Monaghan County Council, in conjunction with The Paul Hogarth Company has prepared a draft Monaghan Destination Town report.

 

The report sets out the strategic plans of Monaghan County Council for the development of Monaghan as a Destination Town. It is based on a comprehensive process of engagement and sets out a vision for tourism growth over the next 5 to 10 years.

 

The plan’s 21 Actions set out a broad range of opportunities for creative interventions across the town centre, including event spaces, interpretation and future proofing strategies.

‘Monaghan County Council is now inviting applications from community groups in the Ballybay-Clones and South Monaghan Areas. Further applications will be invited when the additional wifi4eu vouchers have been secured.

Note that these groups must be able to achieve high speed broadband within their premises for this to be deemed a valid application.

Completed application forms should be returned by post or by email before Friday 1 November at 5pm. I am also enclosing the information note and application form to be completed by local community groups which may wish to avail of free wifi and broadband facilities.

I would also encourage groups to engage with contacts within the Leader programme based in Monaghan Integrated Development, Castleblayney (042 97 49500) which can assist with further applications for funding for computer equipment and for the delivery of computer training.

Press Release: Monaghan County Council launches Wifi4EU scheme 

The Wifi4EU initiative is an EU led scheme which hopes to develop more digital communities and improve digital access across the European Commission area.

Monaghan County Council has launched the first phase of its Wifi4EU scheme and now invites community and voluntary groups to apply for inclusion to receive free public wifi under the scheme. So far, the council has received EU support for two areas within the county. It is expected that two further areas will receive EU vouchers within the coming months.

The scheme was developed to deliver free public wifi for public spaces in towns and villages throughout the EU area. Monaghan County Council now plans to install broadband and wifi access points in multiple locations for a period of 3 years. Already a number of suitable sites have been identified that will allow the local authority to expand public wifi within existing towns and villages.

The full capital cost for rolling out the complete Wifi4EU programme within the whole county will be up to €120,000, or €30,000 per region. This will be funded by the EU with matched funding from the Department of Rural and Community Development.

Monaghan County Council will also be supporting this initiative by undertaking the running costs for the whole Wifi4EU program within the county for three years. The Wifi4EU project will be rolled out by county broadband officer, John McArdle. Monaghan County Council now intends to make Wifi4EU accessible to local groups where affordable high speed broadband is currently available.

Community Applications for free wifi now open in South Monaghan and West Monaghan areas

The first phase of the Wifi4EU call will cover community groups within the  Ballybay-Clones  area, together with groups located in the South Monaghan area around Carrickmacross.

The Council now invites applications from community and voluntary groups within the Ballybay-Clones area and within the South Monaghan area within and around Carrickmacross. These spaces can include public administration premises, community halls, local authority facilities, playgrounds, tourist locations, sports facilities or other business premises which facilitate public access.

Groups will be invited to demonstrate how they can use these new wifi facilities to benefit the community and how this can be a stepping stone towards building more digital skills within the area.

High Speed Broadband is a key requirement.

It is expected that high speed broadband must be available at present in the local facility in order to ensure that the public wifi matches all of the stipulations set out within the Wifi4EU agreement. These broadband wifi access points must operate at a minimum of 30Mb download speed to fulfil the criteria for the Wifi4EU grant. Applications where the broadband speed does not meet this requirement will be excluded.

As part of the implementation, all safeguards in relation to web content filtering will be put in place. This will ensure that only content deemed to be safe can be viewed on the internet by users. It is estimated that 10-15 wifi access points will be installed for each area.

Draft Waste Bye-Laws 2019

Pursuant to Section 35(1) of the Waste Management Act 1996 as amended and Section 199(1) of the Local Government Act 2001 as amended and in accordance with Part 19 of the Local Government Act 2001 as amended, Monaghan County Council proposes to make a bye-law entitled ‘County of Monaghan (Segregation, Storage and Presentation of Household and Commercial Waste) Bye-Laws, 2019.

 

The purpose of making the bye-law is to ensure that households and businesses provide evidence of participation in an authorised waste collection service, use approved receptacles and storage, appropriately segregate waste and remove hazardous waste and ensure that an orderly waste collection is carried out in County Monaghan.

