Legislative Procedure for Traffic Calming Procedures under the Road Traffic Act 1994

Under the Road Traffic Act 1994 (As Amended) A road authority may, in the interest of the safety and convenience of road users, provide such traffic calming measures as they consider desirable in respect of public roads in their charge.

Notice is hereby given pursuant to Section 38 of the Road Traffic Act 1994 (As Amended) of the following scheme:

Installation of a Cycle path & Uncontrolled Pedestrian crossings, on the R183-15 Monaghan Road, Castleblayney, Co Monaghan.

 

The proposed scheme will consist of:

• Installation of a new Cycle Path adjacent to the outbound lane of the R183-15 terminating at the Ballybay Rd interchange.
• Traffic Calming Measures I.e. Road Narrowing
• Installation of new road markings.
• Installation of uncontrolled pedestrian crossings.
• Installation of cycleway and motorist segregation measures adjacent to the inbound and outbound lanes.
• Erection of new signage and landscaping throughout the scheme.
• Relocation of all affected 3^rd party utilities where required along the length of the scheme.
• All associated site works.

 

In accordance with Section 38 of the above-mentioned legislation, Monaghan County Council, as the competent roads authority has concluded that the above scheme complies with relevant section of the legislation, based on the nature, size and location of the proposed scheme.

Plans and particulars of the proposed scheme are available for inspection at the offices of the Road Section, MTEK II Building, Knockaconny, Armagh Road, Monaghan during office hours from the 31st of March 2022.

Diversion Routes:

National roads access unaffected. Local Access to be co-ordinated by Monaghan Motor Club.

Any interested person may lodge an objection in writing to the closing of the above-mentioned roads with the Head of Roads, Monaghan County Council, MTEK II Building, Knockaconny, Monaghan not later than Tuesday 29th March 2022.  Any objections must be clearly marked on envelope “Objection to Road Closure”.

Subject to this notice, Monaghan Motor Club as organisers of the Monaghan Rally, confirm that they are committed to following all HSE guidance on COVID 19.

Monaghan County Council gives notice to close the following road in the Municipal District of Ballybay/Clones in County Monaghan:

Date of Closure:    From 21st March 2022 to 21st June 2022 (24 hr closure)

To Facilitate:    Windfarm Construction works

Road Closed:     LT-62013 for its full length from its junction with the LS6210 & LT62013   

 

Diversion Routes:

Traffic wishing to travel from the R-189 to the L-6201 shall be diverted from the junction of the L-6210/L-62013 in the Townland of Cornawall by remaining on the L-6210, then turning left on to the L-6201.

Traffic wishing to travel from the Townland of Drumgramph to the R-189 in the Townland of Doohat shall be diverted onto the L-6201, then turning left onto the L-2232, then turning left onto the L-2290 and continuing to the R-189.

Monaghan County Council gives notice to close the following road in the Municipal Districts of Carrickmacross-Castleblayney, Ballybay- Clones and Monaghan in County Monaghan as advertised in the Irish Independent on 3^rd March 2022.

Dates of Closure:            Sunday 20^st March 2022 – Saturday 2^nd April 2022

                                               Sunday 8^th May 2022 – Saturday 21^st May 2022

                                               Sunday 10^th July 2022 – Saturday 23^rd July 2022

                                               Sunday 4^th September 2022 – Saturday 17^th September 2022

 

Road Closed:                     N2 Castleblayney Bypass – from the townland of Moy Otra         (Clontibret Village) to the townland of Tullyvin (Tullyvin                      Roundabout). Closure will be implemented on one direction only at any point in time.

Times:                                  10pm – 5am 

To Facilitate:                      Verge Maintenance, Drainage Maintenance, Litter Picking and Response Repairs

 

Diversion Routes:            Main Diversion via Old N2 (LP3444) at Clontibret Village through

Annayalla Village and Castleblayney Town, then accessing the N2 via the

N53 and vice versa. Diversions will be in place for the duration of the closure.

Every effort will be made to minimise delays.

Monaghan County Council  would like to remind all landowners and occupiers that Section 40 of the Wildlife Act 1976, as amended by Section 46 of the 2000 Amendment Act, prohibits the cutting, grubbing, burning or destruction of vegetation, with certain strict exemptions, from 1 March to 31 August.

There is provision in the legislation for some restricted exemptions from the prohibition during the closed period – e.g. for works undertaken in the ordinary course of agriculture or forestry, for public health and safety reasons, including road safety, the destruction of noxious weeds, for the clearance of vegetation in the course of road and other development works or the development of sites for building works.

The winter months can create a multitude of challenges to Road users with more hours of darkness and poorer weather conditions. Extreme weather is also a particular hazard at this time of year and motorists can experience heavy rain, gale force winds, flooding, high winds, freezing fog and ice and snow during the Winter season.

Monaghan County Council have launched a dedicated Out of Hours Emergency phone line to help customers report emergency road issues that they encounter. The new Road Emergency Line- 1800 121 121 -phone line is operational 24/7 and directs callers to report items such as flooding, fallen trees, oil spills, traffic incidents to the local Municipal District area in Co. Monaghan for the appropriate response.
