Roads Programme

Ever wondered what happens when roads get a new lease of life without digging them all up?
That’s where Dry In-Situ Recycling comes in — a smarter, greener way for Monaghan County Council to renew our roads.

Better for the environment – reuses what’s already there, less waste
Cost-effective – stretches your local roads budget further
Quicker – less disruption, more time for you to get where you’re going

We’re proud to be using this innovative process to keep Monaghan moving while protecting our environment and community.

Microsufacing

In 2025, Monaghan County Council delivered a programme of Microsurfacing works as a sustainable alternative to conventional hot mix asphalt patching. Microsurfacing involves applying a carefully engineered mix of bitumen emulsion, aggregates, water, and additives to the road surface, creating a thin but highly durable wearing course. The process is quick to apply, minimises disruption to road users, and extends the life of the pavement by sealing the surface against water ingress and restoring skid resistance. Following the Microsurfacing, surface dressing was carried out to further protect the pavement and provide an improved running surface. Together, these treatments offer a cost-effective and efficient solution for maintaining the road network while reducing environmental impacts compared to traditional methods.

Paving the Way with RAP: Innovation in Road Construction
Since 2020, Monaghan County Council has led the way in sustainable road construction through the use of Cold-Mix Reclaimed Asphalt Pavement (RAP). This pioneering approach reduces carbon emissions, cuts costs, and delivers durable roads with minimal disruption.

From screening and batching at our RAP Depot in Lislanley to laying and testing on-site, every step reflects our commitment to efficiency, quality, and environmental responsibility.

Cold-Mix RAP isn’t just a short-term solution — it’s the future of road construction in Monaghan.
