Notice is hereby given pursuant to Article 81(1) of the Planning and Development Regulations 2001 (as amended) for development at The Market House / Court House and surrounding Market Square environs in the townlands of Onomy and Drumillard Little in Castleblayney, Co. Monaghan.

                                                                                                                                                                               

The proposed development will consist of:

 

  • The change of use, refurbishment and restoration of the former Castleblayney Market House / Court House (a protected structure) into a public facility providing cultural, retail, hospitality, office uses and associated ancillary spaces. Works will include new floors, internal walls, stairs and lift within the existing building, a new roof top events space and open air viewing deck, the provision of solar PV panels at roof level along the southern elevation and the restoration of the bell tower.
  • Alterations and improvements to the public realm of Upper and Lower Market Square environs to include the realignment of vehicular carriageways, alterations to traffic and parking layouts, pedestrian crossing facilities, expansion of the plaza surrounding the Big Tom statue, upgrading and widening of footpaths, landscaping works, public lighting works and new street furniture.
  • All associated site works.

 

In accordance with Article 81(2)(ca) and 120(1B)(b)(i) of the above-mentioned regulations, Monaghan County Council, as the competent authority, has concluded from a Screening Determination, which is based on an examination of the nature, size and location of the proposed development, that there is no real likelihood of significant effects on the environment arising from the proposed development, and as such has determined that an Environmental Impact Assessment is not required. This Screening Determination is available for inspection, and at any time before the expiration of 4 weeks from the date of publication of this notice, any person may apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.

 

In accordance with Article 250(1)(ca) of the above-mentioned regulations, Monaghan County Council, as the competent authority, has concluded from a Screening Determination, which is based on an assessment of best scientific knowledge, that the proposed development, either individually or in combination with other plans or projects, is not likely to have a significant effect on a European site,

and as such has determined that an Appropriate Assessment is not required. This Screening Determination is available for inspection, and any person may apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effect on a European site.

 

Plans and particulars of the proposed development may be inspected or purchased, at a fee not exceeding the reasonable cost of making a copy during office hours at the offices of Monaghan County Council, Planning Section, No.1 Dublin Street, Monaghan H18 X982 and Carrickmacross-Castleblayney Municipal District, Civic Offices, Riverside Road, Carrickmacross, Co. Monaghan, A81 RY22 until 5pm on 15th September 2022.

 

The plans and particulars of the proposed development may also be inspected online at http://www.eplanning.ie/MonaghanCC/searchtypes by searching under Monaghan County Council and entering the address of the development.

 

Submissions or observations with respect to the proposed development, dealing with proper planning and sustainable development of the area in which the development will be situated may be made in writing to Monaghan County Council, Planning Section, No.1 Dublin Street, Monaghan H18 X982 before 5pm on 29th September 2022.

Monaghan Destination Experience Development Plan Launched

On 2nd June, the newly developed Monaghan Destination and Experience Development Plan (MDEDP) was launched by Ministers Catherine Martin and Heather Humphreys at an event in Castle Leslie Estate, Glaslough.

The MDEDP is a five year commercial destination and experience development plan. The role of the MDEDP is to support the development of unique and compelling destination experiences focused on a number of immediate and strategic destination opportunities. The MDEDP was developed through a consultative process involving tourism industry representatives, members of the local community and Monaghan County Council.

The MDEDP will guide tourism development through a roadmap of projects linked to a number of destination development opportunities. Over the course of the plan implementation, success will be measured by achieving growth across a range of indicators from new experience supply, visitor demand patterns, growing the value per visitor and a number of additional destination competitiveness indicators.

Public Participation: Identification of Bathing Waters

Local authorities must identify official bathing areas in their area every year so that they can be monitored for safety, water quality and their level of use.  To help with this process, Monaghan County Council are asking people who swim lakes and rivers to tell them if they think they should maintain existing designated bathing waters designations or give a new official bathing area designation to areas that are commonly used for swimming, but not identified at the moment.  Monaghan County Council has presently no designated bathing waters and the vast majority of bathing waters in Ireland are at coastal locations.

