With just eight weeks to go to the Brexit deadline on 31 October, the Government has published nine practical steps all businesses – large and small – should now take to prepare for the UK’s departure from the EU.  The user-friendly digital guide was launched by Tánaiste and Minister for Foreign Affairs and Trade Simon Coveney TD, Minister for Business, Enterprise and Innovation Heather Humphreys TD and Minister for European Affairs Helen McEntee TD at International Markets Week 2019.

Notice is hereby given pursuant to Article 81(1) of the Planning and Development Regulations 2001 (as amended) for development works

 

In the townlands of Roosky, Mullaghmonaghan and Tirkeenan, Monaghan, Co Monaghan.

The proposed works will consist of:

  • The installation of a 3m wide x 1.5m high box culvert which will cross under the Glen Road and N54 Macartan Road and up Castle Road.
  • Upgrade the existing Ulster Canal outfall into the Shambles River.
  • Lowering the current weir in the Ulster canal by approximately 0.5m and install 2No. 1200mm diameter pipes that run approximately 25m in length to connect to the new 3m wide x 1.5m high box culvert.
  • Remedial works to the Ulster Canal for a length of approximately 200m from the Glen Road to the proposed 2no. 1200mm diameter pipes inlet location.
  • Raising the level of the Castle Road and surrounding footpaths by up to 1.1m in height from the junction with the N54 – to 54.1m OD.
  • The demolition and re-construction of part of the boundary wall in and around St Louis convent grounds. The wall is within the curtilage of protected structures.
  • The temporary closure and relocation of the existing entrance into the credit union carpark.
  • All associated site works.

 

Plans and particulars of the proposed development are available for inspection or purchase, at a fee not exceeding the reasonable cost of making copies, at the offices of the Planning Section, Monaghan County Council, The Glen, Glen Road, Monaghan, H18YT50 and also at Roads Section, MTEK II Building, Knockaconny, Armagh Road, Monaghan during office hours up to and including Thursday 10th October 2019.

 

Submissions and observations in relation to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated may be made in writing to the Planning Section, Monaghan County Council, The Glen, Glen Road, Monaghan, H18YT50, up to 5pm on Thursday 24th October 2019.

2019 is the year that the Taste of Monaghan returns to its roots in Church Square and the event will take to the streets on Saturday the 28th of September with a new Street Food themed Festival from 11AM-7PM. For 2019, the committee have reconfigured the event into a FREE one-day celebration of local food, art, crafts and wonderful demonstrations from a fantastic line up of chefs.

 

There will be a carnival style atmosphere in town with street art, entertainment for all the family, music and smells that invigorate the taste buds. As a Top 10 Food Destination for the past 4 years the judges recognized that Monaghan has tastes for every palette and the Street Food Festival is a place for locals and visitors alike to try new things and make connections with producers responsible for the bounty offered in the drumlins.

 

This year’s event will be a celebration of the ever-changing food scene in Monaghan. Visitors can draw inspiration from demonstrations delivered by a host of talented chefs who will showcase the rich local produce in creative ways. We will be joined on stage by Chef Joe Shannon (Radisson Blu), Chef Sham Hanifa (The Cottage Restaurant), Chef Pauric White (The Forge Restaurant), Kevin Redmond (Andys Bar & Restaurant), Chef Sean Redmond, Chef Edvardas Viliušis (Taste of Tuscany)  local Dietician Edel Russell from the HSE, Taus and his team from the Eastern Balti and special appearance from Gerald Kean from Operation Transformation.

 

Streetfood is growing year on year and Monaghan will host a collection of some of the best from the region that will be serving delicious treats from tacos to crepes to smoked ribs. Food trucks are making it big by concentrating on a creating a small amount of dishes and perfecting them. Saturday the 28th of September will be your chance to sample all types of flavours.

 

All of our streetfood exhibitors have been encouraged to source and use local products in their unique dishes. Some of the local Street food connoisseurs will know, Blasta Street Kitchen with their Tex-Mex and barbeque and Turtle & Hare Dining with their delectable gluten-free baked treats. They will be joined by the Hungry Hipster, Il Carro Pizza, Baked with Love & Coffee Doc to name a few.

 

In addition to street food, we will welcome back some of our local and celebrity chefs to our demonstration kitchen which will be hosted in Church Square thanks to our sponsor Flo Gas, to display their favourite ways to prepare local ingredients in the home using simple techniques that can be mastered by any home cook. There will be lots of different types of demonstrations including healthy lunch packs and family meal planning.

 

The Street Food Festival will celebrate the food and products of Monaghan. It will focus on eating sustainably, and locally while also reducing waste. All the chefs, both on the demonstration stage and in the trucks, will be using and highlighting the outstanding products available locally. Entertainment for the kids including live performances, street art, music, graffiti artist workshops, face painting, and games plus craft vendors will make Monaghan Town the place to be for the whole family on the 28th of September.

DRAFT SCHEME FOR THE

ESTABLISHMENT OF THE STRATEGIC POLICY COMMITTEES

Following the local elections held in May 2019 it is now necessary for Monaghan County Council to re-establish the Strategic Policy Committees (SPCs) which will continue to form an important part of the local government framework for the county.

The representational structure on each SPC is designed to bring together both elected members and people actively working with social, economic, cultural and environmental bodies to develop and review policies related to Council services.

