CYCLECONNECTS PLAN – Public consultation

CycleConnects PLAN

 

The CycleConnects Plan which aims to improve sustainable travel by providing the potential for more trips on a safe, accessible and convenient cycling network, connecting more people to more places. Proposals for cycling links in key cities and towns in each county are included in the plan, in addition to connections between towns, villages and settlements. The plan also incorporates cycle routes such as greenways;

 

In September 2022, the draft CycleConnects network went out to public consultation. Since then, the network has been refined, based on:

  • – Integration with the TII National Cycle Network (NCN)
  • – Continued engagement with stakeholders (Dept. Of Transport, TII, local authorities)
  • – Submissions from the public consultation

 

The updated network has now gone through an environmental assessment (SEA, AA and EqIA), and is out for its statutory public consultation period from 27th September  to 25th October 2024 –

Legislative Procedure for Traffic Calming Procedures under the Road Traffic Act 1994

Under the Road Traffic Act 1994 (As Amended) A road authority may, in the interest of the safety and convenience of road users, provide such traffic calming measures as they consider desirable in respect of public roads in their charge.

 

Notice is hereby given pursuant to Section 38 of the Road Traffic Act 1994 (As Amended) of the following scheme:

 

N2 Monaghan Active Travel Section 2 Emyvale.

 

The proposed scheme will consist of:

  • Provision of kerbing, build outs, and Toucan pedestrian crossings along the N2
  • Provision of new cycle track
  • Provision of additional traffic calming signage
  • Provision of new seating & bike racks
  • Provision of shared surface
  • Improvements to existing drainage network where
  • All associated site

 

In accordance with Section 38 of the above-mentioned legislation, Monaghan County Council, as the competent roads authority has concluded that the above scheme complies with the relevant section of the legislation, based on the nature, size, and location of the proposed scheme.

Plans and particulars of the proposed scheme are available for inspection on the Monaghan County Council website and at the offices of the Road Section, MTEK II Building, Knockaconny, Armagh Road, Monaghan

Notice of Passing of Resolution To Vary Basic Rate of Local Property Tax

The Finance (Local Property Tax) Act 2012 (as amended), makes specific provision that the Elected Members of a local authority may pass a formal resolution to vary the basic rate of the Local Property Tax for their administrative area by a percentage known as the Local Adjustment Factor. Article 10 of the Local Property Tax (Local Adjustment Factor) Regulations 2014 requires a local authority that has decided to vary the basic rate of the local property tax within its administrative area to give public notice of that decision.

In pursuance of the provisions of section 20 of the FINANCE (LOCAL PROPERTY TAX) ACT 2012 (as amended), I the undersigned hereby notify the Minister for Housing, Local Government and Heritage of the passing of a resolution at a meeting of Monaghan County Council on 2nd September 2024 to the effect that the basic rate of local property tax should be varied upwards by fifteen percent (15%) for the year 2025 in respect of relevant residential properties situated in the local authority’s administrative area.

AA Screening Determination Notice

MONAGHAN COUNTY COUNCIL  Habitats Directive (EU 92/43/EEC) Screening Assessment Determination

Appropriate Assessment for Ground Investigation Works required for the Phase 3 design of the

N2 Clontibret to Border Road Scheme

 

Monaghan County Council is working in association with Transport Infrastructure Ireland (TII) to develop a scheme to upgrade a 28km section of the N2/A5 Dublin- Derry Road. The proposed N2 Clontibret to Border Road Scheme is situated in County Monaghan between Clontibret and the Northern Ireland (NI) Border. This is an important project to enhance key North/South and Regional connectivity and to improve road safety.

Ground Investigation works are required along the proposed project route to examine soils, rock and groundwater below the surface. This information will be used to inform the design process and the Environmental Impact Assessment. Different types of Ground Investigation are proposed along the length of the proposed N2 Clontibret to Border Road Scheme, including;

  • 239 No. Boreholes (cable percussive, rotary core and cable percussive with rotary follow-on techniques will be used);
  • 262 Trial Pits;
  • 59 Pavement Cores; and
  • 28 Slit Trenches.

The works are planned to commence in September 2024, and will be undertaken over the course of approximately 4 months.

 

Monaghan County Council, in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and the European Communities (Birds and Natural Habitats) Regulations 2011 as amended, has undertaken Appropriate Assessment screening on the proposed N2 Clontibret to Border Road Scheme Ground Investigation Works to assess, in view of best scientific knowledge and the conservation objectives of the site, if the works, individually or in combination with other plans or projects, are likely to have a significant effect on a European Site(s).

It has been concluded on the basis of information provided by Jacobs Engineering Ireland in a report titled ‘N2 Clontibret to Border Road Scheme, Ground Investigation Works – Screening for Appropriate Assessment’ that the GI works are not connected with, or necessary to, the management of any European site(s), and individually or in combination with other plans or projects are not likely to have a significant effect on any European sites. In accordance with the European Communities (Birds and Natural Habitats) Regulations 2011 as amended, Monaghan County Council has made a determination that Appropriate Assessment is not required for the works.