Under European and Irish law, Irish local authorities must identify bathing waters each year so that these areas can be monitored to ensure they meet stringent microbiological water quality standards. In some cases, the official bathing areas are also the areas where local authorities focus their resources providing lifeguards during the summer season.  These laws also require that the local authority prepares detailed descriptions or profiles for each of the identified bathing water sites that describe not just the bathing area but also areas in the surface waters catchment area that could be a source of pollution. The profiles include an assessment the risk of pollution and what action would be taken if pollution occurs.

If you are a regular swimmer and want to help your Council decide which bathing areas if any should be classified as such, it might be helpful to consider the following:

  • How your swimming area has been used up to now;
  • How many people use the site;
  • What facilities exist at the site and how accessible it is;
  • Any safety issues.

Notification of Works – Castleblayney Town Parking Control Scheme 2021

Subsequent to the adoption of the Castleblayney Town Parking Control Scheme 2021, Monaghan County Council wishes to notify the public of upcoming delineation works to facilitate the implementation of the Parking Control Scheme. The proposed schedule of works is as outlined below.

Monaghan County Council Compulsory Purchase Order No. [1] 2022

FORM OF NOTICE OF A COMPULSORY PURCHASE ORDER UNDER SECTION 76 OF AND THE THIRD SCHEDULE TO THE HOUSING ACT, 1966, AS EXTENDED BY SECTION 10 OF THE LOCAL GOVERNMENT (NO. 2) ACT, 1960, TO BE PUBLISHED IN ACCORDANCE WITH ARTICLE 4 (a) OF THE THIRD SCHEDULE TO THE HOUSING ACT, 1966, AS AMENDED BY THE PLANNING AND DEVELOPMENT ACT, 2000.

COMPULSORY ACQUISITION OF LAND

Monaghan County Council Compulsory Purchase Order No. [1] 2022.

 

Monaghan County Council (hereinafter referred to as “the local authority”) in exercise of the powers conferred upon them by section 76 of the Housing Act, 1966, and the Third Schedule thereto, as extended by section 10 of the Local Government (No. 2) Act, 1960 as substituted by section 86 of the Housing Act, 1966 as amended by section 6  and the second schedule to the Roads Act 1993 and as amended by the Planning and Development Act, 2000, have made an order entitled as above which is about to be submitted to An Bord Pleanála for confirmation.  If confirmed, the order will authorise the local authority to acquire compulsorily the land described in the CPO Listing hereto for the purposes of developing a Business Hub in the  townland of Crossmoyle, Clones in the County of Monaghan together with all ancillary works associated therewith, which lands  are shown grey on the map, and marked “Monaghan County Council Compulsory Purchase Order No [1]  2022 sealed with the seal of the local authority and deposited at the offices of the local authority hereinafter referred to as “the deposited map”.

Owners, lessees and occupiers of the land described in the Schedule will receive individual written notice.

Any objection to the said Compulsory Purchase Order should be made in writing to An Bord Pleanála, 64 Marlborough St, Dublin 1 on or before 14th April 2022.

The Board cannot confirm a Compulsory Purchase Order in respect of the land if an objection is made in respect of the acquisition by an owner, lessee or occupier of the land, and not withdrawn, until it has caused to be held an oral hearing into the matter and until it has considered any objection and the report of the person who held the oral hearing.

A copy of the order and of the map referred to in it may be seen at all reasonable hours at the offices of Monaghan County Council, Ballybay/Clones Municipal District Offices, The Diamond, Clones, Co. Monaghan.

Further Environmental Information has been received by Monaghan County Council from the Department for Infrastructure, Northern Ireland in relation to the following proposed development:

A5 Western Transport Corridor (A5WTC) comprising the construction of 85 kilometres of new trunk road from just south of Derry at New Buildings, passing through Strabane and close to Newtownstewart, Omagh, Ballygawley and Aughnacloy, Northern Ireland which is subject to environmental impact assessment and appropriate assessment and has potential Transboundary effects.  The Further Environmental Information received consists of:

  • An Environmental Statement Addendum (ESA 2022) and accompanying Non-Technical Summary (NTS) Revision C, and
  • Reports of Information to Inform an Appropriate Assessment Special Area of Conservation (SAC) Watercourses covering: River Foyle & Tributaries SAC, Owenkillew River SAC and River Finn SAC,