At the September meeting the Council adopted a Draft Scheme for the establishment of four Strategic Policy Committees.  The Draft Scheme, which has been developed in accordance with guidelines issued by the Department of the Environment, Community and Local Government provides for the following committees:

(i)  SPC for Housing, Social and Cultural.

(ii)  SPC for Climate Change and Environment.

(iii)  SPC for Economic Development and Enterprise Support.

(iv)  SPC for Transport and Community.

 

Membership of the SPCs will comprise:

  • local elected members (to be nominated by Monaghan County Council).
  • Representatives from the Cultural/Community/Voluntary/Social Inclusion sectors to be nominated by Monaghan Public Participation Network.
  • The nominees from the other sectors – Tourism/Agriculture/Trade Union/Environment/Development/Construction/Business to be made by their respective national representative bodies.

The Draft SPC Scheme and Department Guidelines are now available for inspection at www.monaghan.ie or at the offices of Monaghan County Council, during normal office hours.  Submissions on the draft scheme are now being sought and should be received by 5.00 p.m. on 3rd October 2019.

Monaghan Town Free Wifi Extended

Monaghan Town Free Wifi extended

As preparations continue for the blues festival at the weekend, Monaghan County Council has just completed the latest phase of its Monaghan Town wifi project in conjunction with Magnet Networks. In the past year, Magnet networks have installed 9 wifi units in two phases throughout Monaghan Town to offer a free wifi network to all visitors to the town. This free wifi will be available to all visitors to the town throughout the weekend for the festival.

Philip Clapperton, Director of Regional Sales on behalf of Magnet Networks explains that this is part of a large project to deliver free wifi to a number of significant towns across the country, including Monaghan, Westport, Carrick on Shannon and Sligo. He adds: “With each access point offering a high quality signal across a range of up to 150 metres, this allows users and visitors to each town free, safe internet access. Magnet Networks also hope to engage with local businesses to see about advertising special offers from Monaghan and other commercial offerings of interest to consumers. To join the network, users need to either add a few simple details and email address, or connect via Facebook. Following this users can then opt in to receive the special offers available from these businesses.

This project has been a collaboration between local business owners who have agreed to host the equipment required for the wifi network in order to help promote business and tourism within the town. The initial infrastructure was installed in Summer 2018, but in recent weeks, this has now been extended to cover the area around Peters Lake. Earlier in the Summer, the wifi network was extended along the full length of Dublin St. as far as Old Cross Square. Currently, the wifi network extends along Park St. from Rocks Stationery shop to Monaghan Museum; along the back of Glaslough St. car park (beside Peters Lake). It also covers the area from the Courthouse to the Diamond, extending on along both Glaslough St. and Dublin St. as far as Old Cross Square.

This project has been delivered by Monaghan Municipal District, together with County Broadband Officer, John McArdle. He comments: “Monaghan County Council is committed to promoting the use of broadband and free wifi wherever possible. We have had free wifi available within all five of our towns since 2017, and this complements the services on offer through our public libraries with free internet access for users with their own phones or tablets, together with tablets and PCs available for use within each library branch. It demonstrates our commitment to offering free and accessible wifi to visitors as part of our efforts to enhance the facilities available within our town centres.”

Progress Report on Castleblayney Courthouse /Market House – 2 Sep 2019

Works on the Market House were completed on 26 August 2019, security fencing was removed and the roads Market Square were re-opened on 27 August 2019. Works completed on the Market House include:

  • Asbestos slates and the existing roof structure has been taken down and removed;
  • The cupola has been taken down and placed in storage;
  • Unstable sections of the four chimneys have been taken down to eaves level;
  • Removal of all existing windows is complete and clear out of all debris from the building interior complete;
  • Taking down and removal of 2 nr. chimneys structures and adjoining wall to first floor level is substantially completed;
  • Taking down and removal of damaged and unstable sections of the terracotta vaulted arched ground floor structure
  • Installation of stability bracing to the building interior complete and protective paint coating applied
  • Timber bracing remedial works to all existing windows (circa 52 no.) throughout the building is complete
  • Precast concrete lintels and dry packing installed to replace missing/rotten timber lintel heads for windows and doors throughout the building (27 no. windows and 20 no. doors)
  • Lime mortar capping applied to the top of relevant sections of external and internal wall

 

A Conservation Architect was engaged by Monaghan County Council to oversee the works. Gaffney & Cullivan Architect has completed the surveying and recording of all associated conservation elements from the building.

The Structural Engineers Alan Clarke & Associates Ltd., engaged by the Council in 2018, carried out an assessment of the Masonry Walls of the Market House in August.  They recommended that an ongoing monitoring programme is established (4/6 monthly visual inspections) to identify further threats to the stability of the walls.

Their opinion is that the existing masonry walls, in their current condition, could be retained and reused as part of a redevelopment of the building. A new internal structural frame and a new roof in conjunction with the existing masonry walls would form the principal components of the new building structure and the existing walls would be tied into the new frame/floors to ensure their stability.

The costs of the structural works including engineering fees exceeds €400,000 to date.

The feasibility of retaining and reusing the remaining masonry structure would be dependent on future refurbishment works taking place before significant further deterioration to the structure can occur. The condition of the building would need to be reviewed in 3- 5 years if no redevelopment work has occurred in that period.