 

 

The penalties proposed for contravention of the bye-law is a fixed payment notice of €75 to be paid within 21 days and failing payment of the fixed penalty notice a maximum penalty on conviction of €2,500. Penalties for continued offences post-conviction are also provided for.

 

 

A copy of the proposed bye-law is available for inspection at the offices of Environmental Services, Monaghan County Council, Riverside Road, Carrickmacross, Co. Monaghan between the hours of 9am – 5.pm, Monday to Friday for an eight-week period from Thursday 10^th  October  until the 5^th December  2019 or at the link below. A copy of the draft bye-law may be obtained by any person on the payment to Monaghan County Council of such fee (if any) as the local authority fixes not exceeding the reasonable cost of copying it.

Mains Flushing to Carrickmacross Public Water supply 

Irish Water and Monaghan County Council

 

Monaghan County Council on behalf of Irish Water wishes to advise that water mains flushing will take place from Monday 14^th of October 2019 to Friday 29th November 2019, on the Carrickmacross Public Water Supply Scheme.

 

The following areas will be affected Ballybay road , Monaghan road , Crossmaglen road , Convent lands,  Dublin road, Carrickmacross town centre & Shercock road .

 

Mains flushing is undertaken to improve the quality of water supplied to our customers. Customers in areas where flushing will take place will notice a temporary discoloration to their water but this discolouration will clear when allowed to run for a few minutes.

Water users may also experience reduced pressure for the duration of these works.

Met Eireann have advised MCC in relation to Storm Lorenzo that Monaghan is being placed under a yellow rainfall warning from Thursday 3^rd October at 9am until Friday 4^th October 6am. Rainfall is forecasted and is expected to be within the range of 8-10mm.

Monaghan County Council’s Severe Weather Assessment Team (SWAT) continues to monitor local conditions closely as the storm progress and we also wish to advise that Met Eireann has a yellow wind warning is in place across the county from 9am this morning until 6pm this evening. We are being advised by the forecaster that the strongest of the winds are to be expected today between 12 noon and 6pm.

Monaghan County Council advises the public to be vigilant with regards to fallen trees and debris. Surface flooding may arise due to heavy rain and fallen leaves blocking drains and gullies.  Therefore we advise property owners to check their drains and gullies for potential blockages.

Motorists are advised to take extra care while driving during stormy weather and only make necessary journeys.  Monaghan County Council wish to inform the public that all services are in a state of readiness should they be required.

Congratulations to Glaslough, Carrickmacross, Monaghan Town and Killeevan on their success in the 2019 Ireland’s Tidy Towns

Monaghan County Council wish to congratulate Glaslough on being named Ireland’s Tidiest Town and Ireland’s Tidiest Village for 2019. Congratulations also go to the other award winners in the county, Carrickmacross, Monaghan Town and Killeevan.

This is a fantastic achievement in a field of a record number of 918 entries from towns and villages throughout the country in the SuperValu National Tidy Towns competition.

Glaslough also won the regional award for the highest scoring entry in the Northwest and West and retained their Gold Medal Award for the 7th year in row.

Congratulations to other Monaghan winners; Killeevan who were awarded the Endeavour Award for the most improved town or village in the county, Carrickmacross retained their Gold Medal Award for the 8th year in a row and Monaghan Town retained their Silver Meal Award for the 4th year in a row.

Speaking after the awards ceremony, Minister Ring said: “This is a fantastic achievement for Glaslough who are very deserving winners.  Glaslough, who first entered the SuperValu TidyTowns competition in 1966, have great passion and pride in their community. They have been consistently achieving high standards in the competition at local, regional and European level. Today, all that commitment and dedication has paid off with the top prize being awarded to them. This is the second time that Glaslough has been awarded Ireland’s Tidiest Town, which is a remarkable achievement and shows that the commitment and enthusiasm of the TidyTowns committees continues to remain strong.’’