 

The ‘N2 Clontibret to Border Road Scheme, Ground Investigation Works – Screening for Appropriate Assessment’ report can be viewed at the offices of Monaghan County Council’s Roads & Transportation Section, Floor 2, MTEK II Building, Knockaconny, Monaghan, Monday to Friday between 9.15am and 5.15pm until the 25th October 2024.

BUILT HERITAGE INVESTMENT SCHEME 2025

Monaghan County Council is now inviting applications under the Built Heritage Investment Scheme (BHIS) 2025.

 

Please note: There are several changes that have been made to the BHIS for 2025, including

  • Revised timelines for submission of grant applications
  • Incorporation of the HSF Stream 1 projects into the BHIS 2025
  • An increase in the value for individual grants from €15,000 to €50,000
  • Match funding requirements have been increased to a maximum of 80% grant support per project.

Overview

The BHIS seeks to encourage the investment of private capital in a number of small-scale, labour-intensive projects to repair and conserve historic structures and to support the employment of skilled and experienced conservation professionals, craftspeople and tradespersons in the repair of the historic built environment. The scheme is designed to assist the owners and/or occupiers of structures/properties that are protected under the Planning and Development Act 2000 (as amended).  It will be administered by Monaghan County Council’s Planning Section.

 

Eligibility

The categories of structures/properties eligible for funding under this scheme are:

 

  • Protected Structures
  • Proposed Protected Structures
  • Structures/properties in Architectural Conservation Areas or within the amenity of a National Monument, where exceptional circumstances are deemed by the Department to apply

 

Funding available

The BHIS scheme will provide grants of between €2,500 and €50,000 for the conservation of historic structures.

 

Larger grants of between €50,000 and €200,000 will be made available under the Historic Structures Fund, which will be advertised in November 2024.

National Heritage Week - Irish

 

Heritage Week runs from Saturday 17th – Sunday 25th August 2024 and this year in Monaghan we have everything from genealogy workshops, horseshoeing demonstrations, explorations of lost ancient routes and learning about barn owls.

Local heritage groups and organisers, families, communities and individuals in Monaghan have responded to this years theme of ‘Connections Routes and Networks’ by organising events showcasing the best of Monaghan’s Heritage coordinated by the Heritage Office in Monaghan County Council with support from the Heritage Council.  We encourage you to get out there and enjoy these free events.

Monaghan County Council hereby gives notice of Emergency Closure in accordance with section 75 of the Roads Act 1993& Article 12 of the Roads Regulations 1994 that it will close the following road in the Municipal District of Monaghan in County Monaghan:

R162 from the Junction with the L1500 for 1500m

 

Diversion Routes:

Northbound traffic travelling from Ballybay to Monaghan will be diverted via the R183 to Swans Cross Roads, then north towards Monaghan on the R188 to the Junction of the R162.

 

Southbound traffic from Monaghan to Ballybay will be diverted south via the R188 to Swans Crossroads, then east to the junction of the R162 (Ballybay).

 

All Detours will be signposted in order to direct the Traffic. (Local Access and Emergency Vehicles will be catered for at all times).

Safety officers gear up for Amber Thursday

Fire, road, and water safety officers across Ireland are joining forces for ‘Amber Thursday’ to promote fire, road, and water safety over the August bank holiday weekend.

Dermot Brannigan, Chief Fire Officer with Monaghan County Council is encouraging the public to be aware of the risks from fires. “This time of year can be a busy period for fire fighters so everyone should be aware of how quickly a fire can spread and a small incident can escalate into a larger one if not managed safely. I’m encouraging members of the public to enjoy the Bank Holiday weekend but to bear in mind the potential of fire related incidents. Never light a barbeque or a campfire in parks, woodland areas or in areas close to vegetation or trees and be mindful not to discard any cigarette butts on the ground. Keep children away from fires and have a bucket of water or sand nearby in case of an emergency.”

Road Safety Officer with Monaghan County Council, Adrian O’Sullivan, stressed the importance for road users to be cautious and courteous towards one another. “We have already seen a worrying year-on-year increase on the number of fatalities on our roads, with 113 deaths at the end of July, an increase of 13 compared to the same period in 2023. It’s imperative that motorists do not drive while under the influence of intoxicants such as  alcohol or illegal drugs and that all passengers are wearing a seatbelt or appropriate seat restraint.  Before setting off on a long journey, ensure your vehicle is roadworthy, plan your journey, drive within the posted speed limits, and take regular breaks to avoid driver fatigue.”

Gearóid McCarthy, Water Safety Development Officer with Monaghan County Council reminds everyone to be aware and not to be lulled into a false sense of security around water.  “As Monaghan is a landlocked county, some people may choose to swim in one of Monaghan’s many lakes and rivers particularly during any warm spells of weather. However, these can pose their own dangers as they could contain hidden obstacles that can trap or make it more difficult to move around.  Cold water in lakes can often be much deeper and colder beneath the surface than you may expect”.

“Most water related tragedies in Ireland occur in inland waterways. Reservoirs are not appropriate for swimming due to the risk of deep and fast-flowing waters, changing water levels and uneven ground” added the Water Safety Development Officer.
