Litter Management Plan 2026–2029
Monaghan County Council adopted the Litter Management Plan 2026–2029 at its meeting on 6 June 2026. The new Plan replaces the previous Litter Management Plan 2021–2023 and sets out the Council’s priorities and actions for tackling litter pollution across County Monaghan over the next three years.
The Plan aims to deliver measurable improvements in litter prevention and management through the following key objectives:
- Education and Awareness
- Partnership and Community Support
- Local Authority Litter Prevention and Control Actions
- Enforcement and Regulation
In Simple Terms, What This Plan Means
- Prevent and control litter pollution throughout County Monaghan.
- Eliminate litter blackspots.
- Continue to develop education and awareness programmes in partnership with schools, community groups and local organisations.
- Support new legislation, initiatives and actions, including measures contained in the National Waste Action Plan for a Circular Economy.
- Ensure robust enforcement measures are in place to deter and address litter offences.
Building on the achievements of previous Litter Management Plans and related initiatives, the new Plan recognises that litter remains a significant challenge both locally and nationally. Reducing litter and managing it effectively will continue to be a priority for Monaghan County Council.
While enforcement plays an important role, the Council acknowledges that a successful response to litter requires a collaborative effort involving communities, businesses, schools, voluntary groups, and individuals. Personal responsibility and positive environmental behaviour are essential to achieving lasting improvements.
The Plan sets out a range of objectives and actions under the themes of litter prevention, litter control, and education and awareness. In accordance with the relevant regulations, an annual progress report will be presented to the Council to monitor implementation and measure progress.
Through the delivery of this Plan, Monaghan County Council is committed to creating a cleaner, healthier and more attractive county—one that is free from litter, protected from pollution caused by careless waste disposal, and supportive of County Monaghan’s rich natural environment and biodiversity.
