Irish Water progressing development of the National Water Resources Plan (NWRP)

Wednesday, 26 May 2021 – Irish Water has adopted the Framework Plan for the National Water Resources Plan (NWRP) which will safeguard public health, support growth and meet the challenges of climate change over the next 25 years.

The NWRP is Ireland’s first 25-year strategic plan enabling us to move towards safe, secure, reliable, and sustainable public water supplies for all of our customers and communities, whilst safeguarding public health and the environment.

Following on from a statutory public consultation on Phase 1 of the NWRP, the draft Framework Plan and associated environmental reports, the submissions and observations received from public consultation were taken into consideration, and the Framework Plan updated.

The Framework Plan accompanied by a Strategic Environmental Assessment (SEA) Statement and an Appropriate Assessment Determination has now been adopted. A consultation report summarising feedback received during the public consultation has also been published. The NWRP Framework Plan and all associated reports can be viewed and downloaded at https://www.water.ie/nwrp

Commenting on the NWRP final Framework Plan, Angela Ryan, Water Resource Strategy Specialist with Irish Water, said, “Safeguarding Ireland’s precious water resources is a top priority for Irish Water. With increasing pressure to meet the current demand for water as a result of population growth, climate change, and our changing environmental regulations, it is essential that we plan ahead. The first National Water Resources Plan will enable us to do that in a sustainable way whilst also supporting economic development and population growth.”

“How we choose to plan our water resources today will determine the water supply we can provide now and into the future. The Three Pillar approach of ‘Use Less’, ‘Lose Less’ and ‘Supply Smarter’ allows Irish Water to consider the broadest possible range of solutions through the development of the NWRP. We would like to thank everyone who made a submission to this consultation process.”

They were 84 submissions received in total, including responses from the Office of the Planning Regulator, the Eastern and Midlands Regional Assembly, the Southern Regional Assembly and local authorities in relation to national policy for growth and development.

The public consultation was available on the NWRP website from 8 December 2020 until 16 February 2021. The consultation was extended twice with at the request of stakeholders with consultation finally closing on 12 March 2021. Hard copies of the public consultation material were available for public display in 29 local authority offices  and at two county libraries for the duration of the consultation period. Irish Water also facilitated a webinar for interested members of the public.

Phase 2 of the NWRP comprises the development of four Regional Water Resources Plans (RWRPs);

Regional Water Resources Plan: Eastern & Midlands

Regional Water Resources Plan: North West

Regional Water Resources Plan: South West

Regional Water Resources Plan: South East

Each regional plan will be consulted in the same way, comprising both non-statutory screening and scoping consultation with environmental authorities, followed by statutory public consultation, during 2021 and 2022.

Consultation on the SEA Scoping Report for the first Regional Water Resources Plan: Eastern & Midlands will take place shortly. The SEA Scoping Report will be provided to specified environmental authorities, for the purposes of initial, non-statutory consultation on the scoping of the SEA.

Following that process, the feedback obtained will be considered and reflected in the documents published for public consultation later this year comprising the draft Regional Water Resources Plan: Eastern & Midlands and associated SEA Environmental Report and Natural Impact Statement.

That public consultation process will allow any interested parties to provide feedback on the draft Regional Water Resources Plan: Eastern & Midlands, including SEA and AA, in the usual way.

The Public Health Department North East is urging people in Cavan and Monaghan to limit their social contacts and avoid gatherings to protect Leaving Certificate students in the run-up to next month’s examinations.

 

The majority of COVID-19 cases in schools in the North East have been linked to cases outside the school environment. Social gatherings are unfortunately contributing to the spread of COVID-19 among children, young people and subsequently in schools in the North East.

 

Dr Augustine Pereira, Director of Public Health North East, said: “We need to protect our school environments from exposure to COVID-19, especially Leaving Cert students who plan to sit the examinations in the coming weeks.”

 

“We don’t want to see students contract COVID-19, or be a close contact of an infected person, and not be able to sit the exams, which start on June 9. With just a few weeks remaining, we strongly encourage students and their families to act responsibly and not to attend any social events/parties which may increase their risk of catching or spreading COVID-19.”

 

“We are concerned about settings where multiple households are coming together and undermining the importance of public health guidelines. We all collectively need to recommit to being cautious and vigilant of how our actions outside our household impacts others.”

 

Dr Sean Denyer, Specialist in Public Health Medicine, who leads the Department’s Schools Teams, said: “We are aware of gatherings and birthday parties that are being organised. These gatherings have become super spreader events that have resulted in an increase in the number of positive COVID-19 cases in the community. We understand how frustrating all this is for young people, who have done an incredible job so far, but are asking them to be really careful in the coming weeks to protect both themselves and their friends.”

