Temporary Closing Of Roads

St. Patrick’s Day is coming upon us once again and we are taking names of any organisations, businesses, bands etc. that wish to take part in this year’s fun! We are anxious to recreate last year’s success and make this year’s parade even bigger and better! There will be prizes for Best Bands and Best Floats!

The parade begins at 3pm on Tuesday, March 17^th and promises to be a great day out for all.

We hope to see as many bands, community groups, schools and businesses’ from Carrickmacross and its surrounding areas getting involved in this year’s parade.

All roads lead to Monaghan Town on St. Patrick’s Day, Tuesday 17th March, to celebrate the best of what Monaghan has to offer at the annual St. Patrick’s Day Parade.

The parade kicks off at 3 pm and promises to be a great fun day out for all the family. Starting point for all entrants is the Lower Courthouse Car Park.

The theme this year is ‘Giants of Monaghan” and participants are asked to incorporate this theme into their entry.

Prizes will be awarded for Best Commercial Float, Best Community Float incorporating the use of the Irish language, and Best Marching Band. An award will also be given to the best window display incorporating the use of the Irish Language and also for the most innovative float.

The organising Committee would like to encourage as many people from the town and surrounding communities to become involved and participate in this year’s parade. We would encourage Businesses to sponsor/adopt a community group and work together to enter a float.

County of Monaghan( Segregation, Storage and Presentation of Household and Commercial Waste) Bye-Laws 2020

 

NOTICE IS HEREBY GIVEN that Members of Monaghan County Council at their meeting held on the 06th January  2020 adopted the County of Monaghan( Segregation, Storage and Presentation of Household and Commercial Waste) Bye-Laws 2020 pursuant to the provisions of Section 35(1) of the Waste Management Act 1996, Section 199 (1) and (2) of the Local Government Act 2001, and in accordance with Part 19 of the Local Government Act 2001. These  Bye-Laws will regulate and control the segregation, storage and presentation of household and commercial waste within its functional area and provision is made within these Bye-Laws for the imposition of fixed payment notices in accordance with Section 206 of the Local Government Act, 2001. These Bye-Laws repeal the County of Monaghan Byelaws for the collection, storage and presentation of waste and certain related waste management matters dated 2009.

 

These bye-Laws entitled County of Monaghan( Segregation, Storage and Presentation of Household and Commercial Waste) Bye-Laws 2020 shall come into came  and have effect from 1st February, 2020. Copies of the Bye-Laws are available for inspection/collection during normal office hours at Environmental Services, Monaghan County Council, Riverside Road, Carrickmacross, Co. Monaghan and on the following website: www.monaghan.ie A copy of the Bye-Laws will be made available to any person at no cost.

Further Details Monaghan Town Centre CCTV Scheme Consultation 2020 (PDF)

Monaghan County Council has been working towards putting a CCTV scheme in place in Monaghan town centre for a number of years. The scheme was held up due to a national issue concerning clarity on who would control the data recorded by the cameras. This has now been resolved, with Monaghan County Council agreeing to act as the Data Controller.

As some time has passed since we last consulted with the public on the proposed scheme (Jan 2018), we wish to provide the community with another opportunity to review the proposed camera locations and have your say on how the scheme is to be run.

What is being proposed?
There are some changes to the original proposal, as we have expanded the scheme and changed the spec of the cameras. The original scheme was for eight cameras at eight locations throughout the town. The 2018 consultation identified a number of additional areas that the public wished to have added, and there are now 17 proposed locations in the new scheme.

The initial proposal of one PTZ (Pan Tilt Zoom) camera at each location has been changed to providing a camera pointed in each direction at each location. This removes the need for staff monitoring the cameras in the Garda station in order to focus the cameras on any issues on the streets. The cameras will now be continuously recording in every direction.

Two automated number plate recognition cameras will be erected, one on Glaslough St, and one at the Margaret Skinnider Roundabout. The purpose of these cameras is to track the movements of criminals and aid the Gardai in intercepting them.

