What does the Homeless assessment involve?
The Homeless Assessment involves:
- Establishing accommodation history;
- Establishing reason for homelessness;
- Establishing eligibility for homeless services and/or emergency accommodation;
- Establishing support needs;
- Establishing if you are registered or eligible to register with a local authority for social housing support.
What do you need to provide for a Homeless Assessment?
- Photo ID (for example driver’s license, passport, GNIB card)
- Proof of income & bank statement (for example recent payslips and Statement of Liability, if in employment or, 52 weeks Statement of Social Welfare)
- Proof of last permanent address (for example tenancy agreement / utility bill)
- Proof of homelessness (for example notice to quit, statutory declaration, validation letter of Notice from Threshold or court order)
I’m under 18 years of age, what should I do?
Tusla has responsibility to respond to your needs if you are homeless and aged under 18 years. A social worker with Tusla will help you. If you become homeless or are at risk of homelessness, you need to contact your local Tusla Office. If contacting after 5 p.m. and your local office is closed you need to go to your local Garda Station and the Gardai will contact the on-duty Social Worker.
Are you renting and worried about losing your home?
There is a dedicated freephone advice line operated by Threshold at 1800 454 454.
Threshold focuses on preventing homelessness and supporting renters. Their services include:
- Free, confidential advice for renters facing tenancy issues.
- Support with tenancy problems such as Notices of Termination, deposit retention, standards and repairs, landlord disputes, and illegal evictions.
- Assistance with accessing housing supports like HAP (Housing Assistance Payment) and other local authority services.
- Help with rent arrears and rent reviews.
Dispute Resolution for Tenants and Landlords
The Residential Tenancies Board (RTB) can be contacted on 0818 30 30 37
The RTB regulates the rental sector and provides services to ensure smooth tenancies. Their services include:
- Registration of tenancies for private rentals, Approved Housing Bodies (AHBs), and student-specific accommodations.
- Dispute resolution services for tenants and landlords, including mediation and adjudication.
- Information and research to inform rental policy and provide public guidance.
- Investigations into landlord conduct and enforcement of rental regulations.

Homeless 4 Rooms Expression of Interest (Contracted)
Monaghan County Council is seeking expressions of interest for the provision and management of four rooms for use as homeless emergency accommodation in County Monaghan, primarily in the Carrickmacross and Monaghan urban areas. Both family and single occupancy rooms may be required to meet emergency accommodation needs. Accommodation must be accessible by public transport or within walking distance of essential services. The accommodation should not currently be in use for tourism purposes.

Monaghan County Council is seeking expressions of interest from proprietors of Guest Accommodation/Hotels in County Monaghan who wish to have their facility or rooms therein, included in the Council’s list of uncontracted Emergency Accommodation providers for homeless households, for use as the need arises. Both family and single occupancy rooms may be required, and accommodation must be accessible by public transport or within walking distance of essential services.
