Artist

Emerging Talent *: eligible artists working in a recognised artistic medium should outline their current creative practice.  Applicants previously in receipt of the Emerging Talent bursary may apply again.  Artists who have already received two awards from this scheme are ineligible and are encouraged to apply to the Established Artist strand.

Our aim is to award up to €600 to each approved artist under this heading. This is a recognition from Monaghan County Council that the approved artists are making a positive contribution to the creative and artistic life of the county.

Established Artist **: the artist has a substantive body of work produced to date as recognised by their peers. This scheme recognises excellence in current artistic practice and the quality of the application.  A one-year hiatus is mandatory when an established artist has received funding through this scheme for three years in a row. This stipulation is subject to the number of submissions received and available funds.

Our aim is to award up to €1,000 to each approved artist under this heading a recognition by Monaghan County Council of the artist’s substantive contribution to the artistic landscape of County Monaghan and beyond.

The assessment panel may, at its discretion, award up to two artists €1,500 in recognition of the quality of their submission, and in recognition of the quality of their submission and their ongoing contribution to the artistic landscape of County Monaghan and beyond.

Criteria

  • Artists working in any artform medium are welcome to apply.
  • Artists must either be originally from County Monaghan or currently reside in the county.
  • Applicants in a full or part-time education programme are ineligible.
  • The term “Emerging Talent” assumes that you have presented your work through whichever medium that best suits your creative practice in the public realm or have a commitment to do so.
  • The term “Established Artist” assumes that you have a substantive body of work already created, have presented in the public realm in any medium, and have received recognition for your work by your peers.
  • The assessment of your application will be made by a panel using judgement, experience, and artistic endeavour.

VALUE ADDED SCHEME

The purpose of the Scheme is to add value in our support to Professional Artists who have been awarded a bursary from bodies such as The Arts Council/Culture Ireland or from any national agency with a remit in funding, developing and promoting the Arts. This Scheme should allow the Artist to develop their art practice and provide Artists with the time and resources to research, reflect and critically engage with their art.