Data Protection
The cameras will be blanked where they cross private property/windows etc. to preserve the privacy of individuals. The recording equipment will be located in the Council Offices. To access footage, Gardai will make a written request for data from a specific camera and for a specific date and time. The Data Controller will be a named person of senior ranking within Monaghan County Council.

Next Steps
Following the close of the public consultation, we will seek Garda Commissioner approval to proceed to set up the scheme.

It is hoped, subject to all approval, to go to tender in spring 2020 and to have the system fully operational before the summer.

A grant has been secured from the Department of Justice’s Community CCTV Scheme and Monaghan Municipal District Council has set aside additional funding, so the funds are in place to go ahead immediately with this scheme if approved.

Notice of Relocation of Council Planning Office

Please take note that the Council Planning Office is re-locating from Monaghan County Council’s Offices, The Glen to a new office at No.1 Dublin Street, Monaghan. The new Planning Office will open to the public on Monday 10^th February 2020 and all new planning applications must be submitted to the new office at No. 1 Dublin Street from this date.

All site and press notices for any new planning applications being submitted from Monday 10^th February 2020 onwards must state the application may be inspected/purchased at The Planning Office, No.1 Dublin Street instead of The Glen.

Lambing time will soon begin again.

Every year in Monaghan, there are many attacks on sheep by dogs, particularly around lambing time.

These attacks cause great cruelty and result in sheep and lambs dying from their injuries, lambs being aborted, and stock not thriving for fear of further attacks.

These attacks result in serious losses for the farmer, including veterinary fees, disposal of dead animals, the value of the dead sheep and lambs, and loss of thrive.

Any dog, large or small, may become involved in attacking sheep – MAKE SURE YOUR DOG DOESN’T GET THE CHANCE!

If you own a dog or dogs, you are required to:

• Keep your dog under control at all times. This means not allowing your dog off your property unaccompanied.
• Have a microchip certificate of registration which proves that your dog is microchipped and registered to you. (Required since April 2016)
• Ensure that every dog under your control wears a collar bearing the name and address of the owner at all times and that the name and address are legible.

Notice is hereby given that The County Rate has been duly made on the rateable properties in County Monaghan.

The Annual Rate on Valuation for the Ordinary Expenditure for Monaghan County Council for the service year ending 31^st December 2020 is €0.226

 

The Rate Book is now in my custody and may be inspected by any person affected thereby at the Offices of Monaghan County Council, The Glen, Monaghan. The said rates will be payable from and after the publication of this notice.

 

Under Section 7(1) of the Local Government (Financial Provisions) Act 1978, any person who is aggrieved at the failure of a rating authority to make them an allowance under the Act or who believes that they are entitled to a different allowance to that made, may within two months of the date of the making of the rate, request the rating authority in writing to grant the appropriate allowance. In case the request is not complied with within 28 days the person may, within four months of the date of the making of the rate, apply to the District Court to have the appropriate allowance made.

 

The above rate was made on the 30^th January 2020. Any request in respect of an allowance under Section 7(1) of the Local Government (Financial Provisions) Act 1978, must therefore be made to Monaghan County Council not later than 30^th March 2020.  Any application to the District Court under the same provisions must be made not later than 30^th May 2020.

Public Alert:

Mains Flushing to Monaghan Town  Public Water supply

Irish Water and Monaghan County Council

 

Monaghan County Council on behalf of Irish Water wishes to advise that water mains flushing will continue to take place until February 28th 2020, on the Monaghan town Public Water Supply Scheme.

 

The following areas will be affected Cootehill road, Poundhill, Manor Wood, Killyconigan, St Davnets, Clones-Scotshouse road, Hospital—Milltown road,  Monaghan Town Centre, Derry road, Coolshannagh road, Derry road, Dublin road  .

 

Mains flushing is undertaken to improve the quality of water supplied to our customers. Customers in areas where flushing will take place will notice a temporary discoloration to their water but this discolouration will clear when allowed to run for a few minutes.

Water users may also experience reduced pressure for the duration of these works.

We regret any inconvenience caused.