 

“We all need to work together to protect students during these times. We are stressing the importance of limiting your contacts with others outside of your household. Adhering to public health guidelines is key to keeping students safe,” he added.

 

You can help protect your local school community by:

  • Avoiding social gatherings, such as indoor meetings, birthday parties, events in groups. Further social mixing outside the school environment increases the risk of transmission.
  • Pupils and staff can be protected at school by a number of mitigation measures during break time, on the school bus, before and after school etc. These measures include face coverings where recommended, socially distancing, and frequent hand washing.
  • If anyone in your household has symptoms consistent with COVID-19, the individual should self-isolate and arrange a free COVID-19 test. You and other household members should stay at home until test results are known. Exercising this level of precaution could prevent an outbreak from occurring at your school or among friends and family.
  • If you are contacted by Public Health North East, please follow all instructions and advice to best ensure the safety of everyone, and to minimise onward spread of any infection.

Historic Structures Fund 2021

Notification of The Reopening of Funding for Irish Language Shopfronts

 

Further to the announcement of the Historic Structures Fund 2021 on the 30th April, the Minister of State for Heritage and Electoral Reform, Mr Malcolm Noonan, TD announced on the 14th May the reopening of applications to the Irish language shopfront stream of the Historic Structures Fund 2021. This stream is jointly funded by the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media.

 

Overview

The Irish language shopfronts stream of the Historic Structures Fund offers grants of between €15,000 and €50,000. The maximum grant award is 80% of eligible costs. The focus of the Irish language shopfronts stream of the Historic Structures Fund is to incentivise the conservation of historic Irish language shop fronts. Owners of eligible structures are invited to make applications under Stream 1 for eligible essential repairs and small capital works for the refurbishment and conservation of historic Irish language shop façades, windows, signage and other associated details to safeguard them and keep them in use. Local authorities can recommend one additional project for funding. The scheme will be administered by the Planning Section of Monaghan County Council.

 

Eligibility

The Historic Structures Fund provides capital funding for works to qualifying structures which include the following:

  • Protected Structures
  • Structures eligible for or proposed for inclusion in the Record of Protected Structures (RPS) but not yet formally approved for inclusion. Such structures must meet the criteria for inclusion in the RPS by the Local Authority, i.e. must be of special interest from an architectural, historical, archaeological, artistic, cultural, scientific, social or technical point of view
  • Structures or works within Architectural Conservation Areas (ACAs) or within the amenity of a National Monument, where exceptional circumstances apply.

 

Eligible projects will be as follows:

  1. a) projects proposed by local authorities on foot of applications from private applicants who are the owners or custodians of historic structures
  2. b) projects proposed by a Local Authority for works to historic structures in public ownership, where a clear heritage focus and community or public benefit has been demonstrated
  3. c) projects with a clearly defined heritage focus and community or public benefit proposed directly to the Department by a State-funded organisation working in the heritage area

 

Note: Only one application will be considered per historic structure. Applicants cannot avail of funding under both the Historic Structures Fund and the Built Heritage Investment Scheme in the same year.

 

What funding is available?

€100,000 is available nationally for the conservation of historic Irish language shopfronts.

The Historic Structures Fund Circular HSF/2021 outlines full details of the terms, conditions and payment deadlines of the Irish language shopfront stream of the Historic Structures Fund 2021. The Circular and relevant application form are available to download at www.monaghan.ie. Hard copies are also available at Planning Reception during opening hours from 9.15am – 5pm (lunch time closing 1:00 – 1:30 p.m.). Minister Humphreys: Supporting connectivity in rural Ireland is vital

The Minister for Rural and Community Development, Heather Humphreys TD, has today (14 May 2021) announced the allocation of €10.5 million for repairs and improvement works on non-public roads in rural communities.

The funding, announced under the Local Improvement Scheme, will improve access to rural homes and farms, as well as outdoor amenities such as lakes, rivers, mountains and beaches.

The €10.5 million allocation represents a 5% increase compared to 2020, with every county receiving an increase.

Over €68 million has now been invested under the Local Improvement Scheme since it was re-introduced in 2017.

The focus of the scheme is to support the continued improvement of rural roads and laneways that are not normally maintained by local authorities but which represent a vital piece of infrastructure for rural residents.

Announcing the €10.5 million in funding, Minister Humphreys said:

“As part of ‘Our Rural Future’, the Government has committed to increasing the level of investment in the repair of non-public roads through the Local Improvement Scheme..

“I am therefore really pleased today to announce a 5% increase in funding under the Local Improvement Scheme.

 “The Local Improvement Scheme is an important source of funding for small non-public roads and laneways leading to homes and farms as well as outdoor amenities such as lakes, rivers, mountains and beaches.

