Temporary Closing of Road – Municipal District of Ballybay/Clones

Monaghan County Council gives notice of its intention to close the following road in the Municipal District of Ballybay/Clones in County Monaghan:

Date of Closure:              From 21st March 2022 to 21st June 2022 (24 hr closure)

 To Facilitate:                     Windfarm Construction works

 Road Closed:                     LT-62013 for its full length from its junction with the LS6210 & LT62013    

 

Diversion Routes:

Traffic wishing to travel from the R-189 to the L-6201 shall be diverted from the junction of the L-6210/L-62013 in the Townland of Cornawall by remaining on the L-6210, then turning left on to the L-6201.

Traffic wishing to travel from the Townland of Drumgramph to the R-189 in the Townland of Doohat shall be diverted onto the L-6201, then turning left onto the L-2232, then turning left onto the L-2290 and continuing to the R-189.

 

Any interested person may lodge an objection to the closing of the above mentioned road with the Head of Roads, Monaghan County Council, MTEK II Building, Knockaconny, Monaghan not later than Tuesday 15th March 2022.  Any objections must be clearly marked on the envelope “Objection To Road Closure”.

Important Notice to all Landowners and Occupiers of Land in relation to Hedge cutting

Monaghan County Council  would like to remind all landowners and occupiers that Section 40 of the Wildlife Act 1976, as amended by Section 46 of the 2000 Amendment Act, prohibits the cutting, grubbing, burning or destruction of vegetation, with certain strict exemptions, from 1 March to 31 August.

There is provision in the legislation for some restricted exemptions from the prohibition during the closed period – e.g. for works undertaken in the ordinary course of agriculture or forestry, for public health and safety reasons, including road safety, the destruction of noxious weeds, for the clearance of vegetation in the course of road and other development works or the development of sites for building works.

Emergency Out of Hours Phone line

The winter months can create a multitude of challenges to Road users with more hours of darkness and poorer weather conditions. Extreme weather is also a particular hazard at this time of year and motorists can experience heavy rain, gale force winds, flooding, high winds, freezing fog and ice and snow during the Winter season.

Monaghan County Council have launched a dedicated Out of Hours Emergency phone line to help customers report emergency road issues that they encounter. The new Road Emergency Line- 1800 121 121 -phone line is operational 24/7 and directs callers to report items such as flooding, fallen trees, oil spills, traffic incidents to the local Municipal District area in Co. Monaghan for the appropriate response.

Community Involvement Scheme 2023-2025

The Department of Transport, Tourism & Sport has announced funding for the repair and upgrade of local or regional public roads under The Community Involvement scheme (CIS) 2023.

Community Involvement Schemes (CIS) are joint ventures between the community and Monaghan County Council, aimed at improving the quality of public roads which need repair.

It allows local authorities and local communities to tackle necessary works on less trafficked roads, including Local Tertiary cul-de-sac roads in need of repair, thus allowing local authorities to fund a more diverse range of local roads, maintaining local connectivity and contributing to local community enterprise.

In the normal course of Monaghan County Council’s road works programme, repairs to minor county roads would only be considered towards the end of the programme after more heavily trafficked routes had been dealt with and the purpose of the Community Involvement Scheme is to facilitate local participation in the repair of these minor roads so as to allow improvements to be made sooner than might otherwise be possible.

The Community Involvement Scheme will allow a wide range of works to be undertaken on local roads.   The proposed works include general works such as providing hard standing material at field entrances or removal of banks at the edge of a road, drainage works, road surface strengthening and repair works, the repair and construction of footways, the improvement of sight lines, the easing of bends and the provision of passing bays.

Please note 10% contribution from the public is required towards the total cost of the works and this is payable prior to the works commencing.”