Monaghan County Council among 9 Irish finalists shortlisted for 3rd European Innovation in Politics Awards

Nine finalists from Ireland are in the finals of the annual Europe-wide competition for creative political work which is being awarded for the third year by the Innovation in Politics Institute.  The Award winners will be announced in Berlin on 4^th December 2019. Out of 402 submitted projects from across Europe, 80 finalists were selected by a jury of more than 1,000 citizens from all European countries.

Monaghan County Council has been shortlisted in the Human Rights Awards Category for ‘Supporting people to exercise their right to vote: Your Vote Your Voice – an easy to read guide to voting’.

Following the ratification of the UN Convention on the Rights of People with a Disability in 2018 and with Local and European Elections taking place in 2019 it felt it was an important time to focus on the rights of people with a disability, in particular, the right to vote. Reproductive justice: mandatory inquests for all maternal deaths   Award category: Human rights	The introduction of mandatory inquests for all maternal deaths become law in July 2019, a first in Europe specifically for maternal deaths. Despite persistent patterns of women dying in Irish maternity hospitals, these deaths were not subject to public scrutiny. Between 2011-2013, there were 27 maternal deaths, with only three inquests. Ireland was failing obligations under the European Convention on Human Rights, Article 2, the right to life, including the right to know why sudden death has occurred. The third dimension of Article 2, a remedy to prevent such deaths in future, was denied by the absence of inquest. Between 2008 and 2014, eight families fought for inquests to discover why the mothers of their children had died giving birth. All returned verdicts of death by medical misadventure, signalling catastrophic failures of care. In 2014, independent parliamentarian Clare Daly TD joined hands with the Elephant Collective, grassroots citizen activists, to achieve this. While the Collective toured the country with its multi-media exhibition to raise public awareness, Deputy Daly worked relentlessly in Dáil Eireann introducing a bill to secure legal reform. In May 2019, under the careful stewardship of Minister for Justice and Equality Charles Flanagan, who with his staff worked extraordinarily hard on respectful legal approaches, the Dáil passed the Coroners (Amendment) Bill 2018 for mandatory inquests for all maternal deaths. Moyross Training at The Bays   Award category: Jobs	A low level of economic activity and lack of any significant economic base is a particular problem within the Moyross area of Limerick city. The 2016 census shows that nearly of quarter of the electoral divisions with the highest unemployment areas in Ireland were in Limerick City and County, including Ballynanty (Moyross), with 43.6% unemployment. The target group for The Bays Training programme is unemployed adults aged over 18, primarily from within the Moyross regeneration area of Limerick City. There is a high youth dependency rate (about 32%) in the regeneration areas of Limerick. “The Bays” training facility delivers an integrated service approach to equip unemployed residents of the Northside regeneration area of Limerick City with the skills and confidence to secure employment. The facility provides a trades-based training approach focused on equipping clients with industry-specific skills currently being sought in sectors such as construction and manufacturing. Athboy Walkability and Inclusive Town Developments   Award category: Human rights	Promoting Athboy as an inclusive and progressive town, Councillor David Gilroy recently led an Age-Friendly Walkability Audit in the town to address accessibility. A unique aspect of this audit was considering cognitive and sensory impairment as well as physical access issues. Cllr Gilroy works closely with the business community, and Athboy has been nominated as Meath’s Friendliest Town in this year’s retail excellence awards. Athboy has a fantastic community centre that features a “Changing Places’ toilet facility, which has a height-adjustable bench and hoists to enable people with more profound disabilities to use facilities. In 2019, Athboy is hosting the Leinster Fleadh, a prestigious traditional Irish music competition. Athboy is close to one of Meath’s two Gaeltacht areas where the Irish language is spoken daily. Athboy has many other inclusive and progressive developments, including biodiversity zones and a sensory garden. Age Friendly Ireland, A Shared Service of Local Government   Award category: Quality of life	In April 2019, Ireland became the first country ever to have a full country committed to the World Health Organisation’s Age-Friendly Programme. Meath County Council takes the lead on developing Ireland as an Age-Friendly country through its establishment of an Age-Friendly Ireland local government shared service. The shared service provides support and guidance to all 31 local authorities in developing their county and city Age Friendly Programmes. Age-Friendly Ireland works in partnership with the public sector, private sector and NGO sector to prepare Ireland for population ageing and to address older people’s issues under the eight themes of the World Health Organisation’s Age-Friendly Programme. When philanthropic funding for this work came to an end, Meath County Council offered to host the Age-Friendly Programme on an interim basis to ensure continuity to the work. Meath County Council then bid to host the Shared Service for Age-Friendly work in Ireland. This has been in operation as shared service since 2018. Ireland’s Age-Friendly Programme is at an advanced stage and well regarded internationally, with continued support from Meath County Council to drive this innovative work. First time divestment from fossil fuels   Award category: Ecology	The Fossil Fuel Divestment Act was introduced by Thomas Pringle TD. The Act obliges the Ireland Strategic Investment Fund (ISIF) to divest public money from investments in companies whose primary activity is fossil fuel exploration, extraction or processing. The ISIF is a €7.9 billion commercial investment fund, designed to support economic activity and employment in Ireland. It is managed by the National Treasury Management Agency and reports to the Minister for Finance, Public Expenditure and Reform. Once the legislation was enacted in December 2018, the ISIF immediately moved to divest all investments covered by the law. This amounted to 38 global companies and a total of €68m of public money divested. Its introduction was an attempt to compel the Irish Government to respond to Article 2 of the Paris Agreement, where States commit to making finance flows consistent with action on climate change, and to highlight the need to significantly speed up the phase-out of fossil fuels in Ireland and globally if the Paris Agreement temperature limits are to be achieved. A New Public Library Strategy: Our Public Library 2022: inspiring, connecting and empowering communities   Award category: Civilisation (arts, science, education)	Mr Michael Ring, TD, Minister for Rural and Community Development published the new public library strategy ‘Our Public Libraries 2022 “Inspiring, Connecting and Empowering Communities’ in 2018. The strategy aims to make libraries more open, accessible, and better able to meet the needs of the public in an ever-changing society. It also seeks to improve access, use and visibility of the library, developing them as community hubs. The removal of library fines is a recent initiative under the strategy and ensure finances are not a barrier to enjoying the benefits of the library. The new My Open Library service will extend to a hundred branches by 2022. In 2018 the strategy provided the platform for an €8 million investment in ICT, equipment and software to support the growing digital and technological demands of modern society. This supported the installation of meeting room technologies and digital learning suites in public libraries. Improving health and wellbeing for people in all communities is a national priority. Amendments to existing 275kV line removing one existing 275kV tower and erection of two new 275Kv towers. Connection via a new 400/275kV substation at land to the rear of 152 Trewmount Road.