“Since the scheme was re-introduced in 2017, close to 2,400 roads have been funded for repair works. This has made a real difference to the lives of over 10,000 landowners and residents in rural Ireland.”

Minister Humphreys added:

“I know there is a significant demand for funding under the Local Improvement Scheme right across the country. That is why I am today announcing increased funding for every county under the scheme, however, I am acutely aware that more is needed. I am working to identify if additional funding can be provided for LIS in 2021 and I would therefore urge each Local Authority to utilise the funding announced today, and complete the repair works on the selected roads, as soon as possible.

“This would position them well to undertake repairs on additional roads before the end of the year should further funding become available.”

The allocation to each county under the Local Improvement Scheme for 2021 is set out below.

Local Authorities are responsible for identifying and prioritising roads for improvement works under the scheme, in consultation with residents/landowners.

The funding provided by the Department of Rural and Community Development will be complemented by a local financial contribution from landowners/householders, as well as Local Authority resources.

There will be a cap of €1,200 on the amount that any individual householder or landowner will be asked to contribute towards the cost of repairs to their road.

Expressions of Interest are being sought for the Town and Village Renewal Scheme 2021

The Town and Village Renewal Scheme 2021 provides funding for rural towns and villages for delivery of projects in 2021 and 2022 with a focus on projects that make our towns and villages more attractive and sustainable and respond to the new challenges associated with COVID-19 and support the economic and social recovery of our towns and villages. The 2021 Scheme will place particular emphasis on projects supporting remote working and enhancing town centre living as outlined in “Our Rural Future – Ireland’s Rural Development Policy 2021-2025.” The Town and Village Scheme will support these objectives and will encourage more people to return confidently to town and village centres to work, shop and socialise.

Successful proposals will demonstrate close collaboration between communities and business interests in the design and delivery of proposed projects and must have the support of the Local Authority.

Temporary Closing of Roads

Monaghan County Council gives notice of Intention to close the following road in the Municipal Districts of Ballybay-Clones in County Monaghan:

 

Date: Monday 31st May 2021 to Wednesday 2nd June 2021

To facilitate:  Pavement Patching Works

 

Roads Closed:

R190 Ballybay to Cootehill Road:  Between its junction with the R162 Shercock Road and its junction with the R193 in the townlands of Anny (Cremorne By), Keenogduff, Keenogbane, Cumry, Balladian and Annaneese.

 

Diversion Route:

Eastbound, R190 to Rockcorry, R188 to Swanns Cross, R183 to Ballybay, R162

Westbound, R162 to Ballybay, R183 to Swanns Cross, R188 to Rockcorry, R190 to Anny

All Detours will be signposted in order to direct the Traffic. (Local Access and Emergency Vehicles will be catered for at all times).

Any interested person may lodge an objection to the closing of the above-mentioned road with the Head of Roads, Monaghan County Council, MTEK II Building, Knockaconny, Monaghan not later than Tuesday 18th May 2021.  Any objections must be clearly marked on envelope “Objection To Road Closure”.

County Monaghan Sustainable Energy Community Webinar on ‘Cutting energy costs in your home’

Cutting energy costs in your home

County Monaghan Sustainable Energy Community will be running their first webinar on Thursday 20th May 2021 aimed at residential householders in County Monaghan.

Speakers will cover a range of topics including:

  • Reducing household energy costs
  • Improving the energy efficiency of your home
  • Grants available to homeowners

Attendees are encouraged to submit questions for speakers in advance of the event. This will ensure our speakers presentations cover all of the topics homeowners want to know more about.

Our Public Service 2021 Innovation Fund Success

Project Title: MyCoCo

Funding awarded: €55,000

Project Lead: Monaghan County Council
In collaboration with: OGCIO, Cavan County Council,  Dun Laoghaire Rathdown County Council, Laois County Council, Leitrim County Council, Longford County Council, Louth County Council, Sligo County Council and the Irish Road Haulage Association.

Local Authorities offer more than 1,000 diverse services to the public. Many of the services are provided using paper-based forms, payments are made by cheque and the applicant has very low visibility into the progress of their application. This project will develop MyCoCo – an online platform to provide these diverse services.

MyCoCo will be like the ‘Amazon’ for Local Authority services. Citizens, businesses and organisations can set up an account, browse the service catalogue, request service and add to basket, make payment, and track progress. MyCoCo will include MyGOVID and Digital Postbox offering our citizens a secure government-wide single sign-on for accessing local authority services.

MyCoCo will provide Local Authorities full visibility of service offerings and provide baseline metrics that can then be used for key performance indicators. MyCoCo will also facilitate a sustainable and cohesive office based and remote working environment and will provide standardised staff training which will result in reduced costs and ease of movement of staff between departments owing to the familiarity of the system. MyCoCo is a transformative solution that will provide better customer service and increase the efficiency of our service delivery.

