Draft Castleblayney Town Parking Control Scheme 2021

In accordance with Section 131A of and Schedule 14A to the Local Government Act 2001 (as inserted by section 21(3) and 21(4) of the Local Government Reform Act 2014), and as provided for under Section 35 of the Road Traffic Act 1994, Carrickmacross-Castleblayney Municipal District intends to adopt the above Parking Control Schemes.

The draft Parking Control Schemes, together with associated mapping and a briefing note, shall be available for review on Monaghan County Council’s website, www.monaghan.ie, for a four- week period, commencing Friday the 5^th of November 2021. You may submit your views/comments by emailing them to carrickmacross@monaghancoco.ie on or before 5pm on Friday the 3^rd of December 2021.

• 60% of Ireland’s raw sewage discharges now eliminated
• 93% of treatment plants compliant with Urban Wastewater Treatment Directive
• 10 wastewater treatment plants built or upgraded in 2020
• 14 new wastewater treatment plants starting construction in 2021 and eight in 2022

Irish Water’s consistent progress in upgrading wastewater treatment and eliminating the discharge of raw sewage to Ireland’s rivers, lakes and coastal areas is benefiting communities and enhancing the environment throughout Ireland.

In Monaghan, investment in wastewater infrastructure in Carrickmacross will lead to improvements in water quality, while also supporting housing and economic development in the area.

Irish Water is also undertaking essential upgrade works to the wastewater treatment plant in Clones. These improvement works include upgrades to the inlet works, storm water management and sludge treatment and storage facilities.

The latest EPA Urban Wastewater Treatment Report, published today, shows the progress being made, while also highlighting the need for continued investment in our essential wastewater services.

In the last six years, Irish Water has prioritised areas where it can support housing and development and have the greatest environmental impact, particularly in locations where raw sewage was discharging into our rivers and seas.

Over 60% of raw sewage discharges have been eliminated since 2015 – and replaced with treatment capacity for the equivalent of 120,000 people. As a result of the targeted investment in wastewater infrastructure, communities around Ireland are now reaping the rewards of a cleaner environment, safer bathing waters and greater opportunities for the development of new homes, businesses and tourism.

To date new wastewater treatment plants have been built in 17 locations where raw sewage had been discharged into the sea for decades. By the end of this year construction will have started in an additional 14 locations, with a further eight projects due to get underway next year and the remaining nine from 2023 onwards. This means the majority of raw sewage discharges are on track to be removed by the end of 2025.

In addition to ending the discharge of raw sewage by building infrastructure where none previously existed, Irish Water has also been continuing with its programme of upgrading existing wastewater treatment plants and networks in towns and villages throughout Ireland. In 2020, a total of 10 wastewater treatment plants were built or upgraded (two built and nine upgraded), directly benefiting the equivalent of over 20,000 people in these communities while also protecting our wider environment. The number of plants on the Environmental Protection Agency’s Priority Action List is also continuing to fall, currently down to 97 from 148 in 2017.

In Monaghan, an upgrade of the wastewater treatment plant in Carrickmacross will improve water quality in receiving waters and support the development of new housing and business in Carrickmacross.

Anthony Skeffington, who is Irish Water’s North West Regional Operation’s Manager, commented: “Having a modern, sustainable and functional wastewater network is critical in order to protect our environment and to support housing and economic growth in the years ahead. Irish Water is working closely with the EPA and our other partners, including local authorities, to ensure this can be delivered in the most efficient and sustainable way through the use of cutting edge technologies, science and engineering expertise, and meaningful engagement with local communities around Ireland.

“There is no doubt that challenges remain. Much of the infrastructure for safely collecting and treating wastewater around the country has suffered from decades of under-investment. But Irish Water has a plan in place to address these deficiencies and we are making real progress. Continued investment will be required in the coming years to build a modern, fit-for-purpose wastewater network but we are confident that we are on track to achieving that aim.”

One of the key priorities in Irish Water is compliance with the Urban Wastewater Treatment Directive. Due to the work undertaken to address long-standing issues with many wastewater treatment plants, the compliance rates have increased from 71% in 2014 to 93% in 2020.

The HSE are opening free pop-up walk-in COVID-19 vaccination clinics in Monaghan over the coming weeks for people who have not yet had their COVID-19 vaccine.

The Phoenix Centre, Carrickmacross: The pop-up clinic in Carrickmacross will take place on Saturday 6^th and Sunday 7^th of November from 12 noon to 6pm on both days.

St. Joseph’s Pastoral Centre, Broad Rd, Monaghan Town: The pop-up clinic in Monaghan Town will take place on Saturday 13th and Sunday 14th of November from 12 noon to 6pm on both days.

The pop-up walk-in vaccination clinics will provide first or second doses only. There are no booster doses at walk-in clinics.

You can get your vaccine without an appointment at the walk-in clinic. If attending for your first vaccine and you have not already registered for your vaccine online, you will need to bring the following with you: Personal Public Service (PPS) No., if you have one, mobile phone number; and Photo ID with your date of birth.

The walk-in vaccination clinic is open for people aged 12 and older, children aged 12 to 15 must attend with their parent or guardian.

Dr Augustine Pereira, Director of Public Health North East, said: “COVID-19 is continuing to spread in our communities in Monaghan. The community transmission that we are currently observing in Monaghan relates to cases and outbreaks associated with social interactions and gatherings.”

“Vaccines are providing effective protection against serious illness from COVID-19. If you haven’t had your vaccine yet, you are at higher risk of becoming serious ill, particularly people with underlying health conditions. If you haven’t received your COVID-19 vaccine, or someone in your network has yet to do so, they can to come to the walk-in vaccination centres or talk to their GP or Pharmacist some of whom are giving COVID-19 vaccines.”

“We are urging people to get their second dose of the vaccine, providing it has been 21 days or more since their first dose. Every COVID-19 vaccine makes a difference and we thank everyone who has already had their COVID-19 vaccine.”

“I am appealing to the people of Monaghan to keep your guard up and adhere to the public health guidelines – wear a face covering, observe hand and respiratory etiquette, practice social distancing and attention to maintain good ventilation. If you display cold or flu symptoms like cough, fever, headache, sore throat and blocked or runny nose, self-isolate immediately and arrange a free PCR test through the HSE as soon as possible.”

Dr Pereira added: “We are closely monitoring a small number of cases of Delta sub-lineage AY.4.2 in the North East and although case numbers are very small, given that this sub lineage is 10-15% more transmissible, we are reviewing all public health actions relating to these cases.”

Cara O’ Neill, CHO1 COVID-19 Vaccination Lead and Head of Health and Wellbeing said: “We have made great progress in combating COVID-19 this year, but unfortunately cases remain high in some areas.  We’re also aware that the uptake of the vaccine remains lower in a number of electoral areas in Monaghan. Just think if you get your first and second vaccine in November/early December you will be fully protected in advance of the Christmas season. Vaccines are working and helping to prevent severe illness across Ireland.”

Paul Clifford, Acting Chief Executive of Monaghan County Council said: “COVID-19 is still with us, and we all have to take personal responsibility. We must still remain vigilant and continue to follow the public health guidelines. I would encourage anyone who has not yet got their first or second dose of the COVID-19 vaccine to avail of the pop-up walk-in vaccination clinics in Carrickmacross and Monaghan Town over the coming weeks.”