O/2013/0214/F – Carry out associated works required for the erection of a single circuit 400kV overhead line comprising 102 towers over 34.1kms from Trewmount Road, Moy, in the townland of Turleenan to the border with the Republic of Ireland at the townland of Doohat or Crossreagh and a further section of overhead line extending for 0.2kms across the townland of Crossbane. Works to include site levelling, site preparation works, amending existing access points, construction of new access points, construction of new access lanes, construction of working areas, stringing areas, guarding, site boundary fencing and related mitigation works. Associated works required to amend the existing 275kV line removing one existing 275kV tower and erection of two new 275kV towers. Associated works required to enable connection via a new 400/275kV substation at Trewmount Road.

Notice of Passing of Resolution to Vary Basic Rate of Local Property Tax

The Finance (Local Property Tax) Act 2012 (as amended), makes specific provision that the Elected Members of a local authority may pass a formal resolution to vary the basic rate of the Local Property Tax for their administrative area by a percentage known as the Local Adjustment Factor. Article 10 of the Local Property Tax (Local Adjustment Factor) Regulations 2014 requires a local authority that has decided to vary the basic rate of the local property tax within its administrative area to give public notice of that decision.

In pursuance of the provisions of section 20 of the FINANCE (LOCAL PROPERTY TAX) ACT 2012 (as amended), I the undersigned hereby notify the Minister for Housing, Planning, and Local Government of the passing of a resolution at a meeting of Monaghan County Council on 2nd September 2019 to the effect that the basic rate of local property tax should be varied upwards by fifteen percent (15%) for the year 2020 in respect of relevant residential properties situated in the local authority’s administrative area.