‘Outdoor Seating & Accessories for Tourism & Hospitality Business’ Scheme

 

The ‘Outdoor Seating & Accessories for Tourism & Hospitality Business’ scheme is being delivered in partnership between Fáilte Ireland and Local Authorities across the country. The Scheme will provide funding for individual tourism and hospitality businesses to develop and increase their own outdoor seating capacity for the summer of 2021. This scheme will financially assist and support independent tourism and hospitality business owners to create outdoor dining experiences in a regulated and accessible manner.  Funding under the scheme is only available to existing businesses.

The scheme is open to attractions, hotels, restaurants, cafes, public houses or other tourism and hospitality business establishments where food is sold for consumption on the premises. Eligibility is dependent on commercial rates due in respect of premises having been paid for the period up to 31st December 2019 or a payment plan being in place with the Local Authority.

The scheme will provide for up to 75% of the ex-VAT cost of equipment purchased/installed with a maximum allowable contribution of up to €4,000 per applicant.

Expenditure incurred on upgrades to outdoor dining spaces including but not limited to; tables, chairs, umbrellas, electric heaters, screens/windbreaks, plant stands, wooden platforms, etc. are considered eligible for the scheme. Tables, chairs, or other furniture shall be of robust and stable construction to prevent movement in adverse weather conditions and be agreed with Monaghan County Council. Monaghan County Council has the right to use its discretion in regard to its process and the development of appropriate terms and conditions that are appropriate for our respective streetscapes, businesses etc. All applicants will be required to comply with planning codes, legislative requirements and other compliance requirements.

Expenditure must be incurred between 1st April 2020 and 30th September 2021 and payment will be made by Local Authorities to approved applicants on submission of receipts and photography of furniture in situ.

The scheme is open for applications until 30th of September 2021.

Temporary Closing of Roads – Emergency Closure

Monaghan County Council hereby gives notice of Emergency Closure in accordance with Section 75 of the Roads Act 1993 & Article 12 of the Roads Regulations 1994 that it will close the following road in the Municipal District of Ballybay-Clones in County Monaghan:

 

Date & Time:     Monday 10th May 2021 to Friday 28th May 2021

To Facilitate:      Bridge Rehabilitation Works.

 

Roads Closed: –

L-2241-0 in the townlands of Clonfad/Cornapaste Co. Monaghan

 

Division Route: –

Traffic wishing to travel on the L-2241 from Laurel Hill Cross Roads will be diverted on to the L-22412, continuing on the L-5546 to Redhill’s, then turning right on to the L-1503.

 

Traffic wishing to travel on to the L-2241 via the L-5545 to Laurel Hill Cross Roads will be diverted by remaining on the L-1503 to Redhill’s, then turning left on to the L-5546 and continuing on the L-22412 to Laurel Hill Cross Roads.

 

All Detours will be signposted to direct the Traffic. (L-5545 and L-2241 Local Access only, no through road on the L-2241 at Laurel Hill Cross Roads).

Submission on Draft Litter Management Plan 2021-2023.

Monaghan County Council proposes to replace its Litter Management Plan 2018-2020.  A new draft plan has been prepared for the prevention and control of litter within the county, setting out appropriate objectives and activities for the three- year period 2021-2023.

Submissions are invited from members of the public and from voluntary and representative bodies in relation to the proposed plan. The plan is available to view on www.monaghan.ie.  Copies of the plan are also available, free of charge, from the Environmental Services Department, Civic Offices, Carrickmacross, Co. Monaghan, or by contacting 042-9661240.

Submissions and observations on the proposed Draft Litter Management Plan may be made by visiting https://documents.monaghancoco.ie/Forms/LMP2021 up to 5pm on 25th June 2021.

Establishment of Monaghan Migrant Integration Forum

The County Monaghan Migrant Integration strategy We Belong was launched on November 16th 2020.

The three year strategy sets out Monaghan Local Community Development Committee’s plan to ensure the integration of all those who live in County Monaghan. One of the actions within the strategy was for Monaghan Public Participation Network (PPN) and Monaghan Integrated Development (MID) to collaboratively establish a Migrant Integration Forum which will be a community led forum to engage with members of the migrant community and ensure their voice is part of local decision making.

The Migrant Integration Forum wishes to give all members of the migrant community an opportunity to have a safe space to share their concerns and develop key initiatives that will encourage migrants to fully contribute to their communities.

The forum has held its inaugural meeting and this was a very productive meeting. The one key piece of work that emerged as a need, was for the forum to carry out a mapping exercise of what services are currently being provided across the county and where are there gaps. The forum will initially meet every month.
